Theft charges filed on Indiana State Trooper

ST. JOSEPH COUNTY — An Indiana State trooper faces charges of theft, obstruction of justice and fraud following a lengthy investigation. Investigators with the Indiana State Police began an investigation in mid-October 2024 into allegations of theft against Andrew G. Kocsis, 39, when contacted by an alleged victim of theft. Kocsis has been an Indiana State trooper since 2008 and most recently has been assigned to the agency's General Headquarters in Indianapolis, a statement from Indiana State Police reads. Special Prosecutor James D. Luttrull, of Marion, was assigned to this case and on June 16, charges were filed in St. Joseph County Superior Court. Probable cause was found for charges of theft, Level 6 felony, obstruction of justice, Level 6 felony, and fraud, Class A misdemeanor. Kocsis has been given an initial court date of July 8. Kocsis will be placed on administrative leave without pay until the conclusion of the criminal proceedings and an internal investigation, ISP stated.

Police warn residents against a scam that falsely told people to pay money to avoid legal issues for missing jury duty or having an outstanding warrant. The St. Joseph County Police Department was told by at least five people that a caller, impersonating Officer Steven Metcalfe, instructed people to deliver $8,000 to the department's Civil Division to avoid legal trouble, police said June 13. Similarly, last summer, police warned residents of a fake court order that asked people to pay money to avoid arrest from missing jury duty or from an outstanding warrant. St. Joseph County Police will never ask residents for money to resolve legal issues, they said. All matters are handled by the court, police said. "Legitimate notifications regarding jury duty or legal matters will always come by official mail, not by phone," the department said. If a person receives a call similar to this, they should hang up, county police said. South Bend mom accused of hurting her child at zoo; charged with domestic battery felonies

A South Bend woman was charged with the domestic battery of her child after police say witnesses informed them about the child getting injured at the Potawatomi Zoo. Angel Shidaker, 41, was charged by the St. Joseph County Prosecutor's office on May 16 with a level five felony of domestic battery involving the bodily injury of a person under 14 years old with the defendant over 18 years old, a level six felony of domestic battery with bodily injury of a person under 14 years old and a Class A misdemeanor of domestic battery. The South Bend Police Department responded to the Potawatomi Zoo around 1:10 p.m., May 15 on the report of a woman assaulting her child, finding Shidaker and her 4-year-old child in a bathroom, the department said in a May 16 press release. Shidaker told police her child — who she described as a runner — ran away and fell down when she said it was time to leave the zoo, police said. Police said Shidaker informed responding officers that she "slapped her child on the bottom." Witnesses reportedly told officers they saw Shidaker pick up and slam her child on the ground and scream at her child before hitting the kid on the ground behind bushes, the department said. An officer observed dirt on the child's arms and legs, small red spots on the back of their head and possible swelling and bruise near the kid's temple, police said. As of Friday, Shidaker was being held at the St. Joseph County Jail, according to an online jail log. An initial hearing and bail amount had not yet been set, public court records on MyCase IN said.
