Karnataka Cabinet to table seven bills to make Revenue Minister chairman of various authorities
The Karnataka Cabinet on Thursday decided to introduce seven Bills for bringing about amendments to existing authorities, allowing for the appointment of the Revenue Minister as the chairman of various authorities. Till now, the Chief Minister was the chairman of seven authorities. Since the Chief Minister was burdened with the State administrative work, it was decided that amendments to make the Revenue Minister as the chairman would be brought in, said Minister for Law and Parliamentary Affairs and Tourism H.K. Patil told reporters here after the Cabinet meeting. The Bills will be introduced during the Monsoon Session of the State legislature session which would commence on August 11. The Bills that would be introduced are: the Kudalasangama Development Authority (Amendment) Bill 2025; the Kaginele Development Authority (Amendment) Bill 2025; the Basava Kalyana Development Authority (Amendment) Bill 2025; the Banavasi Development Authority (Amendment) Bill 2025; the Sarvajna Development Authority (Amendment) Bill 2025; the Kittur Development Authority (Amendment) Bill 2025, and the Nadaprabhu Kempegowda Heritage Area Development Authority (Amendment) Bill 2025. Lake Bill The Cabinet decided to introduce the Karnataka Lake Conservation and Development Authority (Amendment) Bill, 2025, for allowing changes to the 2014 Act, to fix a buffer zone depending on the size of the lake and provide basic facilities to citizens. The Act was brought in 2014 to protect, conserve, reclaim, restore, regenerate, and integrate the development of lakes in Karnataka. It aimed to address the existing deficiencies in lake management by creating a dedicated authority. Centre of excellence The Cabinet has decided to establish a centre of excellence in the space tech sector with an initial investment of ₹10 crore in five years in Bengaluru. The Satellite Communication Industry Association (SIA-India) would be the implementing agency. The Cabinet approved the Local Economy Accelerator Programme (LEAP) with an investment of ₹1,000 crore in the next five years. A sum of ₹200 crore would be provided in the first year. The project comes under the IT/BT and Science and Technology Departments. The Cabinet has decided to amend the Globe Capability Centre Policy, 2024-29. 'The changes will be introduced to the policy to provide clarity related to language and clarity related to explanation,' Mr Patil said.

In addition to the Bihar SIR, opposition parties also reiterated their demand for Prime Minister Narendra Modi's presence during the debate on Operation Sindoor. Congress leader and Leader of the Opposition in Lok Sabha Rahul Gandhi criticised Modi for his silence on the ceasefire remarks made by US President Donald Trump, stating that 'the world knows' Trump announced a ceasefire between India and Pakistan. 'You can't hide from reality,' Gandhi said. Before the final adjournmenton day 3, the Upper House briefly took up the Carriage of Goods by Sea Bill, 2025, which seeks to replace the century-old Indian Carriage of Goods by Sea Act, 1925. Why Rajya Sabha may not see a new Chairman before Monsoon Session ends
With the Ministry of Home Affairs (MHA) formally notifying Jagdeep Dhankhar's resignation as Vice-President on Tuesday, the ball is now in the Election Commission's court to begin the process of electing his successor. While the law does not prescribe a deadline for holding vice-presidential elections – unlike presidential polls, which must be held within six months of a vacancy – it is unlikely that a new Vice-President will be in place before the Monsoon Session ends. This is because, under the Presidential and Vice-Presidential Elections Act, the Election Commission is bound by a 30 to 32-day statutory timeline once it notifies the election schedule. The law allows 14 days for filing nominations by candidates, followed by one day for scrutiny and a two-day window for withdrawal of candidatures. If a poll is required, it must be held no earlier than 15 days after the withdrawal deadline – making it at least 32 days from notification to result. The Commission typically takes about two to three weeks before issuing the election notification — a public notice inviting nominations and specifying the place for submission of nomination papers — to prepare for the electoral process. This preparatory period includes updating the electoral college list – comprising all Lok Sabha and Rajya Sabha members — and printing ballot papers with counterfoils, in formats and languages approved by the EC. The names of candidates must appear in the same order as in the final list of contesting candidates, as per Rule 6 of the Presidential and Vice-Presidential Elections Rules, 1974. According to sources in the Commission, no formal meeting has been held on the matter yet, as the EC is waiting for the MHA to officially forward the resignation notification. There could be one tomorrow. As a result, even if the EC were to begin preparations immediately, the election process is unlikely to conclude before the Monsoon Session ends on August 12. The Rajya Sabha, therefore, may only get to welcome its new Chairperson in the Winter Session, expected in November-December. On Monday night, in a surprise announcement, Dhankhar stepped down from the Vice-President's post, nearly two years before the end of his five-year term, citing health concerns. In less than 24 hours, his resignation was notified via a gazette notification signed by Union Home Secretary Govind Mohan. 'The following resignation of Shri Jagdeep Dhankhar, Vice-President of India, is hereby published for general information,' the notification stated. Earlier in the day, the Rajya Sabha was informed about the MHA's notification, and Tuesday's proceedings were chaired by Deputy Chairman Harivansh. A survey of 2,000 men revealed most chaps have kept the same style because they don't have the confidence to switch it up, or worry about what people might say if they do. According to the study men settle on their look by the age of 31, with short back and sides being the most popular choice (35 per cent), followed by the buzzcut (16 per cent). The 'alpaca back and sides' – inspired by the animal's fleece – emerged as another trendy option, especially amongst 25 to 34 year olds. Following the research commissioned by Alpacalypse Session IPA by SALT Brewery, a pop-up Shearer Shop offering one haircut – the alpaca back and sides – has been launched. Brewery spokesman Edd Simpson said: "We knew Alpacalypse would turn heads - we just didn't expect it to be at the barbershop. Now everyone wants the alpaca back and sides." The study discovered that amongst those yet to try the style, most regard it as a 'cool' cut and reckon it would work for them, with a quarter saying they're 'likely' to have a go. It emerged those polled were most experimental with their style aged 22. Yet, of all the things men are most likely to experiment with – such as clothes and cuisine, their hair is the area they are least open to doing something new with. A third of respondents said they 'might' be open to changing their hairstyle after consulting with a trusted hairdresser, and a fifth confessed they might contemplate a new look following a significant life event such as a break up or a job change. The study, conducted by OnePoll, revealed that 38 per cent care about others' opinions on their appearance - with 28 per cent believing they are more fashionable than their friends. Those surveyed also disclosed which animals they believe have the best hair – the male lion topped the list, followed by the Samoyed dog, highland cattle, and the alpaca.
