State govt to hold meeting on Devnarayan scheme pending issues

Jaipur: After postponing review initially set for June 26, State govt has decided to hold meeting to assess pending issues under Devnarayan scheme on July 15. Gurjar Aarakshan Sangharsh Samiti, led by Vijay Bainsla, had previously demanded that State govt to soon convene a meeting to review backlogs under Devnarayan scheme. He had raised concerns on 'X' about critical situation at Devnarayan Govt Girls Residential School in Maksudanpura, Sawai Madhopur, where 280 students are affected by a complete staff vacancy. He wrote, "At Devnarayan Government Girls' Residential School, Maksudanpura, the future of 280 girls is in jeopardy. What could be more appalling for any school than having vacancies from principal to fourth-grade positions? Was this the purpose of establishing Devnarayan Scheme?" He added, "This situation is prevalent in most schools, which is why we have to organise a grand council!" he wrote. Bainsla also said, "Before end of this month, we will be holding another meeting with the community in Western Rajasthan. We need to give a status update about the agreement reached between Gurjar Aarakshan Sangharsh Samiti and the Rajasthan govt at the Peelupara Mahapanchayat on June 8."

Rajasthan govt to look into demands of Gurjars

Jaipur: The Rajasthan government has formed a three-member cabinet committee to look into the demands of the Most Backward Classes (MBC), including the gurjar community, and suggest solutions. State Law Minister Jogaram Patel, Social Justice and Empowerment Minister Avinash Gehlot and Minister of State for Home Jawahar Singh Bedham are the members of the committee. Minister of State for Home Jawahar Singh Bedham belongs to the gurjar community and was previously active in the gurjar movements led by Colonel Kirori Singh Bainsla. 'Thanks to Honorable Chief Minister Shri Bhajanlal Sharma ji for forming a cabinet committee of three ministers under the agreement reached between Gurjar Arakshan Sangarsh Samiti and Rajasthan Government on June 8, 2025, in Pilupura,' gurjar leader Vijay Bainsla said on X. Sharing a copy of the order, Bainsla said, 'We have full faith and hope that the state government under the leadership of the honourable chief minister will call a cabinet meeting as soon as possible and send a recommendation to the central government to include MBC reservation in the Ninth Schedule of the Constitution and will also work to get all the other demands under the agreement fulfilled positively within the stipulated time.' The Ninth Schedule contains a list of laws that are shielded from judicial review. A gurjar 'mahapanchayat' was held at Karwari Shaheed Memorial (Pilupura) in Bharatpur on June 8 to press various demands of the community including the inclusion of MBC reservation in the 9th Schedule of the Constitution. Vijay Bainsla, President of the Gurjar Arakshan Sangharsh Samiti, read out the government's assurance during the meeting, after which the mahapanchayat concluded with the community's consent. Kirori Singh Bainsla, Vijay Bainsla's late father, had led several Gurjar agitations since 2006, including rail blockades on key routes.

Meetings planned to address Gurjars' seven demands

Jaipur: Following assurances from the state govt to the Gurjar Aarakshan Sangharsh Samiti on June 8, three different levels of meetings are scheduled in the coming weeks to address the Gujjar community's seven demands. The first meeting, scheduled for June 26, will focus on reviewing backlogs and evaluating the progress of Devnarayan Yojana. State govt officials will meet with representatives nominated by the Sangharsh Samiti for the purpose. A second meeting with the ministerial sub-committee is planned for late June to discuss crucial issues including the roster system, pending recruitments under the MBC quota and resolution of pending cases. The third and most significant meeting will involve cabinet approval for including the 5% MBC reservation in the Constitution's Ninth Schedule, followed by an appeal to the Central govt for implementation. "A separate meeting to address the pending cases is likely to be decided during the meeting of the ministerial sub-committee," said a source. Vijay Bainsla, convenor of the sangharsh samiti, expressed optimism following a recent review of the Devnarayan scheme by minister for social justice and empowerment Avinash Gehlot. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Berlin: Rentner zahlen zu viel für Hörgeräte – Das ist der Grund Gutes Hören Undo "The assurance of distributing pending old scooties is a very positive sign," Bainsla said. Key demands from the Samiti include prioritising the settlement of police cases related to the Gujjar quota agitation as per 2023 procedures. The govt has also agreed to review compassionate appointment cases, particularly for the family of late Roop Narayan Gurjar, who died during the agitation. Further, the govt has committed to quarterly meetings of the ministerial committee and monthly reviews of the Devnarayan Yojana's progress.

BJP silent over Vijay Bainsla's open challenge

1 2 Jaipur: State BJP 's continued silence over Vijay Bainsla, president of Gurjar Arakshan Sangharsh Samiti and a party member, has raised serious questions about internal discipline and leadership authority in the party ranks. Bainsla successfully pressured the BJP-led state govt by threatening a major stir if the demand for 5% reservation for Most Backward Classes (MBC) was not included in the Ninth Schedule of the Constitution. While the govt appeared to soften its stance under pressure, the party leadership neither condemned nor commented on Bainsla's confrontational posture. This move was interpreted by political observers as a crack in the BJP's disciplinary framework. Bainsla, who contested and lost the 2023 Assembly elections from Deoli-Uniara to Congress candidate Harish Meena, was reportedly sidelined within the party since then. Party insiders say he was not given space to raise community demands and was denied a ticket in the Deoli-Uniara bypolls in Nov 2024, fuelling his frustration and pushing him to take an aggressive stance to regain his position in the community. "The party didn't want to open a new front in the form of Bainsla, especially at a time when it is already struggling to manage cabinet minister Kirori Lal Meena," said a senior party leader, on condition of anonymity. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch CFD với công nghệ và tốc độ tốt hơn IC Markets Đăng ký Undo Another senior BJP leader acknowledged that Bainsla commands considerable support among the Gujjar community, particularly on the reservation issue. "Being the son of the late Kirori Singh Bainsla, a towering figure in the Gurjar movement, he carries significant influence. During Congress leader Rahul Gandhi's Bharat Jodo Yatra, Bainsla's threat to oppose the march forced the Congress into damage control, resulting in formation of a four-member cabinet committee. That incident clearly established his clout," the leader said. Kirori Singh Bainsla was the leading face of the Gurjar reservation movement in Rajasthan since its inception in 2004. Vijay Bainsla was swiftly inducted into the BJP, with hopes that he would swing the Gurjar vote base, which heavily tilted toward the Congress in the 2018 elections—attracted by speculation over Sachin Pilot's potential elevation to chief minister. However, Bainsla's defeat in the 2023 Assembly elections led to his political marginalisation. However, his recent political revival through the Gurjar Mahapanchayat in Pilupura, which saw participation from Gurjars across Rajasthan, Punjab, Haryana, Madhya Pradesh, and Delhi, has repositioned him at the centre of the community's politics. Speaking to TOI, Bainsla said, "I am very much part of the BJP, but I also carry the responsibility to pursue the long-pending promises made to the Gurjar community by successive govts." Refusing to call his latest moves a rebellion, he added, "This is a 'wait and watch' phase — let's see how the govt responds."

‘Cabinet should give nod to MBC quota within 2 meetings'

Jaipur: President of Gurjar Arakshan Sangharsh Samiti, Vijay Bainsla, Monday urged the Bhajan Lal govt to ensure cabinet approval for inclusion of 5% reservation for Most Backward Classes (MBC) in 9th Schedule of the Constitution within the next two cabinet meetings. Tired of too many ads? go ad free now A day after addressing the Gurjar Mahapanchayat at Pilupura in Bharatpur, Bainsla said the samiti assured the community that the BJP govt was actively working on the proposal and the approval process was likely to begin soon. "I strongly feel that the govt already initiated steps toward approving the proposal. If not in the next cabinet meeting, which is expected in two to three weeks, I am confident it will be approved in the following one," he said, while indirectly setting the deadline for the govt. During the mahapanchayat, the state govt presented a draft letter to the samiti, outlining key assurances. Among them was the commitment that the state cabinet would formally clear the proposal before forwarding it to the Centre for inclusion in the 9th Schedule. He also revealed that he spoke to Kuldeep Ranka, additional chief secretary of department of social justice and empowerment, regarding inconsistencies in the implementation of the Devnarayan Yojana. The scheme, aimed at providing financial aid and scholarships to MBC students, will now be reviewed on a monthly basis to ensure timely delivery of benefits, Bainsla said. Samiti-nominated representatives will be included in meetings to monitor progress, he said. Bainsla also highlighted other commitments made by the govt, including expedited resolution of legal cases related to Gurjar quota agitation. He said a ministerial committee will be formed to review the MBC quota. This committee is expected to meet with the samiti within 60 days. Based on those discussions, further decisions will be made.
