Eviction drive carried out in Shillong in compliance with Meghalaya HC orders
Agency: PTI Last Updated: Shillong, Jul 22 (PTI) Shillong Municipal Board authorities on Tuesday carried out an eviction drive in the Khyndailad area here in compliance with the Meghalaya High Court's orders. During the drive, the authorities confiscated goods and dismantled stalls of street vendors who were operating without valid certificates of vending (COV). Acting on a state government directive that set a deadline (July 22) for all unauthorised vendors to vacate the area, the Shillong Municipal Board (SMB) officials had been verifying vending permits for the past few days. 'Only those vendors who were able to produce valid COVs were allowed to continue operating. The rest had their stalls removed and materials seized," an SMB official at the site told PTI. The action follows directions from the Meghalaya High Court, which had pulled up the state government and municipal authorities for failing to regulate street vending, especially in congested commercial zones such as the Khyndailad area, the city centre. As part of its continuing oversight, the high court also appointed a special officer to monitor compliance and implementation of vending regulations. The officer has been tasked with overseeing the identification and development of designated vending zones, ensuring transparency in the issuance of certificates of vending, and submitting periodic reports on the progress of implementation to the Court. In line with the court's order and the provisions of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, the state government has identified three designated vending zones in the city. These are located at the MUDA Complex, the parking lot opposite the SBI Main Branch at Khyndailad, and at the old Meghalaya Transport Corporation (MTC) building. The vending zone at MUDA Complex will cater to a large section of central Shillong vendors, while the space opposite SBI is being redesigned to accommodate walk-in customers and maintain smooth traffic flow. The old MTC building is being repurposed to create structured vending spaces with basic amenities for relocated vendors. Officials said work is underway to operationalise these zones, with plans for phased relocation of authorised vendors in the coming weeks. Church Street vendors demand an end to harassment
The street vendors of Church Street on Monday held a silent protest on the street against the alleged harassment they are facing from Bruhat Bengaluru Mahanagara Palike (BBMP) and Bengaluru City Police. The protesters later submitted a memorandum to the BBMP Joint Commissioner, East Zone with their demands. 'The rich are allowed to park their car for free on Church Street, but poor street vendors are being levied with a penalty of ₹500. This is a violation of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014,' the protesters said. They added, 'BBMP has only given us ID cards and they also gave loans to street vendors. Now why is the same BBMP harassing street vendors? Is there no space for poor street vendors in Brand Bengaluru?' The memorandum submitted by the Karnataka Pragathipara Beedi Vyaparigala Sangha said that from 15 to 20 years, 53 authorised street vendors, many of whom are women from poor families, have been selling items like clothes, fruits, plastic items, earrings etc. It also alleged that residents' associations from the locality have pressured the police to harass the vendors. The vendors also demanded that a formal order should be issued to prevent harassment of all registered Church Street vendors and all the unregistered vendors should also be included in BBMP's next survey and provided with vending certificates. They also said that Town Vending Committee (TVC) meetings should be held before making decisions affecting them. The protesters were taken into preventive custody by the police as they were walking to the BBMP and were released after three hours.

After Dy CM DK Shivakumar's no free-vending plan, hawkers to protest in Bengaluru today
BENGALURU: Thousands of street vendors from across Bengaluru will stage a major protest at Freedom Park on Tuesday, opposing what they describe as increasing threats to their livelihoods, rising harassment by civic officials, and years of government neglect. Organised by the Karnataka Pragathipara Beedi Vyaparigala Sangha, the protest will include vendors from major market areas such as KR Market, Shivajinagar, Jayanagar, Vijayanagar, Yeshwanthpur, and Gandhi Bazaar. The protest comes in response to recent statements by Deputy Chief Minister DK Shivakumar, who said that street vending in the city would soon be allowed only in designated vending zones or through mobile vending, and that vendors would be required to carry identity cards. Vendors argue that this proposal violates the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, which protects their right to trade without such restrictions. Since the announcement, vendors say civic officials have intensified crackdowns, including frequent seizure of goods and eviction drives.

Kochi corporation starts distributing kiosks to rehabilitate street vendors
Kochi: As part of a move to rehabilitate street vendors in the city, the Kochi corporation started distributing kiosks, designed and procured by Cochin Smart Mission Limited, to them. On Tuesday, 56 vendors in Fort Kochi received kiosks. "The corporation is conducting the activities according to the 2014 Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act. The act specifies the identification, registration of vendors and establishment of vending zones. The elected town vending committee plays a crucial role in implementing the law. As per the law's recommendation, a survey was conducted with the help of various agencies, identifying 2,351 street vendors within the corporation limits. A total of 69 vending zones have been approved to rehabilitate them," mayor M Anilkumar said. By law, it was mandatory for municipalities to have a specific vending bylaw. Councillors P S Viju, Priya Prashanth, Antony Kureethra and Minimol V K were tasked with preparing the bylaw. The draft bylaw was then submitted to the govt with the approval of the town vending committee and the corporation council and received govt approval on Oct 9, 2023. The vending plan was approved by the govt on June 27, 2024. "It is a matter of pride that Kochi is the first in Kerala's urban local bodies to have an approved street vending bylaw, vending plan and recognised vending zones. The bylaw prepared by the corporation now serves as a guide for other municipalities," Anilkumar said. The distribution of kiosks was inaugurated by the mayor at a ceremony presided over by deputy mayor K A Ansiya.

Greater Chennai Corporation to form town vending committees for each zone, hold elections
The Greater Chennai Corporation (GCC) will hold elections to elect members of 15 Town Vending Committees (TVCs) — one for each zone — representing 35,588 registered vendors. A resolution regarding this was passed by the GCC Council, chaired by Mayor R. Priya with Commissioner J. Kumaragurubaran, on Wednesday (May 28, 2025) at the Ripon Buildings in Chennai. Each committee will have 15 members. This comes close on the heels of the GCC designating 150 vending and 188 non-vending zones in April this year. Last year, the civic body constituted a singular vending committee for the whole of the city. The formation of zonal-level committees comes after many residents and vendors suggested that the GCC assign regional and sub-vending committees to address several issues flagged by them. The move, under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, is based on Government Order 4(D) No. 23, dated May 16, 2025, the resolution stated. According to the GCC, each TVC will include the Regional Deputy Commissioner as Chairperson, and officials from the Corporation, police, and local bodies as members. Six members will be elected from among street vendors, with one seat each reserved for individuals belonging to Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Class (OBC), and minorities, besides persons with disabilities, women, and the general category. Two representatives from traders' associations, two from NGOs or community-based organisations, and one from a residents' welfare association will be a part of the TVCs. Elections will be held on June 26 from 9 a.m. to 5 p.m. across all zones. Nominations will be accepted from June 16 to 18, with the scrutiny to be held on June 19. The last date for withdrawal of candidature is June 20. Final lists of candidates will be published on the same day. The counting of votes and declaration of results will take place on June 27, as per the schedule in the resolution passed. Returning Officers will be appointed to oversee the polling process, the GCC added.
