HYDERABAD: Chief Minister A Revanth Reddy and Deputy Chief Minister Mallu Bhatti Vikramarka will visit Delhi on July 24 to present a detailed report on Socio-Economic, Education, Employment, Political and Caste (SEEEPC) survey and BC reservations to the Congress leadership. Addressing the media at Telangana Bhavan in Delhi on Monday, MP Mallu Ravi said an expert committee report on SEEEPC will be submitted to Leader of Opposition in Lok Sabha, Rahul Gandhi, and AICC chief and Rajya Sabha LoP Mallikarjun Kharge. The parliamentarian from Nagarkurnool said that the chief minister will give a PowerPoint presentation on caste survey and BC reservations to all Congress MPs at Indira Bhavan later in the day. The move is aimed at giving a push for a parliamentary discussion demanding 42 per cent reservations for the Backward Classes. Speaking to reporters along with his party colleagues Ramasahayam Raghuram Reddy, Chamala Kiran Kumar Reddy and Gaddam Vamsi, he expressed disappointment over the repeated adjournments of Lok Sabha whenever discussions are sought on Operation Sindoor. 'It is an attempt to suppress the truth. Why is Prime Minister Narendra Modi silent on the issue?' he wondered.

HYDERABAD: The Independent Expert Working Group (IEWG), led by former Supreme Court judge B Sudarshan Reddy, submitted its 300-page report to the state govt on Saturday. The group termed the methodology of the Congress govt-conducted Socio-Economic, Education, Employment, Political and Caste (SEEEPC) survey as scientific, authentic, and reliable, stating that it will become a role model for the nation. Chief minister A Revanth Reddy, along with deputy CM Bhatti Vikramarka, some ministers received the report at a programme at MCRHRD Institute. The CM said the report would be placed in the next cabinet meeting, likely to be held on July 25, for discussion. The 300-page report assumes significance as the govt is set to earmark 42% reservations to the Backward Classes (BCs) in local bodies and is awaiting approval of the ordinance it sent to the governor. The high court had directed the state govt to complete the election to panchayats by Sept 30, including fixing reservations in a month. CM Revanth said, "This is not just data but Telangana's mega health check-up X-ray. As promised by Rahul Gandhi, we successfully conducted a caste survey in the state. This report will be useful for the uplift of the weaker sections in the state and for implementing social justice." "We request the committee to identify the needs of the people and give appropriate suggestions," he added. Sources told TOI that the report submitted by the expert group calculated a composite backwardness index (CBI) for each of the 242 castes in the SEEEPC survey. The report presents a first-of-its-kind analytical model to measure socio-economic backwardness and assigns a CBI score and rank for all 242 castes. The expert group was tasked to study, verify, analyse, and interpret the SEEEPC survey data of various castes. It was appointed on March 12, 2025. Kancha Ilaiah (vice chairman), Praveen Chakravarthy (convenor), Prof Shantha Sinha, Sukhadeo Thorat, Himanshu, Nikhil Dey, Prof Bhangya Bhukya, and Prof K Purushottam Reddy, among others, comprise the expert working group that studied, verified, analysed, and interpreted the SEEEPC survey. 'Make report public' Meanwhile, Telangana BC Commission chairman G Niranjan on Saturday said the independent expert group has submitted its report on the caste survey to the state govt, adding that it will serve as a valuable tool for advancing social justice. He recommended that the report be made public to ensure transparency.

The TPCC chief highlighted that Telangana's survey, termed SEEEPC (Socio-Economic, Education, Employment, Political, and Caste survey), covered a massive population of over 3.54 crore people. 'With this depth and breadth of data collection, what else is left to find out? Amit Shah clearly doesn't understand the scope of what Telangana has achieved,' he said. Mahesh Kumar Goud also rebutted Shah's claim that the BJP government initiated the caste census on its own volition. He said it was Rahul Gandhi's consistent demand during the Bharat Jodo Yatra that forced the Centre to respond. 'Where were JP Nadda and Rajnath Singh when Rahul Gandhi was vocally advocating for a caste census? Why didn't they support it then?' he questioned. He further asserted that unlike the BJP, which is only beginning the exercise, the Congress government in Telangana has already started delivering on the data collected. 'The State has announced 42% reservations for Backward Classes in the local body elections,' he said. Goud demanded that Amit Shah and the Union government immediately clear the legislative bills passed by the Telangana Assembly to enhance the quota to 42% for BCs. 'If the Centre is sincere about social justice, let it support what Telangana has already initiated on the ground by adding the legislation's in the ninth schedule of the constitutions,' he said.

File photo HYDERABAD: The first ever Composite Backwardness Index (CBI) report is set to be completed in the coming days, with the indepent expert group appointed by the state govt finalising the analysis of the data sourced from the Socio-Economic, Educational, Employment, Political, and Caste Survey (SEEPC). During a press conference on Wednesday, committee convener Praveen Chakravarty announced that the final meeting to review the report, which spans 300 pages, has concluded. The team is now preparing to submit their findings to chief minister A Revanth Reddy. Chakravarty elaborated on the innovative scoring system that assigns backwardness scores to 242 caste groups, a task informed by a massive survey that engaged 3.55 crore individuals across 74 diverse fields of information. 'The fundamental concept behind this initiative is a ranking method that quantifies backwardness. To calculate the Composite Backwardness Index scores, the researchers utilised an extensive array of 42 parameters, which encompass crucial aspects such as education levels, gender equality, occupational status, living conditions, income brackets, asset ownership, land rights, experiences of discrimination, and access to financial and capital resources' he said. B.K. Hariprasad urges Chief Minister to make findings of 2015 caste census public

B.K. Hariprasad, senior Congress leader and MLC, on Monday urged Chief Minister Siddaramaiah to make public the findings of the 2015 caste census and expedite the process for the fresh enumeration of castes in Karnataka. Speaking to reporters at Karnataka Bhavan in New Delhi, he said the State government cannot dump the report of the 2015 Socio-Economic, Educational Survey (caste census). It was the responsibility of the government to make public the findings of the report, he said. The report was tabled in the State Cabinet, but the findings have not been officially made public. Following the Congress high command directive, the Karnataka government has decided to conduct the fresh caste survey. Noting that backward classes departments in States are eligible to conduct a caste census, Mr. Hariprasad said the Office of the Registrar General and Census Commissioner of India is responsible for conducting the Census and managing the registration of births and deaths in the country. It was not responsible for doing the caste census to examine the socio-economic backwardness of various castes, he said. The Central government on Monday issued a notification for conducting India's 16th census with caste enumeration in 2027, 16 years after the last such exercise in 2011.
