Signal No. 3 hoisted over 3 areas as Emong to pass Batanes, Babuyan Islands
Tropical Cyclone Wind Signal (TCWS) No. 3 is in effect over parts of Ilocos Norte, Apayao, and Cagayan as Severe Tropical Storm Emong is expected to pass close or over Batanes and Babuyan Islands from Friday afternoon to evening. In its 11 a.m. bulletin on Friday, state weather bureau PAGASA said the following areas are under TCWS No. 3: northeastern portion of Ilocos Norte (Bangui, Pagudpud, Dumalneg, Piddig, Vintar, Adams, Carasi) northern portion of Apayao (Calanasan, Luna) northwestern portion of mainland Cagayan (Santa Praxedes, Claveria, Sanchez-Mira, Pamplona) TCWS No. 2 is raised over the following areas: the rest of Ilocos Norte northern portion of Ilocos Sur (Santa, Caoayan, City of Vigan, Bantay, Santa Catalina, San Vicente, Santo Domingo, San Ildefonso, Magsingal, San Juan, Cabugao, Sinait) the rest of Apayao northern portion of Abra (Pidigan, San Juan, Tayum, Langiden, Sallapadan, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub) Batanes northern and western portion of mainland Cagayan (Piat, Camalaniugan, Tuao, Buguey, Aparri, Allacapan, Rizal, Lasam, Ballesteros, Abulug, Santo Niño) Meanwhile, TCWS No. 1 is hoisted over the following areas: the rest of Ilocos Sur northern portion of La Union (Luna, Santol, City of San Fernando, San Juan, Bagulin, Bangar, San Gabriel, Bacnotan, Sudipen, Balaoan) the rest of Abra northern portion of Benguet (Mankayan, Kapangan, Atok, Kabayan, Kibungan, Bakun, Buguias) Kalinga Mountain Province Ifugao the rest of mainland Cagayan northern portion of Isabela (Quirino, Mallig, Quezon, Delfin Albano, Tumauini, Maconacon, San Pablo, Santa Maria, Cabagan, Santo Tomas, Roxas, San Manuel) Emong was last located in the vicinity of Calanasan, Apayao with maximum sustained winds of 95 kph near the center and gusts of up to 160 kph. It was moving north northeastward at 40 kph. "EMONG is about to emerge over the Babuyan Channel. On the track forecast, it will pass close or over Babuyan Islands and Batanes from this afternoon to early evening while accelerating north northeastward," PAGASA said. It is expected to exit the Philippine Area of Responsibility (PAR) Saturday morning. "EMONG will continue to weaken throughout the forecast period due to increasing unfavorable environment. It will likely degenerate into a remnant low tomorrow evening while entering the East China Sea. US Embassy in Manila to resume consular operations on July 25
The US Embassy in the Philippines announced Thursday that visa interviews and appointments for US citizens will resume on Friday, July 25, after its consular section suspended operations due to inclement weather. The embassy added that its offsite visa application center in Parañaque City will also open tomorrow, Friday, for all scheduled biometrics appointments. "Please be advised that the Embassy may still cancel consular appointments if weather conditions worsen overnight. Monitor our website and social media accounts for updates," the advisory read. "Consular clients who are unable to attend their scheduled appointments tomorrow due to travel cancellations, road closures, and other factors caused by recent weather conditions should reschedule through our official appointment process." Visa applicants may reschedule their interviews via Meanwhile, US citizens who need to reschedule Consular Report of Birth Abroad (CRBA) appointments should email ManilaCRBAappt@ with the subject line, "Request for Rescheduling of Appointment," the embassy added. Marikina City declares state of calamity
The Marikina City government on Wednesday declared a state of calamity as residents reel from the impact of continuous downpours due to Tropical Cyclone Crising and the Southwest Monsoon or Habagat. By virtue of City Council Resolution 109 Series of 2025, the Marikina local government unit (LGU) declared the state of calamity with the goal of expediting the delivery of assistance and ensuring the well-being of affected residents, Marikina Mayor Maan Teodoro said in a Facebook post. The status of the Marikina River was lowered to first alarm on Tuesday, after reaching the critical third alarm with 18.3 meters on Monday evening. A total of 1,637 individuals, or 346 families, were evacuated as of Tuesday evening, according to a 24 Oras report by Mariz Umali. 3 Luzon dams release water due to heavy rains — PAGASA
State weather bureau PAGASA said Wednesday three dams in Luzon continued to release water amid heavy rains due to the Southwest Monsoon or Habagat and a low pressure area (LPA). According to PAGASA, Ipo Dam in Bulacan and Ambuklao and Binga Dams in Benguet were still releasing water as of 8 a.m. Ipo Dam opened one gate at 0.2 meters as its reservoir water level (RWL) reached 100.17 meters, slightly lower than its normal level of 101.10 meters. Ambuklao Dam, meanwhile, opened three gates at 1.5 meters each as its water level eased to 750.70 meters from 751 meters on Tuesday. Its normal water level is 752 meters. Likewise, Binga Dam opened two gates each at one meter. Its current water level was at 574 meters, lower than its normal water level of 575 meters. Heavy rains continued to persist over parts of the country due to the effect of the Habagat and the LPA. PAGASA said Metro Manila, Benguet, Pangasinan, Tarlac, Pampanga, Bulacan, Zambales, Bataan, Cavite, Laguna, Batangas, Rizal, and Occidental Mindoro may experience monsoon rais while the rest of MIMAROPA, La Union, Nueva Ecija, Quezon, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Antique, Iloilo, Guimaras, and Negros Occidental may observe occasional rains. Cloudy skies with scattered rains and thunderstorms is forecast over the rest of Luzon and Visayas, while partly cloudy to cloudy skies with isolated rain showers or thunderstorms may prevail over Mindanao. Habagat dumps rains as Crising moves away from PAR
Severe Tropical Storm Crising (international name: Wipha) is now moving away from the Philippine landmass, but the southwest monsoon or habagat will continue to affect a wide swath of the country from northern Luzon to Metro Manila down to Visayas and Mindanao. Based on the cyclone bulletin released 5 p.m. Saturday by weather service PAGASA, tropical cyclone wind signal warnings were lowered across all areas of the country. Crising was last seen at 345 kilometers west of Itbayat, Batanes with maximum sustained winds of 100 kph and gustiness of up to 125 kph. A gale warning is still in effect over the seaboard of Northern Luzon following Crising's exit from the Philippine Area of Responsibility (PAR) on Saturday morning. Crising will continue to move generally west northwestward over the next 24 hours towards southern China, and will continue to intensify into a typhoon as it moves closer to Hong Kong. Habagat effects PAGASA's daily weather forecast at 4 p.m. Saturday afternoon said the southwest monsoon continues to affect the entire country. It is expected to cause monsoon rains over Zambales, Bataan, and Occidental Mindoro, and occasional rains over Metro Manila, Ilocos Region, Abra, Benguet, the rest of Central Luzon, CALABARZON, the rest of MIMAROPA, Bicol Region, Western Visayas, and Negros Occidental. Cloudy skies with scattered rains and thunderstorms are forecast over the rest of Luzon, the rest of Visayas, Zamboanga Peninsula, Northern Mindanao, Caraga, and Lanao del Sur. The rest of Mindanao will have partly cloudy to cloudy skies with isolated thunderstorms. Flash floods or landslides may occur in some parts of the country as a result of these weather conditions. Strong to gale-force winds with rough to very rough waters may be expected in the northern and western sections of Northern Luzon.
