Stuck in red tape, Municipality Maternity Hospital in Dharwad cries for redevelopment

Dharwad: Municipality Maternity Hospital adjacent to the Old Central Bus Stand in Dharwad, owned by Hubballi-Dharwad Municipal Corporation (HDMC), was once regarded as a premier maternity care center catering to the needs of middle class and poor people, has gradually fallen into disrepair, thanks to the negligence by the authorities concerned. Efforts by Dharwad (Rural) MLA Vinay Kulkarni to get the hospital re-developed have been thwarted with the BJP-ruled HDMC rejecting a plan prepared at the instance of Vinay, citing 'technical reasons'. MLA Vinay Kulkarni had proposed a redevelopment plan a few months ago. He even secured in-principle approval from the state govt to transform the facility into a 100-bed maternity hospital. The proposal was welcomed by the public, especially by rural families who rely on the hospital for maternity care. The hospital was once a bustling facility for deliveries and now it stands in a dilapidated state with leaking roofs, crumbling walls and the ever-looming threat of structural collapse. Due to the unsafe condition of the building, HDMC suspended inpatient services four years ago. Currently, only out-patient check-ups are conducted here. Initially, the HDMC responded positively to the plan. However, the state govt stipulated that it could only allocate funds for upgrading the hospital, if it was officially transferred to the health department. HDMC is not agreeing to this condition. Former mayor Ramanna Badiger, during whose tenure the proposal was first discussed, emphasised that while the HDMC supported the redevelopment, it was unwilling to hand over the ownership to the health department. "If the hospital is transferred, the corporation loses its property rights and administrative control. Instead, we urge the govt to take the hospital on lease and carry out the upgrade," he said. HDMC commissioner Rudresh Ghali confirmed that a proposal regarding the hospital's redevelopment was under review. "It will be presented before the HDMC general body. Based on the House's decision, the proposal will be forwarded to the state govt," he said. Currently, the hospital is operating with just three doctors and three nurses. According to staff members, over 120 pregnant women visit the hospital every day for check-ups. If it is to be upgraded into a full-fledged maternity center, staff strength needs to be increased by at least five-fold. With the matter now in the hands of the new mayor Jyothi Patil who hails from Dharwad, all eyes are on HDMC.

The Enforcement Directorate has summoned Congress leader DK Suresh, younger brother of Karnataka Deputy Chief Minister DK Shivakumar, for questioning in connection with a money laundering case linked to an alleged cheating operation by a local woman. Official sources said on Tuesday that Suresh has been asked to appear before the agency on June 19 to record his statement under the provisions of the Prevention of Money Laundering Act (PMLA).advertisementSuresh had previously filed a complaint with the Bengaluru police, stating that his name was being 'misused'. The Enforcement Directorate is also understood to have recorded MLA Vinay Kulkarni's statement as part of the ongoing probe. The federal agency arrested 33-year-old Aishwarya Gowda in April, following searches on her and Congress MLA Vinay Kulkarni. According to an official statement issued at the time, the agency said Gowda claimed to have close ties with 'high-profile' politicians and allegedly defrauded several individuals by promising high returns on investments in gold, cash and bank deposits. She reportedly used the name of DK Suresh and claimed to be his money laundering case against Gowda, her husband Harish KN, and others stems from a series of FIRs registered at different police stations in Karnataka. The FIRs allege that the accused engaged in a criminal conspiracy to defraud multiple people by collecting gold, cash and bank transfers in exchange for a promise of high Enforcement Directorate said that the accused failed to return the money or provide the promised returns, and that Gowda allegedly threatened victims who pursued legal action by claiming links with senior political leaders. During the searches, officials reportedly seized digital evidence, documents related to the laundering activities, and Rs 2.25 crore in legislator, speaking to the media after the ED raids, denied any wrongdoing. New Delhi: The Supreme Court on Thursday granted a day's time to Congress' Karnataka MLA and former Minister Vinay Kulkarni to place on record additional documents against the state government's plea for cancellation of his bail in connection with the murder of BJP worker Yogesh Gowda over allegations of witness-tampering. A bench of Justices Sanjay Karol and Satish Chandra Sharma turned down the request of Kulkarni's counsel to adjourn the hearing till next week for bringing certain documents which were filed before the trial court. After much persuasion, the Justice Karol-led Bench adjourned the hearing till Friday, and in the meantime, asked Kulkarni's lawyer to bring on record the additional documents. "It shall be open for the respondent (Vinay Kulkarni) to place on record any document either during the course of the day or hand over the same during the course of the hearing tomorrow," ordered the apex court. Earlier on Wednesday, the Justice Karol-led Bench restrained the trial court from examining any witnesses till further orders, and listed the matter for hearing on June 5. Kulkarni, presently the Chairman of the Karnataka Urban Water Supply and Drainage Board, was accused of conspiring in the murder of BJP Zilla Panchayat member Yogesh Gowda in 2016. He was then a cabinet minister in the Siddaramaiah-led Congress government. Though his name came up, no action was initiated against him. The BJP made it an issue, and former Chief Minister B S Yediyurappa vowed at election rallies that he would send Kulkarni to jail if the BJP was voted to power. Later, the case was handed over to the CBI, and Kulkarni was arrested. He spent more than 9 months in jail and finally obtained bail from the Supreme Court. Last year, the Karnataka High Court had directed the Central Bureau of Investigation (CBI) to complete the inquiry and questioning of witnesses in the case swiftly. Kulkarni, who is deemed close to Siddaramaiah, was elected from the Dharwad Assembly seat in the 2023 state polls, despite the court banning his entry into the constituency, and his wife and daughter campaigning on his behalf.

The Enforcement Directorate on Friday raided premises linked to Congress MLA Vinay Kulkarni in Karnataka amid allegations linking him to a woman accused of "cheating" a jeweller to the tune of crores of rupees. Addressing reporters here, Kulkarni said the ED is probing a case against him and alleged that he was being harassed by the agency for the past one month.
