Ohio budget changes driver's education requirements. Here's the new law
All Ohioans under 21 will need to pass a full driver's education course before they get a license. The two-year state budget signed by Gov. Mike DeWine modifies current law, which allows 18-, 19- and 20-year-olds to take a short class or avoid lessons altogether. DeWine spent months advocating for the change, saying new, adult drivers need just as much training as teenagers. "We know that young people who go through driver's training become safer drivers − safer for themselves and safer for everyone else on the road," DeWine said during a July 1 news conference. "And that's not just true for young people. It's true for adults." Right now, Ohioans under 18 must take a driver's education course with 24 hours of classroom or online instruction and eight hours of driving time. They also have to drive 50 hours with a parent or guardian − including 10 at night − and hold their temporary permit for at least six months. Adults, by contrast, can skip training altogether if they pass a road test. Those who don't must complete a four-hour course, plus abbreviated behind-the-wheel training with an instructor or licensed driver. DeWine said the consequences are clear: Last year, 58% of fatal crashes caused by a teen driver involved 18- and 19-year-olds, according to the Ohio Traffic Safety Office. More adults are getting driver's licenses for the first time, in part because teenagers wait to avoid the cost of a full course. Driving schools are also less accessible to people in rural areas. Lawmakers scrapped a budget proposal from DeWine to put driver's education back in schools. Instead, the state will require districts to excuse high school students who take a private driving course. Students can only miss eight hours of school and won't be able to leave during a core class. State government reporter Haley BeMiller can be reached at hbemiller@ or @haleybemiller on X. ‘Stunning display of incompetence' by cops led officer to get shot, OH suit says
An Ohio police officer is suing after he says he was shot by an armed suspect due to the 'incompetence' of other cops. The lawsuit was filed by 'John Doe' and 'Jane Doe' in Franklin County Common Pleas against five Whitehall police officers. McClatchy News reached out to the city of Whitehall for comment June 26 but did not immediately hear back. According to the lawsuit, Whitehall police officers showed a 'stunning display of incompetence' in an attempt to capture an armed suspect. On July 6, 2023, a man walked into a car dealership in Whitehall and stole a Porsche Cayenne at gunpoint, according to a civil complaint. The man had a handgun with an extended magazine and asked employees, 'Are you ready to die?' the complaint said. This information was relayed to police when they responded to the business, according to the lawsuit. Officers tracked the vehicle, which was located in Columbus. That's when a Whitehall officer contacted Columbus dispatch and notified them of the suspect, but failed to mention that the suspect was armed, the lawsuit said. 'So, I don't know if you're aware, there's a black Porsche Cayenne that was stolen from one of our lots. I guess somebody's speaking to an operator with the tracking company because they're locating it. They're tracking it in Columbus. My deputy chief says that he does not want any Columbus officers to go near that vehicle or to pursue this at all because we're going out there. So, I was just told to pass that along if you could tell them that,' the officer told the dispatcher, according to the lawsuit. Whitehall officers located the stolen vehicle, which then had at least two occupants in it, and tracked it to a bank, the lawsuit said. When the driver went inside the bank, officers set up a perimeter around the parking lot to block the vehicle from leaving once the driver returned, the complaint said. However, they failed to perform 'proper vehicle blocking or takedown procedures,' and they failed to 'follow proper tactics to block the vehicle,' which allowed the suspects to escape, the lawsuit said. According to WSYX, the suspects robbed the bank. Columbus officers began to assist in the pursuit after the bank called 911, but they were not notified by Whitehall police, the lawsuit said. That's when Columbus officer 'John Doe' located the suspects and followed the stolen vehicle, the lawsuit said. When the officer got out of his cruiser and ordered one of the suspects to stop, the suspect shot the officer, the complaint said. The officer was 'severely and permanently injured,' according to the lawsuit. The suspect who shot the officer died at the scene in a shootout with police, The Columbus Dispatch reported. Two other suspects who were in the vehicle took off before being caught and arrested, according to the outlet. The complaint said it was because of the 'breach of their duty of care' by Whitehall cops that officer John Doe was injured. The lawsuit is asking for over $25,000 in damages. Whitehall is a suburb of Columbus.

Ex-Ohio State Football Player Kirk Barton Charged in Deadly Ohio Car Crash
Former Ohio State offensive lineman Kirk Barton is facing an aggravated vehicular manslaughter charge following a fatal crash early Saturday morning, according to multiple reports. Police in Dublin, Ohio, say Barton is suspected of speeding, although they haven't said how fast they suspect him of driving, when his truck hit a car at 2:56 a.m. ET. The driver of that car, 24-year-old Ethan Wence Perry, died at the scene, ESPN reported Saturday. Barton was driving a Ford F-150 Raptor pickup eastbound on U.S. 33 before he crashed into Perry's westbound Lexus on West Bridge Street, just west of Franklin Street, according to The Columbus Dispatch. Barton, 40, was hospitalized briefly with non-life-threatening injuries, according to police. He was later taken to Franklin County Jail, where he is facing the felony charge. Barton has a court hearing on June 23. Barton was an offensive lineman for Ohio State from 2003-2007 and started at right tackle for four seasons. In his final season with the Buckeyes in 2007, he was team captain for the 11-2 Big Ten championship-winning OSU team. Barton went on to play in the NFL, being drafted by the Chicago Bears in the seventh round of the 2008 NFL Draft. Barton has a history of traffic offenses dating back to his first year in the NFL, per The Columbus Dispatch's report, including speeding and suspicion of OVI (Operating a Vehicle Impaired). In all the speeding cases, Barton paid a fine. One OVI charge from 2010 was dismissed, and another from 2017 was pleaded down to reckless operation and failure to stop. He received another fine and a 180-day license suspension. This is a developing story. recommended Get more from College Football Follow your favorites to get information about games, news and more in this topic
