Speed up construction of houses for poor

Dharmavaram: It is the government's responsibility to provide both house sites and homes to all eligible poor and weavers in the region, said Paritala Sriram, Telugu Desam Party (TDP) in-charge of the Dharmavaram Assembly constituency, said on Wednesday. Sriram held a review meeting with officials from the Revenue, Municipal, and Housing Departments to discuss issues raised during the recent Padayatra conducted by Minister Satya Kumar and the ongoing Good Governance programmes held over the past 15 days. The meeting was attended by DE Shankar Lal, AE Chiranjeevi, Municipal RI Shiva Kumar, TPO Alivelamma, Vijaya Bhaskar, TIDCO representative Thirumani, Rajesh, in-charge tahsildar Suresh, VRO Ravi and mandal surveyors, among others. Sriram stated that a large number of public complaints and representations received during the outreach programmes were related to pending house site pattas and non-allotment of houses. He said it was essential to resolve all these issues swiftly and ensure that no deserving beneficiary was left out. He also pointed out several mistakes committed during the previous YSRCP government, such as: cancellation of pattas issued by the former TDP government, failure to show land for new allotments and misuse of land allotted for the poor for real estate purposes. He urged officials to take corrective actions and address every complaint that has come to their notice. He called for speedy completion of houses that are structurally ready up to the base level, and insisted on conducting another field-level verification to finalise an accurate list of eligible beneficiaries.

Banakacherla violates law, Icchampally beneficial for both States: Expert

HYDERABAD: Former adviser to Ministry of Jal Shakti and former chairman of the Task Force on Interlinking of Rivers Sriram Vedire has said that the Polavaram-Banakacherla project, proposed by the Andhra Pradesh government, was against the law of the land. He suggested that the Icchampally project, as proposed under interlinking of rivers, would be beneficial for both the states. At a 'Meet the Press' programme organised by Kappara Prasad Rao of Telangana Journalists Union on 'Godavari Waters: Facts and Figures — A Way Forward for Telugu States' here on Tuesday, Sriram said that the AP government proposed the Polavaram-Banakacherla project to utilise floodwaters. He, however, said that there was no concept of utilising floodwaters in the country till date. 'AP is saying that it will utilise floodwaters for Banakacherla. Floodwater is a mirage. It is not a fact. It is illusionary. The Central Water Commission (CWC) did not study floodwaters. There is no official word or sanctity given by the CWC to the concept of floodwaters in the country. The states have no right to plan projects on floodwaters,' he said. He recalled that nearly 50 per cent of the catchment area of Godavari was in Maharashtra. There would be no end if all the seven co-basin states started constructing projects based on floodwaters, he said. As per the available water, according to the 75 per cent dependability, AP had no right to construct the Banakacherla project, he said and recalled that the CWC sought the views of all the seven stakeholder states, besides the opinions of Polavaram Project Authority and Godavari River Management Board. Sriram said that there are no surplus waters at 75% dependability as clearly reported by the CWC and therefore no project is possible on surplus waters. The utilisation of average waters is not possible as per the law of the land. It is difficult to apportion the average waters amongst the co-basin states as projects with combination of 75% dependability and average flows will not blend together, he said. Based on these facts, the National Water Development Agency (NWDA) proposed the Godavari-Cauvery (G-C) link project at Icchampally by proposing to utilise the unutilised assured waters (at 75% dependability) of Chhattisgarh state. Going with this link plan is the best possible way for the states of Telangana and AP, Sriram said. This link project utilises the unutilised waters of Chhattisgarh and it would not touch the assured allocated waters of both the Telugu states. The responsibility to convince Chhattisgarh lies with the Central government. He said around 90% funding to this project is likely to come from the Centre and the remaining 10% from the beneficiary states. 'Through this link project, both Telangana and AP can utilise around 100 tmcft each,' Sriram added.

Irrigation expert averse to Banakacherla link project

Hyderabad: Amidst the escalating political dispute between Telangana and Andhra Pradesh, Vedire Sriram, a prominent irrigation expert and Chairman of the Task Force on Interlinking of Rivers, Government of India, has expressed opposition to the proposed Godavari-Banakacherla Link project. He asserted that the project contravenes the Godavari Water Disputes Tribunal (GWDT) award. Sriram, who also served as a former Advisor to the Jal Shakti ministry, highlighted that the project's construction, utilising floodwaters, is not permitted under the tribunal award. He further noted that the project lacks the mandatory 70 per cent water dependability required for approval by the Central Water Commission (CWC) and the Union Ministry. He explained that the Pre-Feasibility Report suggests floodwaters from Polavaram Dam would be diverted to the River Krishna (Prakasam Barrage) through a new parallel canal alongside the Polavaram Right Main Canal, with a capacity of 510 cumecs. In this regard, the government should clarify how 'flood water' is being defined and how its computation is being done. The Andhra Pradesh government should also clarify whether it conforms to the GWDT award. 'The CWC received a pre-feasibility report, and the legality of water utilisation is important,' Sriram stated. 'The Commission has asked Andhra Pradesh about the dependability of water for the proposed 200 TMC project. A list of 7 states' projects, assured water, and unapproved projects was also sought from Andhra Pradesh.' Sriram cautioned that 'operational problems will arise once Banakacherla is completed without water allocations for the project.' The irrigation expert also mentioned that Telangana is already opposing the Banakacherla project, and the ministry has already sought opinions from co-basin states, primarily Maharashtra, Chhattisgarh, Karnataka, and Odisha. He predicted that once these states voice their concerns, the demand for opposing the project would be strengthened.
