COIMBATORE: The 'GIS-based Coimbatore Master Plan – 2041' aims to create a sustainable, resilient, and inclusive urban future for the city. It has been crafted by the Directorate of Town and Country Planning (DTCP) under the Tamil Nadu Town and Country Planning Act, 1971. The master plan covers a Local Planning Area (LPA) of 1,531.57 sq km, which includes the Coimbatore City Municipal Corporation (CCMC), four municipalities, 21 town panchayats, and 66 revenue villages, accounting for nearly 74% of the district's population. The focus is on the population, which is projected to rise from the 2011 figure of 24.57 lakh by 2041. Recognising Coimbatore's growing role as a hub for MSMEs, IT, education, healthcare, and manufacturing, the plan outlines development strategies that support economic expansion and environmental stewardship. Feedback from residents, civic bodies, industry representatives, and transport authorities was actively sought through stakeholder meetings, field surveys, GIS-based analysis, and a dedicated website. The plan also examines the shortcomings of past efforts, such as the 2001 Master Plan and the Kurichi New Town Development Plan. It notes that while residential development fell short of expectations, commercial and institutional growth surged, driven by a service-based economy. Industrial expansion followed its own path along emerging corridors like Avinashi Road, rather than sticking to zoned areas. Learning from these patterns, the 2041 plan proposes flexible zoning, better infrastructure coordination, and dynamic land-use strategies.

The Madurai Bench of the Madras High Court has directed Madurai Corporation to demolish a temple constructed unauthorisedly on an Open Space Reservation (OSR) land in Madurai. The court was hearing the petition filed by R. Mayilsamy of Madurai who had sought a direction to the authorities to remove the unauthorised construction under the provisions of Tamil Nadu Town and Country Planning Act. The petitioner complained that a temple was constructed illegally by some residents of an apartment complex on the OSR land in New Vilangudi. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that OSR land cannot be allowed to be encroached upon even by the residents of the apartment complex. The OSR lands are to be maintained in the manner contemplated under the Act and the Rules in force. The court observed that it is clear that the temple had been constructed without permission and was unauthorised. The OSR land had been utilised for construction of a temple in violation of the Act and the Rules. The Supreme Court and the High Courts have time and again reiterated that OSR lands cannot be encroached upon by the resident or any other person. It is to be maintained by the authorities in the manner contemplated under the Act and the Rules, the court observed. Since the temple has been constructed unauthorisedly in the OSR land of the apartment complex and in violation of the Rules, the structure has to be demolished and the OSR land is to be maintained scrupulously in accordance with the provisions of the Act and the Rules. The court directed Madurai Corporation to demolish the unauthorised construction and restore the land to its original position as per the approved building plan in four weeks. The matter was posted for reporting compliance on July 2.

Chennai: Joseph Yale's tomb near the old law college building on the Madras high court campus is to be removed as a division bench has upheld a single judge's 2023 order allowing its relocation. A five-storey building for the court registry has been planned there. Holding that the tomb of David Yale and Joseph Hynmer did not qualify as an ancient monument under the law, the bench of Justice M Sundar and Justice N Sathish Kumar dismissed two writ appeals -- one by the Archaeological Survey of India (ASI) and the other by Senior Advocate T Mohan. Actually, the tomb contains the remains of Yale's three-year-old son Jacca David Yale and his friend Joseph Hynmer, who had no known contribution to India's heritage. The court said Yale's contribution to Connecticut College, later Yale University, held no relevance to India. Since Yale University started its Tamil Studies department only in 2004, the tomb built between 1684 and 1688 had no significance, and its indirect Tamil link was weak and irrelevant. The court noted Yale left Madras in 1699 and was buried in England. He worked for the East India Company in spice and gold trade, with only a tenuous link to the law college site. The Bench expressed confidence that authorities would follow the Tamil Nadu Town and Country Planning Act and preserve the campus's aesthetics. It added that while Article 49 mandates monument protection, such protection must rest on objective criteria.
