A man who allegedly shot at deputies in Napa County during a seven-hour standoff in the community of Angwin was arrested early Friday morning, the Sheriff's Office said. The incident began Thursday at about 8:45 p.m. on Tobin Avenue, west of White Cottage Road N. and north of Keyes Avenue. The Sheriff's Office said deputies responded to a report of a domestic disturbance at the home; before they arrived, a fight happened between residents, and someone shot a gun inside the home. Witnesses told deputies that 54-year-old Angwin resident Luis Armando Alvarado discharged the firearm inside the home. Everyone inside the home escaped safely while Alvarado remained barricaded inside, the Sheriff's Office said. Placer County Board of Supervisors approves $1.3 billion budget

A higher budget means more spending on law enforcement for one Northern California county. Placer County's board of supervisors approved a $1.3 billion budget for the upcoming year, and much of that is going towards public safety. While many cities and counties are dealing with budget deficits, Placer County is flush with cash. The $1.37 billion annual budget is a 12% increase from last year. "As our community grows, we have additional needs... we have had the additional growth in our community, strong businesses, new housing developments. Those are providing additional revenues so we can continue to provide services," Placer County Supervisor Bonnie Gore said. Gore said that the property tax on new homes and businesses is driving the economic boom for the county. Half of the funds in the newly approved budget will be allocated toward affordable housing, economic development, and infrastructure, including roads and bridges. The other half will support things like public safety, health, and human services. "It's a variety of things, increasing the cost for salaries, but we've also increased funds for our capital projects," Gore said. For example, one of those capital projects is phase one of the Placer Parkway project, a major road connecting highway between State Route 65 and I-80. The sheriff's office said it hopes some of the money can be used to hire more deputies, and told CBS13 that they are looking to fund 11 positions for the minimum-security facility. The county also plans to put away 16% of funds to better weather any potential economic challenges of the future.

Miami-Dade deputy accused of kidnapping, domestic violence in Broward County

A Miami-Dade Sheriff's Office deputy was arrested in Broward County on Thursday, accused of attacking a woman he lives with while their 2-year-old child was in the house, court records say. Terrence Chester, a 28-year-old deputy who was hired in 2019, was arrested by Broward Sheriff's Office deputies in Pompano Beach and booked into the Main Jail on Thursday. He is facing charges of kidnapping, battery and improper exhibit of a firearm. Someone called 911 about 11 p.m. Wednesday and said a woman 'was getting hit by a male with a gun,' who then dragged the woman inside of an apartment, according to a probable cause affidavit. When Broward deputies arrived, multiple 'concerned citizens' pointed out Chester, who had a loaded pistol holstered in his waistband. The victim, who the South Florida Sun Sentinel is not naming because she is an alleged victim of domestic violence, told deputies that she and Chester had been arguing about money, and the argument escalated outside in the apartment's parking lot, according to the affidavit. The woman told deputies Chester suddenly hit her in the head and grabbed her by her hair before he started dragging her back toward the apartment, the affidavit said. When she went back inside, the woman took their 2-year-old son and came back outside to wait until deputies arrived. A neighbor's surveillance cameras recorded Chester punching the woman numerous times in her head and face, according to the affidavit. Another video showed Chester, standing behind the woman, trying to pick her up from the ground. As Chester tried to move the woman, he quickly took out a gun from his waistband, the affidavit said, and pointed it down toward the ground next to his leg. Miami-Dade Sheriff Rosie Cordero-Stutz said in a prepared statement Thursday that the deputy has been relieved of duty. 'The safety and well-being of victims will always take priority, and any member of this agency who violates the trust of this community or their oath of service will be held fully accountable,' the statement said.
