DeSantis touts balanced budget amendment in Idaho, Montana

From left to right: Idaho Lt. Gov. Scott Bedke, Florida Gov. Ron DeSantis, and Idaho Gov. Brad Little host a press conference promoting a balanced budget constitutional amendment at the Idaho Capitol in Boise on March 24, 2025. (Screenshot from livestream on X) Gov. Ron DeSantis continued his bashing of Congress during a Monday press conference Monday in Boise, Idaho, to promote a constitutional amendment requiring the federal government to balance its budgets. Idaho Gov. Brad Little and Lt. Gov. Scott Bedke joined DeSantis in urging more states to support a constitutional convention to add the balanced budget requirement to the U.S. Constitution; 34 are needed to trigger the convention. If the legislatures of Idaho and Montana support the move, it would up the tally to 29 states. 'I think if you got to 33 states, I think Congress would see the writing on the wall, and I think they would rush to write an amendment that they would then pass and then send to the states for ratification,' DeSantis said. He was scheduled to meet Montana Gov. Greg Gianforte later in the day, when the governors were to host another press conference. 'We don't want us to wake up 10, 15 years from now, us being some major financial crash because of interest rates and the debt and everything and say, 'Man, you know, we could have done something in the states to avert this and we chose not to do it,'' DeSantis said. House Democratic Leader Fentrice Driskell called DeSantis' press conferences in the other states political stunts. 'Neither of those places is Florida. We have real issues right here in Florida. Why is the governor traveling to these states?' Driskell asked during a press conference Monday morning. 'First of all, during the work week. Second, who is paying for this trip? Third, where are his proposals on property insurance and lowering the cost of living, and how are we going to handle maybe these cuts that are coming to Florida's health care budget?' Idaho coroner death investigation roles reform bill passes state Senate

Idaho Lt. Gov. Scott Bedke, R-Oakley, (left) and state lawmakers take a break from legislative proceedings on the Idaho Senate floor on Jan. 7, 2025. (Pat Sutphin for the Idaho Capital Sun) A bill to clarify Idaho coroners' roles in death investigations is headed to the Idaho House of Representatives. Senate Bill 1101 — developed with Idaho county coroners — is in response to a critical state government watchdog report that found inconsistencies in death investigations across Idaho, driven by sparse guidance in state law. The Idaho Senate passed the bill on a 25-10 vote Wednesday. The bill is cosponsored by all eight lawmakers who serve on the Legislature's bipartisan Joint Legislative Oversight Committee. 'If we're going to get justice for victims, this is an important part of the puzzle of criminal justice,' Idaho Senate Minority Leader Melissa Wintrow, D-Boise, who is cosponsoring the bill, said on the Senate floor. In Idaho, coroners are an elected, county-level position, as outlined in the state's constitution. Corners are the only people who can arrest a sheriff in Idaho, Wintrow said. The watchdog report, released in 2024 by the Office of Performance Evaluations found deaths in Idaho were half as likely to undergo autopsies than the national rate — and that Idaho had the lowest homicide autopsy rate in the nation. Presenting the bill to the Senate, Wintrow called the bill 'a long-time coming.' She referenced decades of failed attempts to reform Idaho's coroner system, which a ProPublica investigation last year detailed. But Wintrow said she thinks this attempt is different because 'it's been led by the coroners themselves.' SUBSCRIBE: GET THE MORNING HEADLINES DELIVERED TO YOUR INBOX This year's bill would partly repeal and expand the death conditions specified in Idaho law under which coroner investigations are required. Clarifying the legal roles of coroners and law enforcement in death investigations was among several recommendations in the nearly 100-page watchdog report. Under the bill, an Idaho coroner 'shall be a medicolegal death investigator … charged with the responsibility of determining or certifying the cause and manner of death for those deaths properly the responsibility of the coroner.' Law enforcement would be responsible for criminal investigations, the bill says. Some Idaho coroners 'rely on law enforcement to conduct death investigations on their behalf,' the watchdog report found, which is 'contrary to established best practices that say there should be separate, though cooperative, death investigations conducted by law enforcement and coroners.' Wintrow told the Idaho Senate her bill is addressing coroners' duties, responsibilities and training, but doesn't necessarily address the watchdog report's oversight recommendation. CONTACT US She said she was confident the bill was a good first step, but coroners will continue working to improve Idaho's coroner system. The Idaho Legislature's oversight committee requested a follow-up needs assessment, said Wintrow, a co-chair of the committee. Wintrow added that lawmakers are looking into a bill to address confidentiality in death investigations — protections that one parent pleaded for in committee, the Sun previously reported. Senate Bill 1135, introduced Wednesday and cosponsored by Wintrow, would make documents, records or information Idaho coroners receive or prepare for coroner reports exempt from public disclosure. Calling coroners an important position, Sen. Ben Adams, R-Nampa, who voted against the bill, told the Senate he'd 'hate to put any county, even if it's one or two, in a position where they couldn't find a qualified coroner because they weren't a forensic pathologist.' Sen. Christy Zito, R-Mountain Home, who also voted against the bill, said she worried the bill could put extra burden on 'smaller, less-funded counties.' 'I live in one of those small counties where we don't have big, fancy facilities for our coroner,' Zito said. The Idaho Sheriffs' Association and the Idaho Association of Counties support the bill, the Sun previously reported. Idaho State Association of County Coroners President Torey Danner is also sponsoring the bill. Two other Republican state senators praised the coroner bill. Sen. Scott Grow, R-Eagle, said the bill provides uniformity and helps people in 'rural areas that may lack some expertise.' 'It has been very refreshing to see members of our state, people in our state, come to us and say, 'Here's an issue that we have, and here are some solutions. And we need your help to help solve that,'' said Sen. Dave Lent, R-Idaho Falls. To become law, Idaho bills must pass the Senate and House, and avoid the governor's veto. Idaho Senate calls for interim committee to study land use, housing supply issues

Idaho Lt. Gov. Scott Bedke, R-Oakley, (left) and state lawmakers take a break from legislative proceedings on the Idaho Senate floor on Jan. 7, 2025. (Pat Sutphin for the Idaho Capital Sun) The Idaho Senate on Monday called for the creation of a new interim committee to study land use issues and their effect on the housing supply in Idaho. Sen. Ali Rabe, D-Boise, co-sponsored Senate Joint Resolution 103, which calls for the creation of the interim committee. Rabe works as executive director of Jesse Tree, a Boise-based nonprofit organization that provides financial assistance to local families in danger of being evicted. SUBSCRIBE: GET THE MORNING HEADLINES DELIVERED TO YOUR INBOX While presenting the resolution Monday at the Idaho State Capitol in Boise, Rabe said housing availability and affordability remain two of the top issues for Idahoans. 'The intention is to pull together stakeholders through the interim (when the Idaho Legislature is not in session), discuss why more housing isn't being built in Idaho, identify barriers to more housing being built, and come up with some solutions with a group of stakeholders,' Rabe said. 'As you all know, our rapid population growth in the state has increased demand for housing, driving up costs, and many Idahoans are struggling to find housing they can afford.' The interim committee would be designed to include legislators, planners, architects, Realtors, homebuilders and other industry representatives. If the Idaho House of Representatives also adopts the resolution, the interim committee would report its findings and recommendations to the Idaho Legislature next year. Rabe said the interim committee was patterned after a successful working group from Montana that issued recommendations that reduced red tape and expanded housing opportunities. 'We have a really unique opportunity to look at some proactive solutions that will prevent our state's housing crisis from worsening and that hopefully we can preserve our economy, our quality of life and our workforce here in Idaho,' Rabe said. Without any debate, the Idaho Senate voted 23-10 to adopt the resolution Monday. Senate Joint Resolution 103 heads next to the Idaho House of Representatives for consideration.
