Political row erupts over Bedford Borough Council's finances
A council is facing a claim that it is effectively bankrupt following a review of its finances.A study of the financial position of Bedford Borough Council by the Chartered Institute of Public Finance and Accountancy (CIPFA) has highlighted a number of leader Henry Vann, a Liberal Democrat, said he had been "told that Bedford Borough Council is in effect bankrupt".But Conservative group leader Graeme Coombes said "Bedford Council is not bankrupt" and it was "a staggering attempt by... Vann to mislead the public". The CIPFA review found that the council needed "a robust, credible strategy" to secure its longer-term financial future and that it needed to be "prepared to act boldly and make 'politically unattractive' decisions", reports the Local Democracy Reporting report highlighted a projected overspend for the current financial year that could deplete the authority's entire general reserve, and it added that "we believe the council is already in S114 territory".An S114 means a council's forecast spending exceeds its income, and it cannot meet its financial obligations without drastic measures. It is a formal notice that freezes all non-essential spending.A spokesperson for the authority said it had "commissioned CIPFA to undertake a review of the council's financial resilience and financial management".They added that it "reflects a shared commitment from the corporate leadership team and cabinet to ensure the long-term sustainability of the organisation".The council said the report confirmed it was facing financial challenges, which were "driven by high spending on temporary accommodation and growing pressures in children's services and adult social care".An improvement plan is being prepared to "return the council to a sustainable position". The authority is under no overall control but its cabinet is made up of nine Conservative members – including the mayor, Tom Wootton – and an report has sparked a political row with the Lib Dems, who are the largest opposition said: "It is deeply sad that, despite our repeated warnings, we now see the Conservative mayor's decisions leading us to this disastrous point."He added that he "urgently called on the mayor to produce a recovery plan" and "cancel wasteful spending that does not protect residents".However, Coombes said: "The CIPFA report confirmed the root causes of Bedford's financial situation are not just recent, and stem from over a decade of financial recklessness and poor governance by the previous mayor, in whose cabinet Vann served."He added that "Vann's fingerprints are all over the current financial predicament and it's Bedford residents who are paying the price". Bronx NYCHA apartments have been dealing with low water pressure since August, tenants say
Several Bronx residents are claiming they haven't been able to take a hot bath or shower for months, due to extremely low water pressure or no water at all. Tenants at the Patterson Houses want answers from NYCHA. Daisy Dougwillo and T. Vann live on the 13th floor one of the development's buildings. "Since August, we have no hot water. The water doesn't come up. When it comes up, it drips. You can see right now it's trying to work. It's turning on and off," Dougwillo said. They say they've filed multiple complaints with NYCHA and the building's leasing office, but have yet to have any success getting hot water in their apartments. "I would love to take a nice, hot bath. It's terrible. Come home from work, and I got a bowl of water to wash up, day, night, and it's frustrating," Vann said. The women shared they currently have to go to great lengths to do things like bathe and wash dishes. "If you see, I have a pot here. If you see behind you, I have a big pot that I had to purchase. That's the only way that I can do the little bit of dishes, to bathe, to clean my floors. I have to boil water," Dougwillo said. Dougwillo said it takes hours just to get enough water to give her daughter a bath. "I just want them to fix the water. Like I said, I've been here 27 years. I've never had this problem ... I expect to be able to take a shower when I come home for work," Vann said. Earlier this week NYCHA released a statement to CBS News New York saying, in part, "NYCHA is actively checking apartments on the top floors for water pressure issues and promptly making necessary repairs to the buildings pumps to remedy this issue. NYCHA encourages residents in need of assistance to call the Customer Contact Center at 718-707-7771 or submit work tickets through the MyNYCHA application." Friend of Dothan man killed in ATV crash speaks on freak accident at his park
DOTHAN, Ala (WDHN) — A deadly UTV crash that left a Dothan man dead over the weekend at a Holmes County adventure park is one that the park's owner says has never happened before. That deadly accident occurred in Holmes County at the Mudd'n 185 Off Road Adventure Park Sunday afternoon. The owner of the park, Paul Vann, tells WDHN that this was a first since the park opened six years ago. Vann is also a friend of the man who died in the crash. 'Nobody wants to see it, no place. Just a bad thing for everybody,' Dothan man dead after ATV crash at Holmes County adventure park A group of Wiregrass residents decided to go off-roading on the 24 miles of trail at the park yesterday afternoon after rain rolled through the area early that morning. 'A good guy. A good group. You know they don't haul butt on the trail , they ride responsibly like they are supposed to,' During the ride, the crew was taking it slow riding the muddy terrain, when the man from Dothan went into a rut filled with water, with his driver-side wheel at an awkward angle and his buggy overturning, submerging the man in water. 'The guy had a freak accident. They tried all they could to try and help him, but in the long run couldn't do it,' Ambulances later arrived, pulled him out of the water and tried to bring him back, but couldn't. He was pronounced dead at the scene. The man's fiancé was also in the vehicle at the time of the accident but wasn't injured. officials say both of them were wearing seatbelts at the time of the accident. Viral video shows man beating, shooting at animals, arrest expected soon in Dale County The Florida Highway Patrol does not release the names of victims. We have reached out to authorities in Holmes County for more information. Oklahoma took a 44-35 lead into halftime and led 58-48 after three quarters. DeYona Gaston had a three-point play and scored the first nine points of the final quarter to get the Tigers (12-12 3-8) within 58-57 with 8:28 remaining. Vann answered with a three-point play for the Sooners, but Gaston hit a jumper and Mar'shaun Bostic followed with a layup to give the Tigers their first lead at 66-65 with 3:30 left. Verhulst made 1 of 2 at the line to put Oklahoma ahead by a point and Gaston made the second of two free throws to tie it at 71 with 24 seconds remaining. Verhulst was fouled with four seconds to go and made two for the victory after Gaston missed the game's final shot. Gaston finished with 24 points and Bostic added 16 points, six rebounds and five assists. Auburn had never played a game in the state of Oklahoma and was looking for its first road win over a ranked SEC team since beating Georgia in 2011. The two schools met just once prior when Auburn beat the visiting Sooners 95-79 in 2018 in the SEC/Big 12 Challenge. Auburn plays at No. 15 Tennessee on Thursday.
