Tshwane shuts down workers' protest at last minute
Tshwane workers were stopped from picketing despite having permission under the Gatherings Act, triggering outrage. A group of municipal workers pledged they would return to the picket line after the City of Tshwane scuppered their plans yesterday. Themba Nkabinde, leader of the Concerned Tshwane Workers Forum, said they were not giving up. The workers were heading to picket outside the Tshwane House when they were stopped by the head of human resources, who informed them that employees of the city have to follow certain procedures to picket. Apparently, the workers had to get additional permission to picket or march because they were city workers. Nkabinde said they also received the bad news that the promised 5.4% increase owed to workers was not going to be realised. Nkabinde said there was also the matter of 182 employees who were dismissed after the municipal strike in 2021. Sekete Mokobane, deputy convenor for the Concerned Tshwane Workers Forum, said the city should reinstate the dismissed workers. South African Municipal Workers' Union (Samwu) regional secretary Donald Monakisi said the union had not changed its position that the 3.5% salary increase, owed to workers since 2021, must be honoured. 'The delay in payment has imposed significant financial strain on municipal workers,' he said. Ashlea Gardens locals take action as metro drags its feet Residents of Umgazi Road in Ashlea Gardens have taken matters into their own hands after months of unanswered service delivery complaints to the metro. Ward 82 Councillor Siobhan Muller said she first reported the deteriorating condition of the road in April. She added that the report addressed the overgrown vegetation, built-up gravel, a large pothole, and a fading speed bump, with multiple follow-ups since. However, despite submitting a reference number and even providing video evidence of vehicles being damaged, she said the metro has failed to act. 'The residents have since repaired the potholes on their own,' Muller confirmed. 'They will also paint the speed bump that the metro has failed to address.' She said the damage is getting worse because of water, and still, no action has been taken to clear the overgrowth to allow proper drainage. According to Muller, the lack of proper stormwater flow due to clogged verges and gravel buildup has resulted in vehicles swerving dangerously and suffering undercarriage damage. Metro spokesperson Lindela Mashigo attributed the delay to a shortage of human resources. He explained that only one team is currently responsible for servicing wards 82 and 59. Asked about the video submitted by Muller, Mashigo said the metro's regional maintenance team had not received it, but confirmed the issue is now under investigation and will be prioritised. 'A site inspection has been conducted, and cost estimates are underway, with work to clear overgrowth and gravel scheduled for the first week of July.' Mashigo said regarding the pothole repairs and speed bump repainting, under normal conditions, potholes are repaired within two days, and markings are repainted within 21 days, if resources are available. However, ongoing staff and resource constraints have caused further delays. He also advised that residents who have experienced vehicle damage due to the unresolved drainage issues to lodge claims with the city. 'Delictual claims must be supported by proof of all delictual elements,' he said. He said submission of a claim does not guarantee payment. 'Claims must be submitted within six months, as prescribed by Act 40 of 2002.' He said claim forms can be downloaded from the city's website, collected in person from Tshwane House and emailed to claims@ He explained that to prevent similar service failures, the metro plans to appoint additional personnel and conduct regular inspections in Region 3. Image: Supplied / City of Tshwane The City of Tshwane's newly introduced reporting system for fraud, corruption, and financial misconduct prioritises whistle-blower safety, according to MMC for Corporate and Shared Services, Kholofelo Morodi. Morodi encouraged the public and municipal officials to report corruption at walk-in facilities, saying they provide a safe space for sharing information about unlawful activities. She said the city has implemented measures to strengthen confidential reporting of fraud, corruption, and financial misconduct across all departments and entities. The city, she said, has instituted accessible, secure, and anonymous channels through which employees and members of the public can report unethical behaviour without fear of intimidation or reprisal. She explained that the secure and anonymous channels were established per Regulations on Financial Misconduct and Criminal Proceedings, specifically Articles 17 and 18. Whistle-blowers can report malfeasance in person at walk-in facilities located at Tshwane House, Sammy Marks, and Centurion, through the Ethics Management and Forensic Services Division. According to Morodi, municipal facilities 'provide safe spaces' for individuals to report incidents of corruption in person. Alternatively, concerns can also be reported via email to fraud@ managed by trained professionals, or by calling the fraud hotline: 080 874 9263. Morodi said: 'The hotline remains operational and is monitored by dedicated officials.
