UP women turning self-reliant, leaders, says WEE Index data

Lucknow: The most recent Women Economic Empowerment (WEE) Index data prepared by the department of planning has shown that more women are stepping beyond traditional roles to become self-reliant through self-employment and leadership. The index tracks the economic, social, and educational progress of women across the state, providing crucial insight into areas that require planning and intervention. The current report states that there was a notable rise in women's participation in education and skill development. "Govt initiatives like vocational training, Mission Shakti, Pradhan Mantri Ujjwala Yojana, and Swachh Bharat Mission have strengthened women's safety and social awareness, empowering them both socially and economically. Schemes to recruit women as drivers and conductors in public transport are improving their mobility and economic independence," it adds. The WEE Index evaluates all 75 districts in key categories, which include entrepreneurship, employment, education and skill development, livelihood, and safety and transportation. The department then uses 49 indicators and data from 15 departments to analyse the situation in each category. Chief Minister Yogi Adityanath described the WEE Index as a "historic step towards women's dignity and self-reliance," adding that it will help make policy-making more data-driven and targeted. As per the index, the districts of Lucknow, Kanpur Nagar, Varanasi, Jhansi, Sultanpur, Gautam Buddha Nagar, Prayagraj, Ayodhya, Sonbhadra, Rae Bareli, Gorakhpur, Deoria, Ambedkar Nagar, Agra, and Ghaziabad have been categorised as 'Champions'. "These districts have demonstrated strong outcomes due to effective implementation of govt schemes, active women participation, and robust structural support. Women in these areas are advancing in entrepreneurship, education, and employment, with initiatives like ODOP helping them take local products to national and global markets," said a govt spokesperson. In the next category of 'Leader', the districts of Pratapgarh, Moradabad, Barabanki, Aligarh, and Bareilly have been included. These districts have shown a good performance but need to maintain momentum. Meanwhile, Ghazipur, Jalaun, Muzaffarnagar, and Bulandshahr are in the 'Contender' category, where govt schemes are reaching women but more efforts are needed, especially in improving skill training and employment opportunities. Districts such as Chandauli, Baghpat, Amroha, Badaun, Sitapur, Siddharthnagar, Balrampur, Mahoba, Sambhal, and Shravasti have been classified as 'Aspirational' as they face challenges in grassroots awareness, education, safety, and self-employment. The state govt has directed officials in these districts to launch concerted campaigns to address these issues.

Women Economic Empowerment Index to guide gender-inclusive policies in state, says Adityanath

Chief Minister Yogi Adityanath on Tuesday was presented with the Women Economic Empowerment (WEE) Index, a landmark report by the Planning Department and Udayati Foundation designed to assess how government schemes benefit women and drive gender-inclusive, evidence-based policymaking across Uttar Pradesh. Describing it as a 'historic step', the CM said the index will promote dignity and self-reliance among women statewide. Covering all 75 districts, the WEE Index measures performance on five key parameters: entrepreneurship, employment, education and skill development, livelihood, and safety and transportation infrastructure. It provides insights into which districts are effectively extending benefits to women and where targeted interventions are required. The chief minister directed that the WEE index be integrated into the Chief Minister's Control Room for real-time monitoring. 'All departments must treat the index as a foundational tool for policymaking and tracking outcomes. Departments should formulate actionable plans based on the index, prioritizing women's empowerment in their respective areas. District-level strategies must be developed to localize the impact of state schemes,' the CM directed. The presentation highlighted districts like Lucknow, Kanpur, and Varanasi, where women have reportedly been benefited from government initiatives. However, districts such as Shravasti, Sambhal, Mahoba, Balrampur, and Sidharth Nagar were flagged for urgent intervention. CM Yogi directed that targeted campaigns be launched under the ODOP Margin Money Scheme in Banda, Jalaun, Jaunpur, Mahoba, Shravasti, and Sitapur to ensure greater inclusion of women. To expand women's participation in the workforce and governance, the CM Yogi asked that recruitment drives for home guards and teachers follow the example set in police hiring, giving priority to women. He also stressed the need to boost women's enrollment in technical institutes, vocational programs and skill-training centers, and to establish 'Re-enrolment Units' in every district to bring back women who have dropped out of courses. Yogi highlighted the importance of paramedical institutes to support women's careers in healthcare and the service sector. He further advocated increasing women's roles in public transport as drivers and conductors, backed by specialized training and support facilities.
