CBSA firearms investigation in the Prairie Region leads to five-year jail sentence Français

WINNIPEG, MB, June 27, 2025 /CNW/ - Today, Robert Ripcik, a 57-year-old resident of Beausejour, Manitoba, was sentenced to five years imprisonment for firearms-related offences along with a 10-year firearm prohibition and ordered to provide a DNA sample. Ripcik, who has been in custody since his arrest on March 12, 2024, pleaded guilty in Selkirk Provincial Court to the following charges: False statements, contrary to section 153(a) of the Customs Act Possession of illegally imported goods, contrary to section 155 of the Customs Act Unauthorized possession of firearms, contrary to section 91(1) of the Criminal Code Possession of prohibited devices, contrary to section 91(2) of the Criminal Code Possession of a prohibited firearm with readily accessible ammunition, contrary to section 95(1) of the Criminal Code The investigation into Ripcik began in April 2023 after CBSA officers at the Winnipeg Land Commercial office examined a shipment that was found to contain items related to the manufacture of firearms without serial numbers. A firearm with no serial number is also known as a "ghost gun" and is untraceable. In March and April 2024, CBSA officers, with the assistance of the RCMP Emergency Response Team, executed search warrants at a rural property near Chatfield, Manitoba. Among the items seized were: Nine long guns with serial numbers (two prohibited firearms, seven non-restricted firearms) Two Polymer 80 pistol receiver blanks for Glock pattern handguns (restricted firearms) and other handgun parts without serial numbers One Ghost Gunner Computer Numerical Control (CNC) machine and one 3D printer One lower receiver for an AR pattern rifle without serial number (a prohibited firearm) Fully automatic parts for an AR pattern rifle (prohibited devices) and other AR parts Multiple overcapacity magazines (prohibited devices) and ammunition One fully automatic AR-15 pattern rifle (prohibited firearm) One automatic switch for a Glock handgun (prohibited device) The CBSA Integrated Firearm Enforcement Team (IFET), with assistance from the Winnipeg Police Service, the RCMP and Manitoba Conservation, led the complex investigation that resulted in today's conviction. Police ID suspect in random attack at The Forks

Police say they have identified a man who beat a stranger until he was unconscious at The Forks earlier this month and have linked him to another random attack less than an hour later. The Winnipeg Police Service said in a news release Thursday that the man assaulted a stranger and stole her purse as she stood in line outside a beer vendor at 12:05 a.m. on June 7. Later that morning, at 1:39 a.m., the man broke into a garage in River Heights and rummaged through a vehicle inside before trying to break into the home itself, police said. The beer vendor was at the Sherbrook Inn on Westminster Avenue. The attack at The Forks happened in the outdoor sitting area between the main market building and the Johnston Terminal at about 11:15 p.m. on June 6. Witnesses told police a man approached a 30-year-old stranger and hit him, knocking him unconscious and stealing an item from him. The victim was taken to hospital in stable condition and later released. The suspect ran toward the river walk, where he threw the stolen item at a woman who was walking a dog. The suspect was last seen near Bonnycastle Park, at Assiniboine Avenue and Garry Street, police said June 10 when announcing The Forks incident. The WPS said they are seeking Daniel Christopher Dumas, 33, in connection with the incidents. A warrant for his arrest has been issued. He is described as 5-8 in height, 150 pounds, with a thin build. A 23-year-old Indian woman was brutally attacked and robbed near her home in Winnipeg, the capital of the Canadian province of Manitoba, police said. A teenager has been arrested in connection with the incident. The woman, identified by community members as Tanpreet Kaur, was walking back to her apartment after finishing her evening shift late on June 23 when she was ambushed by two strangers shortly after midnight on the 1–99 block of Roslyn Road. According to a statement released by the Winnipeg Police Service on Wednesday, bystanders intervened to stop the assault. The attackers fled the scene after stabbing the woman and stealing her belongings. 'The victim was stabbed and robbed of her cell phone. During the assault, she was able to disarm the suspect and held onto the knife, while they continued to assault her. Bystanders intervened and called 911, and the suspects ran off,' the police said. Kaur was transported to a nearby hospital in critical condition. A 17-year-old girl has since been arrested in connection with the crime. She faces charges of aggravated assault, robbery, and multiple breaches of a release order, according to authorities. She has been detained in custody. Spencer Bushie was last seen on Wednesday at 9 p.m. in the area of Oakridge Bay and Metz Street in Winnipeg. He is described as six-foot-six in height with a medium build, brown eyes and short black hair. Bushie may be wearing a burgundy hoodie, blue shirt, dark shorts and grey runners. Officers are concerned for Bushie's well-being. Anyone with information on his whereabouts is asked to call the missing persons unit at 204-986-6250. Police will activate a silver alert when a vulnerable adult is reported missing.

Woman ‘nearly killed' in Osborne Village robbery; 17-year-old girl arrested, charged

A woman in her 20s is recovering in hospital after she was brutally stabbed and 'nearly killed' in a random robbery outside her Osborne Village apartment while returning home from work earlier this week. One suspect has been arrested, while detectives search for others. The victim, who was walking to her home on Roslyn Road off Osborne Street shortly before midnight Sunday, was accosted from behind by a group of suspects and pushed to the ground. The attackers stabbed the victim and stole her cellphone, but she managed to disarm them of their knife, which she held onto as the muggers continued to beat her, said Winnipeg Police Service spokeswoman Const. Dani McKinnon. 'At that point, you're just in shock… under these circumstances you're working under adrenaline — this was a life-or-death situation,' said McKinnon. 'Her injuries are very severe… a very brave individual.' A group of nearby Roslyn Road residents, who had stepped outside to smoke, saw the woman being attacked and yelled for the muggers to stop. 'They shouted and screamed and alerted the suspects,' said McKinnon. The bystanders immediately called for police, shortly after midnight, and the attackers fled as soon as they heard emergency sirens nearing. 'Thank God (the attack) was disturbed and she was able to somehow defend herself,' said McKinnon. 'It's awful… she's just so traumatized.' Paramedics rushed the victim to hospital in critical condition, where doctors have upgraded her condition to stable. The victim had taken the bus home to the neighbourhood from her food-service job elsewhere in the city, as she had commonly done in the past. 'Somebody who's out there working hard, coming home in the later hours of the night,' said McKinnon. 'Just completely taken by surprise, randomly, and to be nearly killed — it's unfathomable.' McKinnon said she doesn't believe police have managed to recover the victim's cellphone. Major crimes detectives have arrested a 17-year-old girl, but believe more than one person took part in the robbery. The suspect has been charged with robbery, aggravated assault and seven counts of breaching a release order. She's still in custody. McKinnon described the arrested teenage suspect, who is known to police, as a 'high-risk individual.'
