2,000 people left without power in Hong Kong after water leak in building

About 2,000 people, including residents in three care homes for the elderly, were left without electricity on Saturday evening after a water leak in a Hong Kong complex prompted the power provider to suspend the supply. Advertisement Utility firm CLP Power said the electrical systems in I-Feng Mansions in To Kwa Wan were suspected to have been affected by water leakage, causing problems with the electricity supply to parts of the residential complex. 'Under the instruction of firefighters, CLP Power suspended the electricity supply to the premises at around 6.15pm so that the building's electricians could conduct further investigation and repairs,' a company spokesman said. The firm said about 900 clients, including three homes for the elderly, had been affected by the move, with the government estimating 2,000 residents in 800 households were hit. It added that the building's electricians had arrived to carry out emergency repairs with backup support from CLP Power engineering staff. Water leakage is suspected to have affected the complex's electrical systems. Hong Kong police seize HK$22 million of drugs in raid on flat, man arrested

Hong Kong police have seized HK$22 million (US$2.8 million) worth of drugs and arrested a 58-year-old man after raiding an illicit narcotics lab inside a flat in To Kwa Wan. Officers launched an operation on Friday after analysing intelligence and intercepted the suspect. He was found with 335g (11.8 ounces) of crack cocaine on him, Senior Inspector Fung Pak-kin of the Hong Kong Island regional anti-triad unit said on Sunday. The suspect, who claimed to be a businessman, was escorted back to the flat, where police uncovered an additional 8.8kg (19.4lbs) of crack cocaine, 2.1kg of cocaine slabs, and 27.3kg of ketamine, Fung said. Officers also discovered liquid raw materials believed to be used to manufacture the synthetic drug commonly known as 'space oil', as well as various tools for drug production and packaging. The total drug haul weighed about 38.6kg. The suspect was detained for investigation and will appear at Eastern Court on Monday to face charges of drug trafficking and manufacturing. Fung said investigators believed the 400 sq ft flat had been used as a drug lab for more than a year. He said the operation had prevented a substantial quantity of dangerous drugs from entering the local market.

Hong Kong Urban Renewal Authority eyes Middle East, Europe investors for bonds

Hong Kong's cash-strapped Urban Renewal Authority (URA) will issue another round of bonds this year and has reached out to investors in the Middle East and Europe, the body's outgoing chief has revealed. Advertisement Authority managing director Wai Chi-sing also said that two sites the government gave to the URA this month had strengthened its bargaining power in talks with investors, and that he believed there would be more similar land grants in the future. Wai, who leaves the statutory body on Saturday after serving as managing director for nine years, said the authority would issue bonds again this year and had introduced its work to investors in Europe, the Middle East and Singapore, with more trips planned to continue the outreach. 'The URA has been to Singapore and the UK to introduce our work,' he said, adding that foreign countries might not have bodies like the authority and could be unclear about its work. He said the URA had also been to the Middle East, including Doha and Dubai, but had not decided if it would issue bonds in US or Hong Kong dollars due to market fluctuations. Wai Chi-sing is retiring after nine years as managing director. Better harbourfront access among Hong Kong urban renewal body's plans for site

Hong Kong's Urban Renewal Authority (URA) plans to improve pedestrian connectivity and public access to the harbourfront at one of two sites the cash-strapped body has been granted by the government to boost its finances. Authority managing director Wai Chi-sing revealed more details about the plot in To Kwa Wan in his blog on Sunday, two days after the self-financing statutory body was granted the site and another in Tseung Kwan O at a nominal land premium of HK$1,000 (US$127) for 50 years. 'The land grant represents an opportunity to enhance the connectivity and accessibility between the inland areas of To Kwa Wan and its waterfront spaces through urban renewal, injecting more vibrancy into the harbourfront through diverse development,' he said. The land grant is expected to provide extra financial help for the URA, but the body has to review its operating and financing model so that it can undertake redevelopment projects in a financially sustainable manner. It earlier said it would rezone the site on Bailey Street in To Kwa Wan, which is currently a temporary outdoor car park, for residential use. The land parcel has a proposed total gross floor area (GFA) of 68,490 square metres (737,220 sq ft) with a plot ratio of nine, indicating a high development density. A higher ratio indicates increased density. Wai observed that some road sections connecting the inland areas to the harbourfront in the neighbourhood were blocked by schools and temporary car parks.
