36 districts to get P10 million AKAP funds each amid floods, says Romualdez

The government will give 36 legislative districts P10 million each in AKAP funds to aid those affected by the floods brought by Tropical Storm Crising and the Southwestern Monsoon or Habagat, Leyte Representative Martin Romualdez said Tuesday. The aid will be distributed by the Department of Social Welfare and Development (DSWD) led by Secretary Rex Gatchalian. NIA: P339.3M agri damage from Crising, Habagat; many dams at spilling level

The National Irrigation Administration (NIA) reported Tuesday that Severe Tropical Storm Crising and the Southwest Monsoon (Habagat) have so far incurred P339.3 million worth of agricultural damage in the country. Based on its partial report, NIA said the inclement weather affected the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Upper Pampanga River Integrated Irrigation Systems area, CALABARZON, MIMAROPA, the Bicol Region, and Western Visayas. The agency noted that a total of 31,172.23 hectares were impacted by the bad weather, which in turn affected 23,385 farmers. Meanwhile, NIA also logged P866 million worth of infrastructure damage around the country. Crising exited the Philippine Area of Responsibility on Saturday. Earlier today, PAGASA said the low pressure area located east of Aurora has turned into Tropical Depression Dante. The state weather bureau is also monitoring two LPAs, one of which is located within the Philippine Area of Responsibility (PAR). Dams situation NIA also said a number of dams have reached their spilling level. 'Karamihan po ng ating dam dito sa Region III ay nasa spilling level (most of the dams in Region III are at spilling level),' Josephine Salazar, NIA deputy administrator for engineering operations, said during the Palace virtual press briefing. NIA reported that Gumain Dam in Floridablanca, Pampanga is at 2.3 meters, higher than its 2.1 spilling level. Meanwhile, the water level of Tarlac Diversion Dam rose to 6.5 meters, beyond its spilling level of 4.5 meters. NIA Administrator Eduardo Guillen said the agency notifies residents two to three hours before it releases water from the dams. "Mayroon pong protocol iyan na sinusundan natin with Angat and Ipo Dam. So, at least mga two to three hours alam na po nila," Guillen said in the same briefing. (We're following a protocol with Angat and Ipo Dam. He added NIA is using an "advanced weather forecasting system" that has artificial intelligence technology to predict when the water should be released. In a statement, the DA said it earmarked P495.4 million in farm inputs for farmers in Regions I, II, III, IV-A, IV-B and VI. Agriculture Undersecretary for Operations and officer-in-charge Roger Navarro said that additional support, including Quick Response Funds for rehabilitation, Survival and Recovery Loans, and indemnification through the Philippine Crop Insurance Corporation (PCIC), 'will also be made immediately available to affected farmers and fisherfolk.' Preliminary damage estimates from the DA's Disaster Risk Reduction Management Operations Center (DRRMOC) show that the combined impact of Crising and Habagat has caused P134.7 million in losses in rice, corn, cassava, high value crops, fisheries, livestock and poultry. Affected areas span 8,035 hectares while affected farmers and fisherfolk number 6,377. These numbers, however, are still under validation, according to the DA. 'These figures are still subject to change as we continue to assess the situation on the ground,' said Navarro. The DA said it is in collaboration with other government agencies to closely monitor the crisis situation to mitigate disruptions in the food supply chain, particularly for highland vegetables. 'We are keeping a close watch to prevent significant price increases on key agricultural commodities,' said Navarro. Meanwhile, the National Food Authority (NFA) is ready to release rice stocks to support local government units and national disaster relief efforts, according to the DA. — RSJ, GMA Integrated News

PCG Six people were reported due to Tropical Cyclone Crising, the Southwest Monsoon or Habagat, and the low pressure area (LPA), the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday. In its report as of 6 a.m., the NDRRMC said three of the reported deaths were in Northern Mindanao and one each in Mimaropa, Davao Region, and Caraga. Only two of the six reported fatalities have been confirmed so far, according to the NDRRMC. In Barangay Poblacion in Mambajao, Camiguin, the victim was hit by a falling tree on July 19. She was brought to a hospital but she was declared dead due to trauma secondary to external injury. In Barangay Matin-ao in Mainit, Surigao del Norte, another victim was riding his motorcycle from a friend's house when a tree also collapsed and hit him. The NDRRMC said five people were reported injured and six were reported missing amid the bad weather. Impact A total of 1,266,322 persons or 362,465 families were affected by Crising, Habagat, and the LPA in all regions in the country except for Eastern Visayas. Floods, landslides, collapsed structures, and tornadoes were reported in the affected areas. Of the affected population, 17,116 people or 4,991 families were staying in evacuation centers while 65,219 people or 14,524 families were taking shelter in other places. A total of 1,501 houses were damaged—348 totally and 1,153 partially. Damage to infrastructure worth P413,020,214 and to agriculture worth P54,067,336 were reported, according to the NDRRMC. A state of calamity was declared in Umingan, Pangasinan. Assistance worth P61,310,374 has been provided to the victims so far, the NDRRMC said. —VAL, GMA Integrated News
