Thane, July 28 (PTI) A tanker carrying 16 tonnes of Propylene gas crashed into a pillar of the under-construction metro bridge on Ghodbunder Road in Thane, causing a temporary disruption in traffic on Monday, police said. Fortunately, there was no leakage or injury. The situation was brought under control after four hours, a senior official said. 'As per the initial information, a gas tanker was on its way from Kalamboli in Navi Mumbai to Ankleshwar. The driver lost control at the wheel and the vehicle crashed into a metro pillar near Manpada Bridge around 9:50 AM," said Yasin Tadvi, chief of the Disaster Management Cell of Thane Municipal Corporation. According to Tadvi, the cabin of the tanker sustained damage in the crash. However, immediate response teams, including the traffic police, fire department, and the disaster management cell, rushed to the site with a fire engine and a pickup vehicle. MUMBAI: More than 14,000 men snuck into the sisterhood that receives a monthly payout of ₹1,500 under the state's flagship Ladki Bahin Yojana. These 14,298 men, who fraudulently received the direct cash benefit for 10 months, caused a loss of ₹21.44 crore to the state exchequer. (Praful Gangurde /Hindustan Times) The Ladki Bahin Yojana was a game-changer for the Mahayuti coalition, helping them sweep to power in last year's assembly election. Its beneficiaries are meant to be exclusively women from low-income groups, aged between 21 and 65. The money is meant to improve their health, nutrition, and general well-being. Announced in June last year, the scheme has been controversial for the unprecedented burden it has placed on the state's finances. It has also been riddled with ineligible beneficiaries detected during the monthly scrutiny exercise. In its latest revision, the state women and child development department found that 14,298 men had enrolled by misrepresenting their identity. Payments to their accounts have been stopped. The state government currently spends ₹3,700 crore to pay ₹1,500 per month to 24.1 million beneficiaries under the Ladki Bahin Yojana. The latest scrutiny report estimates that the state has lost ₹1,640 crore in the last 12 months by paying hundreds of thousands of ineligible beneficiaries. In February, the women and child development department, which implements the scheme, had said that around 500,000 beneficiaries had been dropped. These include around 162,000 women whose families owned four-wheelers, and around 287,000 beneficiaries who were over 65 years of age (they are eligible for benefits under a different scheme). The latter, who were receiving the benefit for the last 10 months, had caused a loss of ₹431.7 crore to the state exchequer. Also receiving the monthly payout were women who were the third member of a family to benefit under the Ladki Bahin scheme. They had fraudulently enrolled even though only two women from a family are entitled to sign up. The department found around 797,000 such cases, entailing an expense of ₹1,196 crore in the last year. While admitting that the number of ineligible beneficiaries was shocking, officials from the women and child development department said the online registration process helped fraudulent beneficiaries to sign up. 'Physical scrutiny of applications at the ground level is necessary,' said one official. 'We are also going to cross-check the income eligibility of beneficiaries by enlisting the help of the income tax department as only women with a family income of up to ₹2.5 lakh a year are eligible under the Ladki Bahin scheme.' The department, during the scrutiny process, had sought information from various other departments. As per the scrutiny report, 2.634 million ineligible beneficiaries had taken advantage of the Ladki Bahin scheme, and their payments were stopped. Minister for women and child development Aditi Tatkare said the information will be verified at the ground level by district collectors across the state. 'As of now, benefits to 26.34 lakh (2.634 million) ineligible beneficiaries have been stopped and about 2.25 crore (22.5 million) beneficiaries are eligible. The nature of action against those who mislead the government to take benefits will be decided after discussions with the chief minister and two deputy chief ministers,' Tatkare said. Commenting on reports that over 14,000 men had benefitted under the Ladki Bahin scheme, deputy chief minister Ajit Pawar said, 'The Ladki Bahin scheme is for needy women from lower income groups, not for men. The state government will recover the money from men who received the money under the scheme. If they don't cooperate, we will take strict action.'

Navi Mumbai: Thane sprinter Harsh Raut, a senior practitioner at the Thane Municipal Corporation (TMC)-run athletics academy, emerged as the fastest runner in the men's 100 metres at the recently held Indian Open Athletics Meet-2025 at Savitribai Phule University, Pune, reports B B Nayak. He clocked 10.38 seconds to bag the gold medal while establishing his personal best timing. At age 20 years, 3 months, and 26 days, Harsh has become the youngest Indian athlete to achieve the below 10.40 seconds barrier. He currently ranks 13th in India's all-time 100-metre rankings and features among the top 10 active Indian athletes. Additionally, he holds the third position in state's all-time 100-metre rankings. "I have been practising for years. I did exactly what my coach asked me to. I will work harder to improve my timing," said Harsh. His coach, Nilesh Patkar, stated, "It's a proud moment for us all. The court said assertions based on 'mob fury' or 'footfalls of people' cannot lend legitimacy to an illegal structure raised without any municipal permission. The Bombay High Court has refused to grant relief to a trust that sought protection for a structure it claimed was a historic Dargah, reiterating that no religious or charitable claim can override legal ownership and statutory compliance. Dismissing an interim application, a division bench of Justices AS Gadkari and Kamal Khata made it clear that assertions based on 'mob fury" or 'footfalls of people" cannot lend legitimacy to an illegal structure raised without any municipal permission. The application was filed by Gazi Salauddin Rehmatulla Hoole, representing a registered trust, seeking recall of the Court's earlier April 30 order which directed the demolition of a 17,610 sq. ft. structure on land owned by New Shree Swami Samartha Borivade & Anr. The trust claimed the structure was a Dargah dating back to 1882, based on entries in a government gazette, a 1982 sale deed, land records from 1989, and registration under the Charity Commissioner. However, the court noted that none of these documents proved ownership or sanctioned construction. The trust had also failed to produce a single valid municipal permission. 'Such defence cannot give right to an applicant to claim protection or continuation of a thoroughly illegal structure," the bench held. According to the Thane Municipal Corporation (TMC), no permission had ever been granted for any construction on the site. Following dismissal of a civil suit in April 2025 which had challenged ownership of the land, the Corporation had issued a notice asking the trust to produce documents, none were submitted. The High Court criticised the trust for delaying tactics and said the application was an attempt to frustrate its demolition orders. 'This is a classic case of usurpation of the land… we are unable to accept that mere footfalls of people based on an assertion that this is a Dargah can prove that it is a legal structure," court observed. Court also rejected the argument that the trust was denied a hearing. It pointed out that a hearing had already been conducted in January 2025 under the MMC Act, and a subsequent demolition order was passed following due process. The bench further stated that even if the structure appeared in past land records or was referenced in sale deeds, those entries did not establish title, ownership, or legality. 'The applicants have entirely failed in proving they own the land or have permission… even for one square foot," court said.
