Nagpur: The Pachpaoli police station set a new benchmark by completing an investigation in a molestation case and preparing charge sheet within just four hours, which is being hailed as the fastest in Nagpur police history. The incident occurred on Thursday at 4.15pm at a skill development centre in Vaishali Nagar. Police said the trainer, identified as Madan Upadhyay, also touched the woman inappropriately. The survivor, initially taken aback by the unexpected turn of events, recovered from the shock and approached the police on Friday. According to the First Information Report (FIR) registered at 2.13pm on Friday, Upadhyay lured the young woman to his centre under the pretext of offering training and assistance in securing a scholarship under the Prime Minister's scheme. As per the complaint, Upadhyay allegedly promised her a job at a reputed organisation but made an outrageous demand: "If you spend one night with me, what will you lose?" An enraged mob nearly lynched Upadhyay, who is also known to deliver sermons, when police intervened and rescued him. After completing the formalities, Upadhyay was released on bail upon furnishing a surety, with a notice issued to him under applicable provisions of the law. Under senior inspector Baburao Raut, a team of Pachpaoli police conducted investigation at an unprecedented speed. The police recorded statements from two key witnesses, prepared a panchnama of the crime scene, and finalised a 21-page charge sheet within four hours. The charge sheet was processed through the Crime and Criminal Tracking Network System and submitted for approval to the assistant commissioner of police, Shweta Khade, of Lakadganj division. The charge sheet was ready for submission in the court on Friday. However, as the presiding judge was on leave, the charge sheet would be filed in the court on Monday, June 30.

A lawyer and his wife were arrested in Chhattisgarh's Raipur for allegedly killing a 58-year-old client over ₹ 30 lakh, which they had taken from the victim as a loan. They later stuffed the body in a suitcase and filled it with wet cement. The body was found in a big bag on the roadside on June 23. (Representational) The accused has been identified as lawyer Ankit Upadhyay, 31, and his wife Shivani Sharma, 24. The victim, Kishore Paikara, was Upadhyay's client. Paikara had been demanding that Upadhyay return ₹ 30 lakh borrowed from him, Raipur senior superintendent of police (SSP) Lal Umed Singh told reporters. Vinay Yadu (23) and Suryakant Yadu (21) were also arrested for allegedly helping the couple dispose of the body, he added. Paikara was killed at a rented house in Indraprastha Colony on the morning of June 21, said Singh. The body was found in a big bag on the roadside on June 23, when passersby reported a foul smell coming from it. The victim's legs were tied, and his throat was slit. The body was encased in the trolley bag. How was the victim killed CCTV footage showed that three men and a woman transported the bag in the boot of the car. The accused also used a fake number plate to deceive the police. The police identified the car and approached the owner, who said he had sold the car to Upadhyay. They also found that the bag had been purchased from the Gole Bazar area, and payment was made online from Shivani Sharma's account. The trunk arrived at their house in an e-rickshaw. The couple's landlord said they rented the house only last week. They fled to Delhi after murdering the man. They were, however, nabbed at the Delhi airport. Upadhyay told the police that apart from being a lawyer, he used to sell and purchase land, and had helped Paikara sell his house in Bajrang Nagar for ₹ 30 lakh. He had then borrowed the amount from Paikara for some personal work. The victim was demanding it back, which allegedly led to the conspiracy to murder him. He bought a second-hand car using a fake Aadhaar card. He then rented a house. He then drove the victim to the house and killed him by slitting his throat with a knife. An Assam-based Indian Police Service (IPS) officer, Gaurav Upadhyay, has been accused of molesting a minor. A special court in Assam recently ordered the framing of charges under the Protection of Children from Sexual Offences (POCSO) Act and other sections of the IPC against Upadhyay in the six-year-old case. The incident, involving a 14-year-old girl, took place in December 2019, news agency PTI reported. A police case was registered in January 2020. The Criminal Investigation Department (CID) probed the case and submitted its chargesheet against the IPS officer subsequently. In its order, the special court said that there were "two incidents of sexual assault on the survivor" by the accused, who was the superintendent of police of Assam's Karbi Anglong at the time of the incident. "The first assault occurred in the SP Bungalow at Diphu [town in Assam]. The second assault took place in the hotel room where the survivor was staying with her mother and brother," the court was quoted by news agency PTI as saying. The judge noted that as Upadhyay was the Karbi Anglong SP at the time of the incident, it occurred within the limits of his jurisdiction and control as a police officer, attracting clauses (i) and (l) of Section 9 of the POCSO Act and punishable under Section 10 of the same law. The court's order reportedly stated that the use of "criminal force to kiss" the victim and "physical contact and advances" by touching her private parts — as stated specifically by the minor in her statement — leads to charges under Sections 354 and 354A of the Indian Penal Code (IPC). "In the circumstances, charges under Section 10 of the POCSO Act and Sections 354, 354A of the IPC are hereby framed," the special judge ruled. Section 10 of the POCSO Act deals with the punishment for aggravated sexual assault, while Sections 354 and 354A of IPC are for offences related to assault or criminal force on a woman with the intent to outrage her modesty or sexual harassment Gaurav Upadhyay is an IPS officer of 2012 batch. He hails from Uttar Pradesh. As per his LinkedIn profile, Upadhyay "transitioned into the Indian Police Service borne on Assam-Meghalaya Cadre" in 2012 and "served as Superintendent of Police in four challenging districts, overseeing Crime Detection and Prevention, managing Law and Order, Logistics etc." Upadhyay is currently the additional secretary of the state Transport Department; State Project Director, Assam Inland Water Transport Development Society; and Project Officer, Assam Integrated River Basin Management. Gaurav Upadhyay said in his LinkedIn profile that he also has an extensive experience in the Information Technology sector. "Holding a in Information Technology and an MBA in IT and Marketing from the Indian Institute of Foreign Trade, he possesses a solid foundation in both technical and managerial domains," the profile read. It added, "Over a span of nearly six years in IT Multinationals such as IBM, Black Box Corporation, and Dimension Data, he excelled in roles involving account management, market segment analysis, and business development across northern India."
