Kuwait's MEW secures SAB approval for $553mln GCCIA power import

KUWAIT CITY - The total amount for which the Ministry of Electricity, Water and Renewable Energy obtained conditional approval from the State Audit Bureau (SAB) to contract for the import of electricity from the Gulf Cooperation Council Interconnection Authority (GCCIA) reached KD169.126 million over nine months -- from April to December. According to reliable sources, the ministry got approval for the import in April, amounting to KD2.641 million, two approvals in May the first for KD1.756 million and the second for KD3.348 million, in addition to an approval from June until December for KD161.381 million. Sources indicated that the energy import is through the coordinated efforts of the ministry and GCCIA to support the grid, maintain the stability of the electrical system during summer, and avoid resorting to scheduled power outages as much as possible, given the increased loads resulting from high temperatures and increased consumption rates in summer. Sources disclosed that the ministry utilized the GCCIA as one of the solutions to address the energy crisis until production rates increase and new projects are implemented shortly. Sources said these projects include the installation of gas turbine units operating on a combined cycle system to increase power production at Al-Subiya power station by 900 megawatts, indicating the ministry is racing against time to complete the fourth phase that includes the tender, award, contracting, and implementation procedures. New desalination phase to boost Kuwait's water reserves by 60mln gallons daily

KUWAIT CITY - The bid opening date for Doha West Seawater Reverse Osmosis Desalination Plant, along with equipment to increase the alkalinity of the produced water (Phase II) , will be on July 22, sources from the Ministry of Electricity, Water and Renewable Energy say. Sources pointed out that if the project bids are opened and the deadline is not postponed, the Central Agency for Public Tenders (CAPT) will refer the bids to the ministry for review and preparation of technical recommendations within one month of the award date. Based on the recommendation, a decision will be made on the company with the best bid and the required conditions and specifications, sources explained. Sources added that the award decision of CAPT will be pave the way for sending the tender documents to the State Audit Bureau (SAB) for study, review and audit. Sources confirmed that the bureau will then approve the contract to start the implementation of the project, which the ministry is counting on to increase the strategic reserve of fresh water to meet the growing demand for water. Sources expect the station to increase the strategic water reserve by 60 million imperial gallons per day of potable water without the need to mix it with groundwater -- an advantage of reverse osmosis technology. Sources also confirmed the commitment of the ministry to implement all of its development projects, particularly those related to electricity and water production, to meet the increasing demand for electricity and water annually. Kuwait airport's baggage system contract extended for six months

KUWAIT CITY - The State Audit Bureau (SAB) has approved the request of the Directorate General of Civil Aviation (DGCA) to extend the contract for the maintenance of the baggage inspection system at Kuwait International Airport, which covers Weight Zone Two and Three and the Arrivals Hall. Sources informed the newspaper that the extension is six months -- from Oct 29, 2024 to April 28, 2025 -- at a total cost of KD 269,000. Sources revealed that DGCA officially requested the contract extension due to the need to ensure the continued operation of vital inspection systems without impacting travel operations, especially in light of the increasing air traffic. Sources confirmed that SAB approved the extension after reviewing the request, but stressed the need to expedite the completion of the new tender procedures for the maintenance of the weight systems (Zones 1-4) to make sure there will no longer be a need for further extension in the future. Sources added the bureau also underscored the importance of following procedures for submitting and awarding the new tender in accordance with the tender regulations. Sources stressed that the extension decision is part of the concerned authorities' commitment to guarantee the continuous efficiency of services provided at the airport, while emphasizing the need to adhere to financial and administrative controls in the implementation of government contracts
