DM pulls up officials over delayed vehicle inspection centre project
Kanpur: District Magistrate Jitendra Pratap Singh, on Thursday conducted a surprise inspection of the long-delayed Inspection and Certification (I&C) Centre project under the Transport Department and expressed strong displeasure over the gross negligence exhibited by the executing agency.

Taking serious note of the delay and the poor implementation, the DM directed the Transport Department to identify the officers responsible and submit a report fixing accountability. He further asked the department to recommend strict action to the government against those found guilty of dereliction of duty.
Singh also issued stern instructions to the working agency to set a definitive timeline for the remaining construction and ensure early completion of the project.
Currently, vehicle inspection and certification is being done temporarily at a facility in Panki.
The I&C project, sanctioned in 2018 with a budget of Rs 8.39 crore, has already seen an expenditure of Rs 6 crore but remains incomplete. It is one of the oldest pending projects in the district and is under active review on the Chief Minister's dashboard.
During the inspection, it was found that an unnecessary training centre had been proposed in the middle of the project, which later had to be scrapped.
The original Detailed Project Report (DPR) was prepared by the Uttar Pradesh Nirman and Shramik Seva (UPNSS), now UPARNSS. However, the DPR was riddled with technical flaws, largely due to inadequate departmental coordination.
Alarmingly, the agency that drafted the DPR is now seeking technical inputs from other departments—an obligation that originally fell within its own scope.
The DM directed officials to immediately resolve administrative and technical bottlenecks by coordinating with the Principal Secretary of the Transport Department and other concerned authorities.
He emphasized that operationalising the project would mark a significant step toward establishing a transparent and efficient vehicle inspection and certification system in the city, ultimately benefiting the general public.
