Chennai: Despite Greater Chennai Corporation (GCC) warning TEXCO for charging exorbitant parking costs, the latter's staff continue to fleece residents—up to six times the original parking cost of 20. After TOI broke a story in April on how the Tamil Nadu ex-servicemen corporation (TEXCO) was collecting money from residents even without a formal tender or contract being in place, the GCC formalised an agreement with TEXCO. They restricted the firm's ambit to just ten locations at flat rates of 20 per hour for cars, 5 for bikes, and 60 for heavy vehicles. The GCC also ordered TEXCO to stop collecting cash and handed them POS devices with QR code facilities. Two months later, staff continue to charge up to 120 for just two hours—and in cash. According to bills accessed by TOI, one dated June 25 at a location in T Nagar stated the charge was 30 per hour. The person had parked for two hours, yet the final amount on the bill was 120. While the 30 per hour itself was illegal, the resident ended up being charged six times the approved rate. In another bill from June 9, one hour of parking was shown to cost 60, three times the prescribed charge. Clueless residents, eager to get out of congested parking spots, paid without protest. "The staff said if I pay by cash, it's 40, whereas if I pay online, it is 60. I ended up paying online. The money went to an Indian bank account linked to GCC," said one motorist. This meant that from the start of the contract in July until its expiry in December, expected revenue was around 19.8 crore. But in December 2024, TEXCO officially declared only 1.75 crore. "It is not known if the cash collected by staff was fully accounted for," said civic activist Swadish Bharathi. Revenue officials explained that although the account is linked to GCC, TEXCO withdraws funds to cover administration, maintenance, and manpower costs, leaving only the net surplus for the civic body. "The parking contract with TEXCO has to be abolished. I will take it up with the commissioner and also raise it in the council. These complaints cannot be recurring," said Deputy mayor Mahesh Kumar.

This decision follows the termination of a previous contract with a private entity. According to recent reports, parking fees in Chennai are currently being collected exclusively at these 10 locations within the GCC limits. There have been complaints that the company responsible for collecting these fees has continued to do so even after the expiration of its licence period. The GCC has addressed the complaints by stating that parking fee collection started on July 22, 2024, at the same 10 locations currently designated, The Hindu reported. The GCC has published a list of these specified locations where parking fees are being collected. The 10 authorised locations are as follows: Marina Beach Service Road, Royapettah Bazaar, Anna Nagar 2nd Avenue, N.S.C. Bose Road, Besant Nagar 6th Avenue, Nungambakkam Kadhar Navascon Road, Purasaivakkam Highway, T. Nagar G.N. Chetty Road, Mylapore Theppakulam, and Chettupattu Mechanics Road. TEXCO has been authorized to charge Rs. 5 per hour for two-wheelers, Rs. 20 for four-wheelers, and Rs. 60 for buses and vans, with payments to be made digitally through mobile devices. The press release specifies that staff collecting these fees should wear identity cards and overcoats displaying the GCC and TEXCO logos. The public can report any issues through the civic body's toll-free number 1913, as mentioned in the release. The Chennai Corporation has also informed citizens that they can lodge complaints regarding parking fee collection at the Chennai Corporation Complaint Centre. According to the report, the GCC announced that software updates would soon be introduced to mandate the recording of vehicle registration numbers on receipts and enable receipt authenticity verification through QR codes. The bank handling the collected amounts has been instructed to disable cash payment options from the handheld devices. According to a press release, parking charges have been fixed at ₹5 for two-wheelers, ₹20 for four-wheelers, and ₹60 for buses and vans, per hour. The staff collecting the parking fees must wear identity cards and overcoats with the GCC and TEXCO emblems. Public complaints can be made via the civic body's toll-free number 1913, the release added. GCC said parking fee collection began on July 22, 2024 at the same 10 locations that have been assigned now — Marina Beach Service Road, Rattan Bazaar in George Town, Anna Nagar Second Avenue, N.S.C. Bose Road, Besant Nagar Sixth Avenue, Khader Nawaz Khan Road in Nungambakkam, Purasawalkam High Road, G.N.C Road in T. Nagar, Mylapore Tank, and McNichols Road in Chetpet. The release said TEXCO staff initially collected fees through handheld devices using digital payment methods such as UPI, debit cards, and credit cards. 'Now, software modifications will be implemented shortly, including mandatory recording of vehicle registration numbers on receipts and verification of receipt authenticity through QR code. The bank, where the collected amount so far was deposited, has been instructed to disable cash payment options from handheld devices,' GCC stated. The release added that TEXCO has been asked to conduct an enquiry and submit a report following complaints published in newspapers against its personnel.
