Centre notifies Single Window System for appointing State DGPs
The Union Government has notified a Single Window System for appointing State Director-General of Police/Head of Police Force. The new policy effective April 22, 2025, comes against the backdrop of several States not following the Supreme Court orders in the Prakash Singh case and the Ministry of Home Affairs guidelines as regards appointment of DGP/HoPF. The Single Window System comprises a detailed check-list and standard easy-to-use formats for the States to send proposals enabling a smooth and expeditious process of empanelment by the Union Public Service Commission (UPSC), police sources said. Pointing to major discrepancies in the proposals sent for DGP appointments in the past, the Centre fixed responsibility on the State by asking an officer not below the rank of a Secretary to Government to certify minimum tenure of DGP-rank officers sent for empanelment to the UPSC. The apex court guidelines and consequent MHA circulars made it clear that an officer considered for appointment as DGP/HoPF should have a minimum residual services of six months from the date of occurrence of vacancy. Also, the States should send proposals to the UPSC at least three months before the vacancy arose or the date of superannuation of the DGP/HoPF. TN yet to send proposal In Tamil Nadu, though the vacancy for DGP/HoPF arises on August 30, 2025, when the incumbent police chief Shankar Jiwal is set to retire, the State is yet to send the proposal. Though two officers were not eligible for the top post as per the Supreme Court and MHA guidelines as they would not have a minimum of six months service, the Home Department was still getting their consent in the willingness form, the sources said. 'The Single Window System was notified in the last week of April with detailed check list and annexures making it easy for States to follow. Even if the two officers who are not eligible is cleared by the DGP's office, the Home Department would remove their names from the list as a Secretary-rank officer would have to certify the eligibility criteria. Finally, 8 DGPs in the Level-16 pay matrix would qualify for empanelment and the UPSC would send back three names – Seema Agrawal, Rajiv Kumar and Sandeep Rai Rathore – in the order of seniority,' a senior police officer told The Hindu on Tuesday. Communicating the Single Window System, the MHA in a circular to States said proposals having major discrepancies would be returned immediately. 'It is requested that suitable instructions may kindly be issued to the concerned department in the State Government responsible for sending proposals for empanelment of officers for appointment to the post of DGP/HoPF of the State to ensure submission of all proposals in future as per the guidelines prescribed for the Single Window System'. It is pertinent to note the Supreme Court is hearing a batch of petitions which alleged that the norms prescribed by the apex court in 2006 in the matter of appointing State DGPs were being flouted or not being followed in letter and spirit. A senior advocate moved the top court saying the due process was not followed in the appointment of Jharkhand DGP Anurag Gupta.

Qatar: MoCI launches five new e-services, e-transactions rise by 5.38% in Q2
DOHA: Ministry of Commerce and Industry's (MoCI) Single Window platform launched five new electronic services in the second quarter (Q2) of this year and saw an increase of 5.38% in the electronic transactions on a quarterly basis. Minister of Commerce and Industry, H E Sheikh Faisal bin Thani bin Faisal Al Thani, stated in a post on his official X account, 'I am delighted to share the results of the Ministry's periodic monitoring system, our mechanism for measuring performance and evaluating impact. In the second quarter of 2025, the time taken to complete registrations and licenses decreased to two days (98% electronically), and 88% of customers expressed satisfaction with the Single Window services – as part of our commitment to improving the investment environment in the country.' 'The Single Window platform launched five new e-services during the second quarter of 2025, as part of our ongoing efforts to streamline procedures and enhance digital transformation. The percentage of e-transactions increased by 5.38% compared to the first quarter. We will continue developing the platform to make it faster, easier and provide more efficient services for investors,' the Minister added. The Ministry of Commerce and Industry Strategy 2024-2030 aims to accelerate the national economy and enhance the business environment in Qatar, achieving 100 percent digitalisation of all services and increasing the number of patents with an annual growth rate of 20 percent until 2030. The single window is performing a vital role in supporting investors in establishing and maintaining their business throughout different phases, starting from planning to digitally acquiring the needed governmental approval and registration using a single smart platform. The platform features an interactive interface that offers users a modern and friendly interface, allowing them to navigate various services at the push of a button. It also delivers a more streamlined customer experience that minimises time and effort to complete transactions. A wide range of services can be navigated through a central, single dashboard, giving investors access to an array of integrated services in one place, making it easy for users to track all their transactions. Minister of Commerce and Industry further stated that in the area of consumer protection, 'Our staff carried out 58,180 inspection campaigns to ensure market compliance and price control. Speeding Up Customs Clearance Of Fresh Foods Exports Into China
The New Zealand Customs Service and the General Administration of China Customs (China Customs) have agreed a new pilot to trial speedier border clearance for airfreighted fresh foods. The pilot was announced on 20 June 2025 by Prime Minister Christopher Luxon during his recent trade visit to China. Comptroller and Chief Executive of the New Zealand Customs Service Christine Stevenson was in Beijing to support Prime Minister Luxon's delegation. The pilot will see both customs agencies expedite the clearance of fresh food produce before its arrival into Auckland International Airport and Shanghai Pudong International Airport. Ms Stevenson said this pilot would reduce the need for documentation checks, resulting in faster access to the Chinese market for a range of items including fresh seafood, meat, dairy and fruit. 'We know that it is important for New Zealand businesses to be able to get the fresh food they are sending cleared on the same day it arrives into China, so that their high-quality products can be at restaurants or on the shelves of supermarkets that same evening. 'This trial will give our exporters increased certainty that their high-value produce will be processed with minimal delay when they arrive into Shanghai, ensuring the produce is in optimal condition for Chinese consumers. 'Low-risk goods from China entering New Zealand through Auckland will similarly receive reciprocal treatment at our border,' said Ms Stevenson. Over the last 12 months (1 May 2024 to 30 April 2025) New Zealand exporters airfreighted over NZ$221 million dollars' worth of fresh food to Shanghai. During the trade visit, Prime Minister Luxon also announced a Customs Arrangement to identify areas for improving trade efficiency on Single Window, the New Zealand automated system that is used by traders and supply chain partners to submit craft and cargo information to border agencies. System downtime affects import, export services in Brunei
BANDAR SERI BEGAWAN: The Brunei Darussalam National Single Window (BDNSW) has been experiencing system downtime since Monday, June 9, impacting digital processes related to the import and export of goods. According to a joint announcement from the BDNSW portal and the Ministry of Finance and Economy (MoFE) released on June 5, the downtime is due to ongoing system maintenance and security upgrades. These enhancements are part of efforts to strengthen cybersecurity and ensure compliance with standards set by the E-Government National Centre (EGNC). The Royal Customs and Excise Department (RCED), in collaboration with EGNC, is working to complete the maintenance as swiftly as possible. In the interim, a Business Continuity Plan (BCP) has been activated to maintain operations through manual procedures at all relevant checkpoints. Traders and stakeholders are advised to download the necessary manual forms via the BDNSW portal at and submit completed forms along with supporting documents, agency-issued permits (if required), and payments (if applicable) to checkpoint officers. Low-Interest Long-Term Agricultural Loans Now Available Through Aija Single Window: Relief for Marginal Farmers
Gadwal: Farmers in the region now have an opportunity to access long-term agricultural loans, including for tractors, harvesters, and other equipment, through the local Primary Agricultural Cooperative Society (PACS) under the District Cooperative Central Bank (DCCB). This was announced by Single Window President Mr. Pothula Madhusudhan Reddy during a press meet held at the Single Window office on Sunday. Addressing the media, he highlighted that farmers often face difficulties securing loans from commercial banks. As a result, they are forced to turn to private moneylenders, who charge exorbitant interest rates. In several cases, farmers have even mortgaged or transferred ownership of their lands to moneylenders when they fail to repay loans, especially during years when crops fail or yields are low. To address this pressing issue, Mr. Reddy revealed a supportive initiative where small and marginal farmers can mortgage up to three acres of their land to the Single Window and avail a maximum of Rs. 10 lakh loan at just one rupee interest. The loan is structured to be repaid in 14 installments over seven years, with each installment amounting to Rs. 1,10,000 every six months. At the end of the term, the total repayment (principal and interest) will amount to Rs. 15.4 lakhs. For a farmer to be eligible, they must first obtain a CIBIL credit report from DCCB Bank with a minimum score of 650. Additionally, farmers should not have any existing crop or long-term loans from other banks. If they do, those loans must be cleared before applying for this scheme through DCCB. The required documents include: Pattadar Passbook (Title Deed) If the land was purchased from others, a registered document and revenue proceedings In case of inherited lands, legal heir records and updated proceedings from revenue authorities Old title documents and passbooks, and Revenue records such as Khata, Pahani, old ROR (Record of Rights), and Pahani records from 2008–09. These documents will be thoroughly verified, and if all are in order, the application will be sent to DCCB Bank for approval. Mr. Reddy assured that loans would be sanctioned and credited to the farmer's account within a month. He also elaborated that loans for agricultural equipment like tractors and harvesters can be availed under the Agriculture Infrastructure Scheme at a 9% interest rate. However, farmers who make their repayments on time are eligible for a 3% interest subsidy from the Central Government, effectively reducing their interest burden to just 6%—equivalent to 50 paise per month per Rs. 100. This initiative, under the guidance of Mahabubnagar District DCCB Bank Chairman Mr. Mamilapalli Vishnuvardhan Reddy, is expected to significantly benefit the farming community by curbing their dependency on private moneylenders and offering a structured, government-supported loan system. Mr. Madhusudhan Reddy urged farmers to make the most of this opportunity and approach the Single Window office for further details and assistance in the application process.
