Agency: Last Updated: New Delhi, Jul 29 (PTI) Delhi Lieutenant Governor V K Saxena has approved the inclusion of banking, non-banking financial companies (NBFCs), and gas supply under public utility services, Raj Niwas officials said on Tuesday. The move will facilitate the swift resolution of disputes in these sectors through permanent Lok Adalats, they said. A proposal of the Delhi government's Law Department to include these services under the category of public utility services was sent to the Lt Governor, citing an increasing volume of disputes. It was pointed out by the proposal that a large number of disputes related to loans, financial recovery, savings and investments, service deficiencies, and billing issues in banking and non-banking financial sectors could be effectively and expeditiously resolved outside conventional courts, if these were notified as public utility services. 'Such inclusion would empower permanent Lok Adalats to take up these matters, reduce the burden on regular courts and provide accessible, low-cost, and time-bound legal remedies to the public," said an official. The three services were closely aligned with the characteristics of public utility services, and given the increasing volume of cases related to them, there was a pressing need to ensure expeditious, cost-effective and amicable resolution of such matters, the proposal said. Further, disputes related to these services often involved individuals who could not afford prolonged litigation and, therefore, the permanent Lok Adalats could provide a simplified and affordable alternative for resolving such disputes. In Delhi, three permanent Lok Adalats are currently functional for the resolution of electricity-related disputes involving the power discoms. The Delhi State Legal Services Authority (DSLSA) is also in the process of setting up another permanent Lok Adalat to cater to other public utility services that include transport, postal, telecom, water supply, public sanitation, health and insurance services, among others, the official added. New Delhi: Lieutenant governor VK Saxena gave his approval on Tuesday to include banking, non-banking financial companies and gas supply services as public utilities for the "swift resolution" of disputes through permanent Lok Adalats. According to an official, a proposal to this effect was sent by Delhi govt's law department, citing an increasing volume of disputes pertaining to banking and other financial institutions and the supply of gas services in the city. The move, said officials, was expected to provide "faster, more equitable and efficient" legal redressal for a large segment of the population dealing with common service-related grievances. Lieutenant Governor VK Saxena on July 28 issued an order for commencing the Monsoon session of Delhi Assembly from 4 August, which will be the first for Rekha Gupta-led Delhi government after forming the government in February this year. The school fee regulation bill is on the agenda when it begins. 'In exercise of the power conferred upon me by Section 6(1) of the Government of National Capital Territory of Delhi Act, 1991 (Central Act No.1 of 1992), I, hereby summon the Third Session of the Eighth Legislative Assembly of the National Capital Territory of Delhi to meet at Assembly Hall, Old Secretariat, on Monday, the August 4, 2025 at 2 p.m," he stated. The session will run for five days. It will shift to digital, with completely paper-less rollout under the National e-Vidhan Application (NeVA), according to officials. For that, a three-day practical training programme for MLAs kicked off on Monday, July 21, at the Vidhan Sabha Complex. A total of 18 computer systems have been installed for the sessions, with expert trainers from the Ministry of Parliamentary Affairs guiding legislators from July 21 to 23. The NeVA initiative is moving forward consistently and is anticipated to be finalised before the monsoon session starts. This will greatly improve the digital transformation of legislative operations, allowing smooth electronic access to parliamentary sessions and official records. 2. The Bharatiya Janata Party (BJP) govt in Delhi will likely to introduce important bills and policies. One of which is Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, officials said. The Cabinet-approved ordinance from April 29 introduces stringent penalties for schools that arbitrarily hike fees, including the potential loss of the right to propose future fee revisions. For a first offense, schools may be fined between ₹ 1 lakh and ₹ 5 lakh, while repeat violations carry increased fines ranging from ₹ 2 lakh to Rs10 lakh. If a school fails to refund the fees within the designated timeframe, the ordinance mandates that the fine will double after 20 days, triple after 40 days, and continue to rise with every additional 20-day delay. The draft also targets individuals involved in repeated violations, barring them from holding official positions within the school management. Furthermore, school management may lose their privilege to propose fee revisions going forward. 3. 'We will highlight achievements of the government in the House and raise issues related to people's welfare,' Abhay Verma, the chief whip of the ruling party, stated. Meanwhile, Aam Admi Party (AAP) MLA Atishi mentioned the parents of school children are "angry and helpless." She blamed the BJP government for "openly" aligning with private school managements while "ignoring" their "plight". A year after three civil services aspirants died in a flooded basement at a coaching centre in Rajinder Nagar, Delhi Lieutenant Governor VK Saxena on Monday inaugurated the city's third library for UPSC aspirants under the 'Aarambh' initiative in Dwarka's Sector 16-B. 'If you remember that last year on July 27… a tragic incident happened at Rajinder Nagar where three students lost their lives. These students were studying in the library when the basement was flooded and they lost their lives. In my opinion, nothing can be more tragic than this. I went there immediately and assured the students who were on strike that it would be my endeavour to provide the best facilities to the students. I am happy that within a year, we were inaugurating the third library for them,' the L-G remarked at the inauguration. The 'Aarambh' initiative was launched by the L-G in response to the July 2024 incident in Rajinder Nagar, aiming to provide students safe, affordable and modern reading spaces. The three UPSC aspirants had died in the library at Rau's IAS Study Circle in the basement when the incident happened. Meanwhile, the library inaugurated on Monday has been set up by the Delhi Development Authority (DDA) in a repurposed community hall and will operate round-the-clock. It has an overall seating capacity of around 200 students, accommodating 66 students in each of the three eight-hour slots. It is envisioned as an inclusive and contemporary study space for students, researchers, and lifelong learners. Enrollments are now open to the public, with three 8-hour shifts available daily at a nominal charge of ₹1,000 per shift per month, ensuring affordability along with quality, said officials. According to officials, the capacity of the Rajinder Nagar library has already been doubled to meet rising demand. The DDA said it will continue converting underused community halls into reading spaces as part of this initiative. This is the third such library to be opened under the initiative. The first was inaugurated in Old Rajinder Nagar in January, followed by one at Adhchini Village earlier this month. Two more are planned in Vikaspuri and Rohini, the DDA said. The Dwarka library includes modular study tables, high-speed Wi-Fi, CCTV surveillance, lockers, and separate washrooms, including one accessible toilet. It also houses a cafeteria, outdoor seating, an open-air gym, and a running track. 'Today's inauguration reaffirms our unwavering commitment to Delhi's students, providing them with excellent, safe, and affordable facilities to shape their future. This initiative is aimed at building an inclusive study environment and the best possible infrastructure in the National Capital,' the L-G asserted.
