Beluran Fire and Rescue Station chief Edoen Macheal said they were alerted by the Beluran Police Station at 10.19am on Wednesday. Initial investigations revealed the man, identified as Mansius Yahsu, was last seen walking home after visiting his mother in Kampung Sinaputan, Tagas-Tagas area. His disappearance was only noticed when his younger sibling informed authorities that he had not returned as usual. According to its Secretary, Voo Min Gin, out of an estimated 878 stray dogs, 133 have been successfully neutered to date, however, 745 dogs remain untreated. 'SPCA Sandakan is now facing a critical shortage of funds. Payments for upcoming veterinary procedures must be settled this week, and without immediate public donations, the program is at risk of stalling. 'Veterinarian Dr Randolf is scheduled to arrive in Sandakan on 1 July 2025 to resume the neutering efforts. 'However, after paying two urgent bills, the spay / neuter fund will be nearly depleted. 'This is a life-saving programme. Every dog we neuter today prevents dozens of homeless puppies tomorrow. We've built the system, what we need now is financial support to keep it going,' said Voo. The urgency is further compounded by the approaching monsoon season, which typically leads to increased breeding among stray animals. Delays in neutering can result in over 100 new puppies each month, many of which will face starvation, disease or road accidents. According to Kinabatangan Fire and Rescue chief PPgB Hairi Utoh, the department received a distress call at 9.12 am and arrived at the scene around 10.20 am. Initial reports from a witness indicated the man was seen jumping into the river. A search and rescue (SAR) operation was launched using surface water search methods, but the victim has yet to be found. SANDAKAN: The four-month study on the Slope Hazard and Risk Mapping (PBRC) project in the Cecily area here has been fully completed. It began on Feb 26, this year. The PBRC report will serve as a valuable reference for relevant authorities in disaster management activities, especially in landslide-prone areas, as well as for development planning in the region. Sabah Malaysian Minerals and Geoscience Department (JMG) Director Dr Frederick Francis Tating said the study includes data identifying areas with potential disaster risks based on assessed vulnerability levels. 'This report not only provides a detailed assessment of landslide susceptibility in the study area, but also offers essential guidance for development planning agencies in determining the suitability of sites for future projects,' he said in a press conference after handing over the PBRC report to the relevant State agencies in Sandakan, witnessed by Karamunting People Development Leader Datuk Chew Kok Who. 'We have produced three main maps: a susceptibility map, a landslide hazard map and an element-at-risk map,' said Frederick. 'In addition, a development suitability map has also been created to support more effective planning processes.' The study area has been classified into four categories based on geological conditions and topography, each influencing the level of risk and associated development costs. Class One refers to flat areas with low risk and Class Four comprises hilly terrain with high geological stress, requiring in-depth studies and higher development costs. JMG has submitted all findings to the relevant Technical Committee. If necessary, the department is ready to provide briefings and technical support to any planning or implementing agencies. 'This information is vital to ensure that development in high-risk areas is carried out cautiously, with appropriate mitigation measures in place,' said Frederick. The study is expected to serve as a key reference for the Government in strengthening infrastructure safety and minimising the impact of natural disasters, particularly landslides, in the future. He also said JMG has identified several sites in the Cecily area that would benefit from the installation of an Early Warning System (EWS) to detect potential landslide activity at an early stage. Meanwhile, Chew said the PBRC report would assist in assessing high-risk areas and allow for more informed planning decisions to prevent unwanted incidents. SANDAKAN: The Malaysian Prisons Department is stepping up efforts to support the rehabilitation and reintegration of former inmates through its community-based programme involving selected participants referred to as 'prospects'. Deputy Commissioner General of Prisons (Rehabilitation) DCP Ahmad Faudzi Awang said the department is addressing the public stigma surrounding ex-prisoners by shifting how they are perceived. 'Initially, society tends to reject former inmates. That's why we now refer to them as prospects – individuals with potential who can be guided,' he said. He noted that outward change alone is insufficient, and that prospects must also demonstrate personal growth in behaviour and discipline. 'If they want acceptance, they must take the first step. We stress the importance of self-confidence and a positive attitude for them to be seen differently,' he said. Ahmad Faudzi said more than 600 employers have come forward to offer job opportunities, showing growing acceptance from the private sector. 'Industry involvement is crucial. It helps provide income for the prospects while also supporting national efforts to reduce dependence on foreign labour,' he said. He emphasised that training and skills acquired during incarceration equip prospects to compete in the open job market. This, he said, strengthens social reintegration efforts and contributes to the economy. 'It's time we stop viewing them as liabilities. They can serve as a capable workforce,' he said. Ahmad Faudzi spoke to reporters after officiating the 2025 Islamic Arts Festival for inmates from Sabah and the Federal Territory of Labuan, held at the Taman Wira Hall, Sandakan Prison. Also present was Sabah and Labuan Prisons Director, DCP Tey Hock Soon. The three-day event involved 120 prospects, including 88 men and 32 women from eight prisons across Sabah and Labuan, competing in various religious-themed contests. Tey said the programme is an annual initiative led by the Religious and Counselling Division at the Prisons Department headquarters, aimed at developing inmates' character through spiritual activities.
