The Telangana High Court has issued notices to the state government and related bodies regarding a PIL challenging the proposed construction of a new Osmania General Hospital at Goshamahal Stadium. HYDERABAd: A division bench of Acting Chief Justice Sujoy Paul and Justice Renuka Yara on Friday ordered notices to the state govt and various govt bodies while hearing a public interest litigation (PIL) challenging the construction of the new Osmania General Hospital at the existing Goshamahal Stadium in the city. The petition was filed by Gundolu Ramu, a yoga trainer and social worker from Goshamahal. Ramu's counsel argued that in the layout, the stadium is declared as parkland and open spaces, and said any construction at such locations is contrary to the zonal regulations of master plan 2031 and the provisions of Telangana Urban Areas (Development) Act. The Telangana High Court Friday directed notices to be issued to the state government, district collector, city police commissioner and municipal authorities, among others, in response to a public interest litigation (PIL) challenging the construction of new Osmania General Hospital (OGH) at the Goshamahal stadium in Hyderabad. The division bench of Acting Chief Justice Sujoy Paul and Justice Renuka Yara was hearing the PIL, which claimed that the said land parcel identified for the new hospital complex is declared in the layout as parkland and open spaces. Senior Counsel L Ravichander, representing Goshamahal resident Gundolu Ramu, contended that the current law forbids construction on open parks and stadiums unless it directly supports the primary function of the space. Ravichander emphasised that the proposed new construction would lead to the felling of countless trees, disrupting the existing ecosystem and community within the vicinity. The bench asked the respondents to file their counter within two weeks for interim relief. Construction of the new OGH building was a promise made by the ruling Congress in their manifesto for the Telangana Assembly elections. The need for a new hospital in the old city arose from the fact that the current hospital has become dilapidated and insufficient to meet the needs of modern healthcare. The government plans to build a state-of-the-art facility, with a capacity of 2,000 beds, estimated at a cost of Rs 2,700 crore. The foundation stone was laid on January 31, 2025, and the government plans to open the hospital to the public in two and a half years. Telangana High Court allows Hyderabad engineering college to conduct TGEAPCET counselling for 2025-26

In an interim order, the Telangana High Court on Wednesday directed the All India Council for Technical Education (AICTE) to include Muffakham Jah College of Engineering and Technology in Hyderabad, run by the Sultan-Ul-Uloom Educational Society, in the TGEAPCET counselling for 2025-26 for all courses. A bench of Acting Chief Justice Sujoy Paul and Justice Renuka Yara also clarified that 'any such admission will remain subject to final outcome of the writ appeals and will not create any right or equity'. The division bench was hearing an interlocutory application filed by the college asking permission to conduct the counselling for TGEAPCET (the Telangana State Engineering, Agriculture, and Medical Common Entrance Test, also known as TSEAMCET), as per the June 27 notification, for all courses it offers. In a previous interim order issued on May 1, the court had stayed the 'no admission' and 'withdrawal of approval' clauses imposed on the college by the AICTE. However, there was no specific order directing the college to be included in the counselling process. The senior counsel appearing for the college pointed out that it has been operating since 1980, benefiting approximately 1,500 students annually. Since the AICTE website showed the college's status as 'no admission' and 'withdrawal of approval', the institution was unable to admit students, hampering not only its future but also the interests of students, the counsel further argued. The college also argued that the AICTE's denial of approval, primarily based on alleged deficiencies in title documents, building plans, and occupancy certificates, was unwarranted. However, the AICTE's counsel expressed concern that if counselling facilities were provisionally extended to the college and it eventually failed to succeed in the appeal, students who gained admission through the process might claim equity, potentially jeopardising their academic future. Telangana HC issues notices in Congress MLAs' plea against land ‘encroachment' in Rangareddy district

Telangana High Court Monday ordered notices to be served on several state government departments in a Public Interest Litigation (PIL) filed by four MLAs of the ruling Congress party, alleging a large-scale illegal transfer and encroachment of government land in Khajaguda of the Rangareddy district. The bench asked the petitioners to serve notices on the Revenue Department, Municipal Administration and Urban Development Department, Greater Hyderabad Municipal Corporation (GHMC), Hyderabad Metropolitan Development Authority (HMDA), Hyderabad Disaster Response and Assets Protection Agency (HYDRAA), Pollution Control Board, Telangana Real Estate Regulatory Authority (TGRERA), and others and posted the matter after two weeks. A two-judge bench of Acting Chief Justice Sujoy Paul and Justice Renuka Yara is dealing with the PIL challenging a series of actions that they claim illegally transferred over 27 acres of government land in Survey No. 27 of Khajaguda village in Rangareddy's Serilingampally mandal to private entities. This land was originally classified as 'poramboke' (non-assigned government land) in official records dating back to the 1950s. MLAs J Anirudh Reddy, Y Srinivas Reddy, Dr Murali Naik Bhukya, and Dr K K Rajesh Reddy claimed there was a failure on the part of the municipal authorities to protect a part of a lake in Khajaguda. They claim that the said government land is worth more than Rs 2,000 crore. They alleged that several revenue and municipal officials colluded with private entities to transfer the land illegally, and, in turn, transferred it to Beverly Hills Owners Welfare Society in 2023 and unlawfully permitted construction of eight luxury towers of about 47 floors on prime state land that was originally classified as 'poramboke' since the 1950s. According to the petition, the land includes the full tank level area of Khajaguda Lake, and a ready-mix plant to prepare building construction materials is also established here. The counsel for the petitioners, Chikkudu Prabhakar, argued that the officials' actions were illegal, arbitrary, and in violation of various municipal and environmental laws. The counsel prayed for the bench to appoint a sitting judge of the High Court to conduct an inquiry into the matter of transferring the government land. He also sought to direct the state government to stop the construction, immediately take over the 27.18 guntas of land, reverse these alleged illegal actions, and restore the land to state ownership. The counsel also alleged that the former district collector of Rangareddy misused the Dharani Portal to transfer government lands, including Bhoodan lands and other valuable properties in GHMC and HMDA areas, to private individuals. The counsel also cited various news articles in a prominent Telugu daily to suggest that the land indeed belonged to the state government.
