Authority for Projects, Tenders and Local Content: New phase in development
MUSCAT: Amending the name of the Secretariat-General of the Tender Board to the Authority for Projects, Tenders and Local Content, in accordance to the Royal Decree No. 57/2025, represents an important step to build on the achievements made and ensuring their sustainability by complementing work to create an integrated system to enhance the efficiency of government spending related to government projects and procurement and promote local content. The Authority's mandate includes proposing policies related to increasing the efficiency of government spending and promoting local content related to government projects and procurement, national policies and strategies related to local content development as well as laying down plans, programmes, and initiatives for promoting local content in the Sultanate of Oman and setting local content targets in all sectors at the national level. Among the Authority's powers is developing frameworks and methodologies to enhance the efficiency of planning and implementing government projects with the aim of ensuring their quality, expediting implementation, reducing change orders and adhering to approved budgets. Engineer Badr bin Salem al Maamari The Authority will monitor and manage the implementation of government projects in coordination with relevant authorities. It will also organise technical processes and procedures related to tender management to achieve transparency, equal opportunities, equity and freedom of competition. It will also provide unified procurement services including strategic analytical studies of government procurement needs based on quantum economics. It will also review local content requirements in contracts, purchases, and tenders subject to the Tenders Law and follow up on these requirements in coordination with relevant authorities. It will also conduct a legal review of draft contracts and change orders before they are signed and implemented by any unit of the state administrative apparatus and other public legal entities. The amendments include the addition of purviews related to proposing policies to increase the efficiency of government spending and enhance local content related to government projects and purchases, national policies and strategies related to local content development, and responsibilities related to the national local content system, which includes managing, organising, and monitoring local content in all sectors at the national level. The name of the Directorate-General of Local Content will be changed to the National Office for Local Content in the organisational structure, and the responsibility for managing the execution of government projects will be added in coordination with relevant authorities. Al Maamari pointed out that the change in the name builds on the achievements made and ensures their sustainability through comprehensive governance of projects and procurement, based on the priorities of Oman Vision 2040 and its strategic objectives related to economic diversification, financial sustainability, private sector empowerment and enhancing spending efficiency. The Chairman of the Authority for Projects, Tenders and Local Content explained that the approval of the National Local Content Policy represented a pivotal milestone in the comprehensive development process. The Authority is working to develop clear indicators and measurable methodologies for monitoring and evaluating local content across various sectors, encompassing all units of the state's administrative apparatus, government companies, and the private sector. This will contribute to maximising local value-added from government projects and procurement. The Authority, through this institutional transformation, represents the technical reference body and national centre of excellence for all matters related to project governance, procurement, and tendering, as well as enhancing local content in the Sultanate of Oman. Tender Board opens hotline to help SMEs in Bahrain
Bahrain - The Tender Board has launched a dedicated hotline to provide technical support and guidance for small and medium enterprises (SMEs) wishing to participate in government tenders and auctions. This initiative reflects the board's commitment to supporting SMEs by clarifying procedures and helping them submit compliant and competitive bids. Electricity and Water Affairs Minister and Tender Board chairman Yasser Humaidan said that the hotline aims to create a more inclusive and supportive business environment, helping SMEs compete more effectively for public contracts. He noted that supporting SMEs is essential to Bahrain's goals for sustainability and economic diversification. Tender Board secretary general Jamal Al Alawi added that the initiative is part of ongoing efforts to strengthen partnerships with SMEs in line with national directives to support this vital sector, which plays a key role in sustainable economic development. The Tender Board encouraged SMEs to make use of the new service by contacting the hotline team during working hours for clarification on procedures to facilitate their participation in government tenders. Bids open for 512 new homes in Madinat Salman
The Tender Board has opened bids for engineering oversight on the construction of 512 housing units in Madinat Salman, a project backed by the Ministry of Housing and Urban Planning and paid for by the Government of Bahrain. Set on Island 12, the work involves contract management and site supervision across three designated plots: 15, 18 and 19. Eleven local firms are in the running, including Mazen Alumran Consulting Engineers, Mohammed Al Gharib Architects and Engineers, and Dheya Tawfiqi Engineering Consultancy Bureau. Prices ranged from BD 602,000 to BD 1.3 consultancies classified under Category A and licensed by Bahrain's engineering regulator, the CRPEP, were allowed to take part. The ministry said the full terms and bidder requirements were laid out in the official tender pack. The housing units form part of ongoing work to shape Madinat Salman into a new residential area built on reclaimed land off the coast of Budaiya. This is the latest in a string of housing projects launched in the area this year. Four tenders have already been floated, three of them tied to the Government Land Development Programme, with a total of 649 homes planned.

No contracts with firms not meeting Omanisation rates: Tender Board
Muscat: The General Secretariat of the Tender Board has issued Circular No. (2025/2), directing all ministries and government units subject to the Tender Law to refrain entirely from contracting with private sector companies that fail to meet government-approved Omanisation rates. As per the circular, government entities are required to take the following measures: A mandatory clause related to Omanisation compliance and the employment of the national workforce must be incorporated into all tender documents prior to issuance, following the official template provided. Before awarding any contract, entities must verify that the bidding companies meet the Omanisation requirements through the electronic tendering system (Isnad), which is directly linked to the Ministry of Labour's database. For international companies and institutions not registered in the Sultanate of Oman but participating in international tenders, compliance with Omanisation obligations will be monitored post-award and during contract execution, in alignment with the local content plan.
