UP cabinet decision: Proposal to transfer JPNIC project to LDA okayed

The Uttar Pradesh cabinet on Thursday approved a proposal to transfer the much-delayed Jayaprakash Narayan International Centre (JPNIC) project to the Lucknow Development Authority (LDA) that has been asked to run the JPNIC and return the cost of construction ₹821.74 crore in 30 years. Chief minister Yogi Adityanath presided over the meeting of the state cabinet that also decided to dissolve the committee constituted earlier to run the JPNIC. (Ht file) Chief minister Yogi Adityanath presided over the meeting of the state cabinet that also decided to dissolve the committee constituted earlier to run the JPNIC. An official spokesman said the JPNIC was allegedly mired in corruption during the previous Samajwadi Party government and will now be completed and operated by the LDA. The LDA has been granted full authority to run the project on PPP model, define operational procedures and terms, terminate the society's memberships and carry out other related tasks. This decision marks a significant step towards ensuring transparent, efficient, and public-oriented utilisation of the project. Briefing media persons, minister for finance Suresh Khanna said a sum of ₹821.74 crore spent so far by the state government for construction of the project will be transferred to LDA and treated as a loan to be returned in 30 years. This arrangement ensures financial sustainability in managing and operating the project while making the facility available for public use. The JPNIC project envisions the development of a modern, world-class centre in Lucknow. It will include a state-level auditorium, a convention centre, a world-class sports complex, and multi-purpose sports courts. Additionally, the centre will have a multi-level parking facility for 750 four-wheelers. These amenities will be open to the public, offering the people of Lucknow a modern, multi-functional facility. Initiated in 2013 by the then Samajwadi Party government, the JPNIC project was allegedly plagued by corruption from the outset. After coming to power in 2017, the Yogi government launched an investigation into irregularities, halting construction. A CAG report revealed serious violations such as work awarded without tenders and unexplained cost escalations.

Cabinet okays UP Rozgar Mission to provide 1.25 lakh jobs in a year

The Uttar Pradesh Cabinet on Thursday approved the proposal for formation of the Uttar Pradesh Rozgar Mission which will aim to provide 1 lakh jobs in the country and 25,000–30,000 jobs abroad within a year to the youth from the state. The decision was taken in a meeting headed by Chief Minister Yogi Adityanath. The employment initiative was among the 30 proposals which were approved by the Cabinet, Finance and Parliamentary Affairs Minister Suresh Khanna said. Talking to mediapersons after the meeting, state Labour and Employment Anil Rajbhar said so far the department was mainly helping unemployed youth through 'rozgar melas' (job fairs) and companies. 'But with the launch of the Uttar Pradesh Rozgar Mission, the state government will now be able to directly help the youth get jobs in India as well as abroad. Earlier, the state depended on licensed recruiting agents (RAs) for foreign job placements. But with this mission, the government will now have its own RA licence, allowing us to send people abroad for jobs directly,' the minister said. There is a rising demand globally for UP's skilled workforce — especially in paramedical, nursing, driving, and technical fields, he claimed. 'This mission will help tap into that potential,' he added. The mission, which will be registered under the Societies Registration Act, 1860, and function as a high-level body, will have five major components — governing council, state steering committee, state executive committee, state programme management unit and district executive committee, it is learnt. The Cabinet also approved amendments to labour regulations to increase women's participation in factory work. Until recently, women were barred from working in 29 categories of hazardous industries. The government lifted restrictions from four such industries in December last year. 'At present, only 5 per cent of factories in the state employ women, and excluding Noida, the figure drops to about 1 per cent. With advancements in technology and our goal of women's empowerment, it was necessary to revise these outdated norms,' Rajbhar said. The minister said the changes will support the state's broader target of becoming a 1 trillion dollar economy. Key functions of the mission: – Job demand survey in India and abroad – Listing of top companies and gathering job requirements – Identifying skill gaps and offering training – Language training and pre-departure orientation – Career counselling and campus placements – Post-placement support and follow-up
