Accused in Lapu Lapu festival carnage in court for mental fitness trial
The man charged with 11 counts of second degree murder related to the deaths at a Filipino festival in Vancouver in April was in Vancouver provincial court on Wednesday to learn if he's mentally fit to stand trial. Kai-Ji Adam Lo, 30, who has been in custody since April 26, the day of the festival, stared with wide eyes as he entered the prisoner's dock at the Downtown Eastside courtroom that was three-quarters occupied. Lo, wearing a long-sleeved navy blue sweatshirt and matching sweat pants, his hair dishevelled, sat without a word or expression in the dock while a witness gave testimony during the first day of a two-day hearing. He faces 11 murder charges, three of which Vancouver Police had added on Tuesday to the previous eight laid in the weeks after the incident. Lo was arrested at the festival site after a black SUV was driven through a crowd of people 15 minutes after the end of a daylong festival held by Vancouver's Filipino community to celebrate Lapu Lapu Day near 41st Avenue and Fraser Street in east Vancouver. Eleven people were killed, including a five-year-old girl, her parents and a 65-year-old, and dozens more were injured. Judge Reg Harris restated a publication ban at the start of Wednesday's hearing, that prevents the disclosure of any evidence or facts heard during the two-day hearing. That includes any submissions by Lo's lawyer, Mark Swartz, or the prosecutor Michaela Donnelly. Such publications bans are common in pretrial hearings to protect the trial process, especially if the accused chooses to be tried by jury and judge. Harris had ordered a psychiatric assessment at Lo's earlier court appearance to determine whether Lo could be found not criminally responsible because of a mental disorder. The outcome of the two-day hearing can be made public. The hearing continues.

Accused in Lapu-Lapu attack facing more murder charges, Vancouver police say

The man accused of intentionally driving an SUV into the crowded Lapu-Lapu Day festival in Vancouver earlier this year is facing additional murder charges, police announced Tuesday. The B.C. Prosecution Service has approved three more counts of second-degree murder against Kai-Ji Lo, bringing the total to 11 – one for every person killed during the April 26 celebration of the Filipino community. In a news release, the Vancouver Police Department said the additional charges were approved following 'a review of evidence submitted by' homicide investigators. 15-year-old boy stabbed to death near Vancouver law courts, police say
Vancouver police say they are investigating the murder of a 15-year-old boy who died after being stabbed Saturday night near the Vancouver Law Courts at Smithe and Hornby streets. "Vancouver police investigators have been working non-stop to secure evidence, identify witnesses, and find the person, or people, responsible for this murder," said Sgt. Steve Addison in a statement. Police said the victim, a Surrey resident, was stabbed sometime before 11:40 p.m. PT. A passerby called 911. Officers located the boy, who was treated by other first responders, on Hornby Street. The victim died in hospital early Sunday morning, said police. No arrests have been made, and police are asking anyone with information or dashcam footage from the area at the time to come forward. Police are not releasing the name of the victim at this time. Addison told reporters in a news conference on Monday that police may eventually choose to release surveillance footage of the area as they continue their investigation. He did not say if a suspect had been identified in the stabbing and urged anyone driving in the area between 11:25 p.m. and 11:40 p.m. to send dashcam video to told reporters Vancouver's downtown core was particularly busy on Saturday night, given the Celebration of Light fireworks event that had just wrapped up in the West End. "Lots of vehicle traffic in that block, it's downtown Vancouver, lots of cars driving around," he said. "And there may be people with dashcam video, who were passing through the area at the time, who perhaps unknowingly captured something that might be of use to our investigators." Addison said he wasn't aware of whether the victim had attended the Celebration of Light event, and there was an altercation prior to the stabbing. While the stabbing was not related to the Celebration of Light, he said that police would be changing their security plans for the next leg of the event on Wednesday after a few fights were reported as crowds were leaving on Saturday. "That may include additional officers, placing officers at more strategic locations so that we have that additional presence in places where we had some challenges ... so that we can address those and mitigate those concerns," he said.
