Collector Santosh Orders Fast-Tracking of Pending Dharani Applications and Public Service Requests in Gadwal
Gadwal: District Collector B.M. Santosh has instructed revenue officials to swiftly resolve all pending Dharani (Bhuharathi) land applications to ensure timely justice for farmers and landowners. On Friday, the Collector conducted a review meeting with all mandal-level Tahsildars at the IDOC Conference Hall. The agenda covered key issues including Bhuharathi applications, ration card verifications, Mee Seva applications, and long-pending F-Line petitions. During the meeting, the Collector emphasized that the government is prioritizing the resolution of land-related disputes through the Bhuharathi portal. He noted that this initiative aims to bring lasting justice and clarity to land ownership issues for farmers and landholders. In light of this, he directed officials to review and resolve all pending applications that emerged during the recent Revenue Conference. He instructed revenue officials to issue notices without delay before initiating any further action on these applications. Special attention must be paid to assignment land issues, and detailed reports should be submitted after thorough examination. The Collector also reiterated that the entire process must be handled through online systems to ensure transparency and efficiency. Any challenges faced by officials should be brought to his attention immediately. Additionally, the Collector urged that all pending ration card applications be processed without delay. He called for swift action in adding eligible family members and removing ineligible beneficiaries from the system. Further, he directed officials to resolve Mee Seva service requests and long-pending F-Line petitions that have exceeded the prescribed time limit. He stressed that these services must be delivered to citizens promptly and without unnecessary delays. The meeting was attended by Additional Collector Lakshmi Narayana, District Civil Supplies Officer Swami Kumar, Survey and Land Records AD Ram Chander, and all mandal-level Tahsildars and other concerned officials. Two-thirds of Tahsildars await repatriation since Assembly polls
Hyderabad: Two-thirds of the Mandal Revenue Officers (MROs), also known as Tahsildars, who were deployed to new districts during the Assembly polls in 2023, are still awaiting repatriation to their previous working districts. Out of more than 300 officials affected, fewer than a hundred have been transferred back to their original postings, with the remainder continuing to wait. This marks the first instance in Telangana where these officials, who anticipated repatriation within months, have continued to serve in their newly allocated districts. 'In the past, repatriation occurred not only in Telangana but also in the unified Andhra Pradesh within days of the polls,' informed official sources. 'Similar to the present state of Andhra Pradesh, during the YSR's time, all officials were repatriated in a single stroke of a pen. However, this time, despite most applying, the government has failed to pay heed, except for a few.' Interestingly, among those who have been repatriated to 'worthwhile' mandals, some are now unwilling to return to their original places, thus complicating the case for the majority who wish to return. For instance, one Tahsildar has applied for a key mandal like Bhadrachalam from a smaller mandal. Scores have opted for Khammam from neighbouring, less significant mandals. In southern Telangana, an official has applied for Nagarkurnool from a smaller mandal. 'There could be around 40 to 50 who wish to stay back. The big mandals are much sought after. Those who were posted in Rangareddy and Medchal do not wish to yield,' said an official posted within the city. The official clarified that the government is not keen on transferring Tahsildars to native districts, with non-native districts subject to vacancy availability. Meanwhile, some officials who were astute enough to manage staying back and working in local collectorates during the elections have received 'rewarding' posts. 'There is a feeling of injustice amongst those who left their places during polls. Some officials are enjoying at native places, while most are suffering in far-away places. The government is not ready to transfer at this juncture,' added the official. Disturbingly, some MROs have retired while still waiting for repatriation. One official, despite applying on health grounds, could not get approval from higher authorities. In an application to the CCLA (Chief Commissioner of Land Administration), the official, who was posted approximately 150 km from the State Capital and undergoing treatment at a corporate hospital following surgery, urged the Commissioner to be retained in the previously allotted district.

Ensure TV, AS schemes reach eligible beneficiaries
Nandyal: District Collector G Raja Kumari directed the officials to ensure that all eligible beneficiaries receive benefits under the State government's flagship welfare schemes, Thalliki Vandhanam (TV) and Annadata Sukhibhava (AS). She stressed inter-departmental coordination to resolve technical issues and ensure smooth implementation. During a review meeting on Monday at PGRA Hall in the Collectorate, the Collector issued instructions on implementing Thalliki Vandhanam, Annadata Sukhibhava, dengue prevention, and the P4 (Public-Private-People Partnership) initiative for 'Bangaru Kutumbalu' (Golden Families). She mandated finalising the second-phase beneficiary list for Thalliki Vandhanam by July 10, including newly admitted Anganwadi students and those promoted from Class 1 to 6. She also directed officials to verify mothers' bank accounts for Aadhaar linkage to ensure prompt benefit disbursement. On Annadata Sukhibhava, the Collector instructed Tahsildars and RDOs to upload pending e-NAM agricultural land records to the designated portal immediately. With the monsoon underway, she emphasised eliminating stagnant water and raising awareness about vector-borne diseases. MPDOs were directed to conduct field visits and enforce strict sanitation measures at the village level. For the P4 initiative, the Collector set a deadline of August 15 for completing the registration of 'Bangaru Kutumbalu' families and providing them with necessary support. She encouraged district officials to lead by example, registering as mentors for these families. Additionally, she urged officials to address adverse media reports promptly by seeking clarifications from mandal-level officers. The meeting was attended by Joint Collector C Vishnucharan, DRO Ramu Naik, Deputy Collectors, and other key department heads.

Collector calls for 'let's make Sri Sathya Sai a dropout-free dist'
Puttaparthi: Sri Sathya Sai District Collector TS Chetan has called for collective efforts to enroll all school-age children and transform the district into a dropout-free zone. Addressing the media on Saturday at the Mini Conference Hall in the District Collectorate joined by District SP V Ratna, IPS, to outline the district's strategy for the upcoming Mega Parent-Teacher Meeting (PTM) and related programmes including P4 and Talli Ki Vandanam. He explained that the Mega PTM an initiative of the State Education Department—will be held across Andhra Pradesh on July 10. The event is aimed at strengthening the bond between students, parents, and teachers, and will be conducted in a festive atmosphere, focusing on comprehensive educational development. Mandatory participation of all students with their parents and active involvement of teachers. Detailed progress reports will be shared with parents. Rangoli competitions for mothers, tug-of-war for fathers, and other cultural activities will be organised. The theme this year highlights the central role of mothers in the education system. Alumni and donors who have supported schools will also be invited. Student-led committees such as Invitation, Parking, and Hospitality committees will be set up in each school. Participation of government officials including Tahsildars, MPDOs, and Municipal Commissioners is expected. Public representatives, including MPs and MLAs, will attend the PTM in their respective constituencies. The state-level programme will be held at Kottacheruvu in our district, under the guidance of the Chief Minister. 20,789 students enrolled in Class 1, and 24,000 in Class 6 this year. Students' Aadhaar details and photographs must be linked accurately in UDISE+. Parents, teachers, and society must jointly work to eliminate school dropouts. Citizens can register at and select families to mentor. Each mentor will have a profile on the platform. Alumni and NRIs from the district are encouraged to support families in their native villages.

Issue ‘no caste no religion' certificates to those who ask: Madras High Court
The Madras High Court has directed the Tamil Nadu government to issue orders enabling Revenue officials to grant 'no caste, no religion' certificates to individuals who do not wish to be identified by any particular caste or directive follows a petition filed by H Santhosh from Tirupattur district, who had appealed against a single judge's order that refused to direct the local Tahsildar to issue such certificates to his who has two children, declared in his affidavit before the court that he has never availed of any government benefits based on caste or religion and does not intend to do so in future. He expressed a desire to raise his children in a society free from caste and religious identity. A division bench of Justices MS Ramesh and N Senthilkumar, setting aside the earlier order, directed the Tirupattur District Collector and the concerned Tahsildar to issue the certificate to the petitioner within a month. The court also called upon the Tamil Nadu government to pass a Government Order (GO) enabling the issuance of such certificates to all eligible applicants who approach the Revenue its observations, the bench said, 'While the Constitution of India prohibits caste-based discrimination, caste and religion still play a significant role in social life, politics, education and employment through reservation policies.' The judges described the petitioner's decision to renounce caste and religious identity as 'laudable' and stated that such efforts could help promote the prohibition of caste-based discrimination and act as an 'eye-opener' for like-minded court also dismissed the Revenue Department's argument that Tahsildars lack the power to issue such certificates due to the absence of a Government Order, calling the stance 'paradoxical'. The bench noted that certificates had been issued by Tahsildars in Tirupattur, Coimbatore and Ambattur in the past. It held that constitutional mandates, particularly under Article 25 of the Constitution of India, could not be overridden by administrative court further observed that Article 25, while guaranteeing freedom of religion, also permits the state to legislate for social welfare and reform, even if such laws interfere with religious practices. In this context, the state has a constitutional obligation to respect the freedom of conscience of individuals who choose not to identify with any religion or caste. IN THIS STORY#Tamil Nadu
