Goa's 2.7L sqm green cover erased in just 3 weeks
Panaji: In a span of just three weeks, Goa's town and country planning (TCP) department approved the conversion of over 5 lakh sqm of land under Section 39A — a provision meant for minor land use changes. Multiple approvals were granted in the villages of Raia (Salcete), Ella (Tiswadi), and Corgao (Pernem), where contiguous tracts of orchard and natural cover land — often with slope protection — were rezoned for settlement. The TCP granted multiple approvals for change of zone, suggesting piecemeal conversion of natural cover and no development slope to settlement zone. The conversion of several small parcels ranging in size from 300sqm to 3,265sqm suggests potential parcelisation of green cover. Larger land parcels were put up for conversion at Ella and Corgao, with 1.64 lakh sqm and 69,392 sqm being opened up for construction. The TCP said that the change of zone was approved after scrutinising the applications and seeking reports from relevant departments such as the water resources department and the forest department. Bardez and Pernem dominate the list of approved conversions under Section 39A in terms of frequency, with villages like Assagao, Siolim, Oxel, Reis Magos and Parcem featuring prominently. The outlier in this incremental conversion exercise is 2.8 lakh sqm land parcel at Loliem that changed from partly settlement to no development slope. The rare reversal in trend was based on an application by the residents of Loliem. Chief town planner (planning) Vertika Dagur said that the alteration and modification of the regional plan shall be subject to the outcome of the writ petitions which are pending before the high court of Bombay at Goa.

After govt names new chief town planner, Rane names own person
Panaji: In an unprecedented administrative showdown between ministries led by chief minister Pramod Sawant and town & country planning minister Vishwajit Rane , two different orders from the personnel ministry and TCP ministry appointed two different people to the same post of chief town Monday, the personnel department under CM Sawant issued an order appointing senior town planner R K Pandita to the post. However, the very next day, the Rane-led TCP ministry issued an order appointing Vertika Dagur as chief town post had had fallen vacant as on April 30, chief town planner Rajesh Naik, who was granted an extension in service, was suspended on the last day of his extension 'with immediate effect' in connection with the alleged underassessment of fees for land conversion under Section 17(2) of the TCP Act, causing a loss of crores to the are three chief town planners in the TCP department. Fee shortfall recovered in 40 zone-change cases, HC told
Panaji: To deal with the underassessment of zone-change fees , 47 assessment orders for the recovery of the fee shortfall have been issued, the town and country planning (TCP) department has told the high court. Of these, in 40 cases, additional fees as stipulated by the revised assessment orders have already been recovered, Vertika Dagur, holding the additional charge of the chief town planner (administration), submitted to the high court. In the remaining cases, the TCP department has rescinded the notifications issued under Section 17(2) of the TCP Act after the parties did not pay even after the expiry of the seven-day deadline, she said. The high court is hearing a PIL alleging that the TCP department underassessed fees for the conversion of zones under Section 17 (2), causing a loss of crores to the exchequer. The petitioners told the court that the TCP department deliberately underassessed fees, applying the old rate of Rs 200 per sqm instead of Rs 1,000 per sqm. The high court last month directed the chief secretary to examine the allegations, observing that if found to be correct, they are 'quite serious as they directly affect the revenue of the state, ultimately the public exchequer'. Moreover, the high court called for a thorough inquiry into the matter, considering the huge loss of revenue that could have occurred but for the timely objection of the finance department.
