Doha Forum, JIIA launch research initiative on global governance

QNA Tokyo The Doha Forum and the Japan Institute of International Affairs (JIIA) have launched a strategic research initiative focused on the future of global governance. The announcement came during a high-level event jointly hosted by the Doha Forum and JIIA in Tokyo on Wednesday, titled 'Prospects for International Order and Global Governance: A World Without Navigators'. The event brought together over 100 prominent diplomats, academics, policymakers, and private sector leaders to explore the shifting dynamics of multilateral cooperation in an increasingly fragmented global landscape. Discussions during the session addressed key challenges facing the multilateral system, including trade wars, unilateral sanctions, economic protectionism, and the waning influence of major powers, all of which have impacted the credibility of international institutions and global trust. The role of middle powers and other actors in promoting stability, justice, and international cooperation was also examined. A memorandum of understanding was signed between the Doha Forum and JIIA to formalise their research collaboration. In his remarks, Executive Director of the Doha Forum Mubarak bin Ajlan Al Kuwari stated that at Doha Forum, they believe in the importance of long-term strategic partnerships that foster dialogue and contribute to policy development. 'This collaboration with JIIA reflects our shared commitment to principled engagement and research in addressing the complexities of the current global order,' he said. He added that by leveraging the expertise of middle powers and regional voices, they aim to help shape more inclusive and adaptable frameworks for future global governance. For his part, CEO of JIIA Tomoyuki Yoshida said that Japan, as a nation committed to the values of the rule of law and multilateralism, places dialogue over division, openness over isolation, and reform over retreat at the heart of its vision. He added that they are pleased to launch this new research initiative in partnership with the Doha Forum, focusing on the role of middle powers in shaping the contours of the evolving global order. The session was moderated by Professor Ken Endo of the University of Tokyo and featured speakers including Dr. Naoko Eto (Jochi University), Dr. Maiko Ichihara (Hitotsubashi University), Dr Satoshi Ikeuchi (University of Tokyo), and Professor Abdullah Baabood (Chair of the State of Qatar for Islamic Area Studies at Waseda University). It was announced that the results of the initiative's first phase will be presented at the Doha Forum 2025, scheduled to take place in Doha from December 6 to 7, 2025. Final outcomes will be unveiled during a dedicated session at the Tokyo Global Dialogues in 2026, underscoring the momentum and international significance of this strategic partnership.
