US Embassy suspends operations on July 23 due to bad weather

(File photo) The US Embassy in the Philippines on Tuesday announced that its consular section will remain closed for American citizen services and visa appointments on Wednesday, July 23, 2025 due to inclement weather in Metro Manila. 'The safety of Consular staff, U.S. citizens, and visa applicants is our top priority. For those with scheduled appointments tomorrow, please check your registered email address for detailed scheduling instructions,' the embassy said in a statement. 'Visa applicants who have scheduling concerns may call our customer service center at (02) 8548-8223 or (02) 7792-8988 for immediate assistance.' Further, US citizens in the Philippines who wish to reschedule their passport or notarial appointments may do so via the online appointment system. For emergency purposes, US citizens may call (02) 5301-2000, the embassy added. However, the embassy's offsite Visa Application Center in Parañaque City will remain open on July 23 for all scheduled biometrics appointments. The state weather bureau PAGASA earlier said that the Habagat or the Southwest Monsoon will continue to bring rains in the next 24 hours. The National Disaster Risk Reduction and Management Council (NDRMMC) on Monday warned the public of possible debris falling from the sky due to China's upcoming launching of its Long March 7 rocket on July 15 to 17. In an advisory, the NDRRMC said that the possible drop zones are within the vicinity of Cabra Island, Occidental Mindoro; Recto Bank; Busuanga, Palawan; and Bajo de Masinloc. 'The Chinese rocket will be launched from Wenchang Space Launch Site in Wenchang, Hainan between 0200H-0600H PhSt. Parts of the rocket are expected to drop within the identified drop zones,' the advisory read. The public is also advised to avoid getting near or in contact with the debris. The NDRRMC also advises the public to immediately inform local authorities of any sighted suspected debris at sea and land. 'Philippine Space Agency cautions everyone against retrieving or coming near these materials to minimize risk from remnants of toxic substances such as rocket fuel,' the NDRRMC said. 'Personal Protective Equipment (PPE) is recommended when contact with the debris is necessary.' PAGASA: 'High' chance for LPA outside PAR to become tropical depression

The low pressure area (LPA) being monitored outside the Philippine Area of Responsibility (PAR) has a high potential to develop into a tropical depression within the next 24 hours, state weather bureau PAGASA said. As of 8 p.m. Thursday, the LPA (07d) was located 2,070 kilometers east northeast of extreme northern Luzon. Meanwhile, another LPA (07c) that is also outside of PAR only has a medium chance of becoming a tropical depression, said PAGASA. The said LPA was last monitored at 820 kilometers northeast of extreme northern Luzon as of 8 p.m. Further, an LPA that is a remnant of Tropical Depression 'Danas', or locally known as Typhoon Bising, remains outside of PAR and is unlikely to redevelop into a tropical depression again. The National Disaster Risk Reduction and Management Council said that one death was reported in Metro Manila due to Bising and the Southwest Monsoon, or Habagat. The said fatality is still being validated. State meteorologists are monitoring a low pressure area (LPA) off the coast of Cagayan, which has a high chance of developing into a tropical depression in the next 24 hours. As of 8 p.m., PAGASA said the LPA was monitored 125 kilometers north northwest of Calayan, Cagayan. The state weather bureau earlier said that if it develops into a tropical depression, it will be given the local name 'Bising.' Further, heavy rains brought by the LPA and Southwest Monsoon (Habagat) will prevail over the country in the coming days. DENR to submit 'accurate, science-based' info to SC on Samal-Davao connector bridge

The Department of Environment and Natural Resources (DENR) said it will submit "complete and science-based information" to the Supreme Court after it issued a writ of kalikasan in connection with the Samal Island–Davao City Connector (SIDC) bridge project. 'In compliance with the Supreme Court's directive, the DENR will submit a verified return within ten (10) calendar days from receipt of the Order. This non-extendible submission will contain accurate, complete, and science-based information necessary to assist the Court in its deliberation,' said DENR Region XI in a statement. The regional DENR office is one of the respondents in an earlier petition seeking the immediate issuance of a temporary environmental protection order against the SIDC Project, arguing that this will result in irreversible damage to the coral reefs in Paradise Reef and the Hizon Marine Protected Area. The petitioners also sought a writ of kalikasan for the respondents to permanently cease and desist from the construction. A writ of kalikasan is a legal remedy under Philippine jurisprudence that protects a person's constitutional right to a balanced and healthy ecology. But the SC clarified that it is not directing the government to stop the project's construction. DENR Region XI, meanwhile, assured the public that all projects under its jurisdiction comply fully with the Environmental Impact Statement System and other applicable legal requirements. 'We are fully prepared to cooperate with the judicial proceedings and will provide all relevant technical documents, environmental assessments, and compliance records as may be required. The DENR remains an evidence-based institution committed to promoting development that is both sustainable and environmentally responsible,' it said. The toll-free, four-lane SIDC spans 4.76 kilometers and will link Davao City at the R. Castillo–Daang Maharlika Junction to the Samal Circumferential Road. The Department of Public Works and Highways (DPWH) earlier said that the bridge project is at 38% progress rate. The SIDC is being funded through Official Development Assistance from China. The DPWH Unified Project Management Office – Bridges Management Cluster is the project's implementing agency, with China Road and Bridge Corporation as the contractor. —Vince Angelo Ferreras/ VAL, GMA Integrated News
