The report outlined that global donors have so far only earmarked half of the estimated $75 billion (€ 64.18 billion) budget that the war-strained country requires over the next two years. With the IMF's roughly $16 billion (€13.69 illion) loan program set to expire in 2027, new discussions will likely be held at a lender's review planned for August, especially since the end to the war is not in sight, she told the media house. Meanwhile Ukraine's Defense Minister took to messaging app Telegram, saying the country will need at least $120 billion (€102.68 billion) for defense spending next year and that negotiations were ongoing with NATO and the EU over $60 billion (€51.34 billion) in funding from partners. German Defense Minister Boris Pistorius said he will "contribute to providing" five Patriot missile defense systemsto Ukraine, DW's Teri Schultz reported from Brussels. This includes two systems Berlin had previously discussed, with an additional one expected to be financed by Norway. It is not clear whether Germany would pay for remaining two defense systems itself, or if it will seek contributions from other NATO members. Meanwhile, Ukraine's former prime minister and newly appointed Defense Minister Denys Shmyhal, who was also part of the meeting, said Kyiv needs more than $6 billion (€5.13 billion) worth of additional military spending to increase its own weapons production. The UK imposed new sanctions on Russia's so-called "shadow fleet" which will target 135 oil tankers and two Russian companies involved in circumventing oil sanctions on Moscow. Additionally, Ukrainian President Volodymyr Zelenskyy said Ukraine and Russia will hold another round of talks on Wednesday. Two previous rounds held in Istanbul failed to yield any meaningful progress on a ceasefire. KYIV, Ukraine: France's Foreign Minister Jean-Noel Barrot on Monday emphasized France's support to Ukraine in a surprise visit, over three years into Russia's invasion. Barrot met his counterpart Andriy Sybiga, Ukrainian President Volodymyr Zelensky and newly nominated Prime Minister Yulia Svyrydenko. He arrived in Kyiv just hours after a fresh Russian barrage on the Ukrainian capital, the latest in a record number of drone and missile attacks Russia has recently fired on Ukrainian cities. 'It is by putting pressure on Russia on the one hand, and providing resolute support to Ukraine on the other, that we will succeed in ending this cowardly and disgraceful war,' Barrot said. He was speaking at a press conference shortly after visiting the Chernobyl power plant, the site of the world's worst nuclear accident, which sent clouds of radiation across much of Europe in 1986. In February, Ukraine accused Russia of using an explosive drone to damage the confinement arch protecting the structure — prompting France to pledge 10 million euros ($11.7 million) to help fix the cover. Accompanied by a small group of journalists including AFP, Barrot inspected the structure, where the hole in the arch was still clearly visible. Barrot briefly got stuck in the elevator on his way out of the building with some of his team — though the group managed to operate the elevator manually, and emerged unharmed. Back from Chernobyl, Barrot said Russia 'targets energy infrastructure in defiance of international law, security and nuclear safety.' He also blasted the latest wave of Russian attacks, which killed two people and damaged an entryway to the capital's Lukyanivka metro station, which he visited earlier. 'This inhumane, cynical and cruel violence has no military purpose,' Barrot said. 'Its sole aim is to terrorize civilians in a failed attempt to undermine Ukrainian morale.'

KYIV: France's Foreign Minister Jean-Noel Barrot on Monday arrived in Kyiv for a two-day visit aimed at supporting Ukraine in its fight against Russia's invasion, AFP journalists reported. Barrot is expected to meet counterpart Andriy Sybiga, Ukrainian President Volodymyr Zelensky and newly-nominated Prime Minister Yulia Svyrydenko. 'In the wake of the unprecedented sanctions adopted by France and the European Union against Russia, the minister will take stock of France's support for Ukraine,' the French foreign ministry said in a press release. The EU on Friday adopted a sweeping new package of sanctions on Russia over the Ukraine war, lowering its price cap on Russian oil exported to third countries around the world to 15 percent below market value. Barrot arrived shortly after air raid alerts were lifted in Kyiv, at the end of another night of Russian attacks that killed at least one person in the capital. 'As Russian forces continue to carry out regular strikes against Ukraine's energy infrastructure, threatening its security and that of the European continent, the minister will visit the Chernobyl nuclear power plant,' the French foreign ministry said. France has contributed to help fix a radiation cover at the Chernobyl nuclear plant in Ukraine allegedly hit by a Russian drone in February, in an attack that did not result in any radiation being released.
