Chandigarh to include private schools' data in Vidya Samiksha Kendra

The UT education department has written to private schools of the city to integrate data of the schools in the Vidya Samiksha Kendra (VSK) run by the department. Chandigarh's VSK is connected to the Rashtriya Vidya Samiksha Kendra (RVSK) at CIET-NCERT, New Delhi. (HT photo for representation) Presently, only government school data is being analysed through this platform. Onboarding of all private schools (with valid UDISE+ codes) onto the VSK platform will ensure holistic utilisation of VSK's benefits for all categories of schools and for all stakeholders. Chandigarh's VSK is connected to the Rashtriya Vidya Samiksha Kendra (RVSK) at CIET-NCERT, New Delhi. The VSK, installed in the Sector-9 school education department office, connects systemic data and aims to bring visibility to real time educational datasets. It also enables data driven decisions for both administrative and academic educational stakeholders and is mandated for all states and UTs by the centre. The data of Parakh Rashtriya Sarvekshan 2024 which was recently released for UT schools when hosted on VSK will support the development of inclusive, data-driven educational policies and targeted interventions. This will work for areas such as attendance, assessment, administration and accreditation. Speaking about the initiative, UT director of school education Harsuhinderpal Singh Brar said that the department aims to gather data that accurately reflects the quality and effectiveness of UT's education system while giving insight into where policy interventions and resource allocations are most needed. 'This will allow the department to identify specific areas for targeted improvement, whether it is in curriculum design, teaching practices/training, or learning environments, ensuring every child has equitable access to quality education,' he added. Brar hopes that the process will be carried out within this academic session. UT writes to centre on mandatory biometric Aadhar update of children After the UID Implementation Committee (UIDIC) had directed to give priority to the mandatory biometric update of the children who have attained the age of 5 and 15, the UT director of school education has written to Unique Identification Authority of India (UIDAI) that the UT has adopted the Unified District Information System for Education Plus (UDISE+) developed by NIC, New Delhi and has been implemented in all states/UTs wherein the child-wise data is being collected along with Aadhaar number. When the Aadhaar number of the student/teacher is entered on this UDISE+ portal and checked for validation from UIDAI Portal, it reflects whether the Aadhar entry is validated or not. Brar said that the current UDISE+ portal software returns a report of only the Aadhaar number being verified but does not confirm whether the Aadhar mandatory biometric has been updated for that number or not. He proposed that UIDAI may consider a software update giving an option on the UDISE+ portal to reflect whether the biometric has been updated or not. The centre has accepted this proposal and has begun integrating this in their software.

Chandigarh, Delhi, Punjab, Gujarat, Odisha, Kerala, Haryana, Goa, Maharashtra, Dadra and Nagar Haveli and Daman and Diu and Rajasthan recorded significant improvement in performance among all states and Union Territories (UTs) in the latest Performance Grading Index 2.0 report. The report published by the Union Ministry of Education for 2022-23 and 2023-24 on Thursday details the assessment of school education across various indicators, such as learning outcomes and infrastructure. Chandigarh recorded maximum improvement and achieved a score of 703 out of 1,000, corresponding to Prachesta 1 grade. Emerging as the best-performing Union Territory, it improved its score from 687.8 recorded in the 2022-23 session. The education sector evaluation report is based on six key domains, namely, learning outcomes and quality, access, infrastructure, equity, governance processes, teacher education and training. It features data from Unified District Information System for Education Plus (UDISE+), National Achievement Survey (NAS), PM POSHAN portal, PRABAND portal and Vidyanjali Portal. It is important to note that none of the states featured in the top-scoring range, which is above 761. A total of 24 States and Union Territories improved their scores in 2023-24 compared with the previous year's data. Notably, Chandigarh leads in only two of the six domains, which are infrastructure and facilities and equity. Delhi, Punjab and Gujarat recorded a score above 600. Delhi's score stood at 623.7, indicating marked improvement from the previous 579.3. Punjab and Gujarat, other top performers, recorded scores of 631.2 and 614.4, respectively. On the other hand, Meghalaya registered least improvement in performance indicators and recorded the least score of 417.9, as per Performance Grading Index report. All of northeastern states, including Nagaland, Mizoram, Arunachal Pradesh recorded a score below 500, except for Sikkim, Tripura and Assam. Chandigarh's school education director, Harsuhinderpal Singh Brar, said, 'At the heart of this success are our teachers and the encouragement by the UT administrator and chief secretary, along with the integration between various departments,' HT reported.

The report assesses school education across various indicators including learning outcomes and infrastructure. The report is made across six domains and features data from Unified District Information System for Education Plus (UDISE +), National Achievement Survey (NAS), PM POSHAN portal, PRABAND portal and Vidyanjali Portal. Chandigarh's score is 703 out of 1,000, achieving Prachesta 1 grade as defined in the report for the 2023-24 session. It improved its score from 687.8 in the 2022-23 session. Other top performers include Punjab with 631.2 score and Delhi (623.7). Chandigarh leads in only two of the six domains which are infrastructure and facilities and equity. Chandigarh, Punjab, and Delhi were the top three performers in the Ministry of Education's latest assessment of school education indicators, the Performance Grading Index (PGI) 2.0 report for 2023-24, which was released Wednesday. The PGI was introduced in 2017, and the ministry revamped it as PGI 2.0 in 2021. It is an assessment of school education along six domains – learning outcome and quality, access, infrastructure and facilities, equity, governance processes, teacher education, and training. The latest report, covering the years 2022-23 and 2023-24, draws data from the National Achievement Survey 2021, the Unified District Information System for Education Plus (UDISE+), and information on the mid-day meal programme (PM-POSHAN). States/UTs are scored out of 1,000 points. No state/UT has scored in the higher ranges of 761 and above. The highest scorer was Chandigarh at 703, followed by Punjab at 631.1, and Delhi at 623.7. Kerala, Gujarat, Odisha, Haryana, Goa, Maharashtra, and Rajasthan also scored in the 581-640 range. The state that scored the lowest was Meghalaya (417.9). Just above it were Arunachal Pradesh (461.4), Mizoram (464.2), Nagaland (468.6), and Bihar (471.9). In the middle range of 521-580 were Uttar Praded, Tamil Nadu, Karnataka, Andhra Pradesh, West Bengal, Madhya Pradesh, Himachal Pradesh, and Uttarakhand. The scores are meant to help states/UTs identify areas where they need to make interventions. Of the 36 states/UTs, 25 saw an improvement in their scores in 2023-24 compared to 2022-23. Chandigarh scored 687.8 in 2022-23, and Punjab scored 614.1, followed by the Andaman and Nicobar Islands at 606.4, and Gujarat at 602.2. Chandigarh was the top scorer in 2021-22 as well, with a score of 659, followed by Punjab (647.4) and Delhi (636.2). 'Since the grading and the indicators have undergone changes, the results of PGI 2.0 are not strictly comparable with the previous PGI reports, though the pattern of achievement seems to be like the previous PGI results,' the latest report stated. Referring to the inter-state disparity, the report said, 'The maximum and minimum scores obtained by the States/UTs in 2023-24 are 719 and 417 respectively.'
