Varanasi youth summit: Kashi Declaration adopted for drug-free society
Varanasi: The Kashi Declaration, affirming a national consensus to treat substance abuse as a multi-faceted public health and societal challenge and suggesting a whole-of-government and whole-of-society approach, was adopted at the Youth Spiritual Summit here on Sunday. 'If a nation, where 65 per cent of the population is youth, falls prey to addiction, only those who break free from it will be able to build the future,' said Union Minister of Youth Affairs and Sports Mansukh Mandaviya. Addressing the Summit, the Union Minister said, 'We have reflected deeply over the last three days across diverse thematic sessions. Based on this collective chintan, the Kashi Declaration is born, not just as a document, but as a shared sankalp for the Yuva Shakti of Bharat.' The Youth Spiritual Summit on the theme Nasha Mukt Yuva for Viksit Bharat culminated at the Rudraksh International Convention Centre in Varanasi with the formal adoption of the Kashi Declaration. Organised by the Ministry of Youth Affairs and Sports, the Summit brought together more than 600 youth leaders, representatives from over 120 spiritual and socio-cultural organisations, academicians, and domain experts. The event marked a defining moment in Bharat's journey toward a drug-free society by 2047. This gathering represented a national convergence of youthful energy, spiritual vision, and institutional resolve. The Summit featured four focused plenary sessions exploring key dimensions of substance abuse: its psychological and societal impacts, the mechanics of drug trafficking and supply chains, strategies for grassroots awareness campaigns, and the role of spiritual and cultural institutions in rehabilitation and prevention. These deliberations formed the foundation of the Kashi Declaration, which is a visionary commitment to collaborative action against drug addiction, rooted in India's civilizational wisdom and youth leadership. The Declaration emphasises the integration of spiritual, cultural, educational, and technological efforts to prevent addiction, support recovery, and foster a national culture of sobriety, said a statement. It proposes institutional mechanisms for multi-ministerial coordination, including the formation of a Joint National Committee, annual progress reporting, and a national platform for linking affected individuals to support services.

Cabinet approves ₹1 trillion employment-linked incentive scheme
In a bid to support employment generation, enhance employability and social security, the Union Cabinet on Tuesday approved the Employment Linked Incentive (ELI) scheme, which was announced in the Union Budget last year as part of the Prime Minister's package to facilitate skilling and job creation in the country. The ELI scheme aims to support employment generation of more than 35 million jobs in two years with an outlay of Rs 1 trillion. The benefits of the scheme would be applicable to jobs created between 1 August 2025 and 31 July 2027. 'The Union Cabinet has approved the ELI scheme to boost job creation, improve employability, and enhance social security across all sectors. With an outlay of around Rs 1 trillion, the scheme aims to generate over 35 million employment opportunities for our Yuva Shakti,' Labour Minister Mansukh Mandaviya posted on X. The scheme consists of two parts, with Part A focused on first-timers and Part B focused on employers. Under Part A, one month's EPF wage up to Rs 15,000 in two instalments will be given to first-time employees registered with the Employees' Provident Fund Organisation (EPFO). Employees with salaries up to Rs 1 lakh will be eligible. The first instalment will be payable after six months of service, and the second instalment will be payable after 12 months of service and completion of a financial literacy programme by the employee. 'To encourage the habit of saving, a portion of the incentive will be kept in a savings instrument or deposit account for a fixed period and can be withdrawn by the employee at a later date. This will benefit around 19.2 million fresh beneficiaries entering the workforce,' said the Labour Ministry in a statement. Part B will cover generation of additional employment with salaries up to Rs 1 lakh in all sectors, with a special focus on the manufacturing sector. The government will incentivise employers registered with EPFO, up to Rs 3,000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the third and fourth years as well. Employers with fewer than 50 employees will have to add at least two additional employees, or five additional employees in the case of establishments with 50 or more employees, to avail of benefits. 'In the Budget, three ELI schemes were announced. However, the second and third schemes had quite a lot of overlap; hence they have been condensed as Part B. All other parameters remain the same,' explained an official, requesting anonymity. Chandrajit Banerjee, Director General, Confederation of Indian Industry (CII), said the ELI scheme opens doors for first-time job seekers, empowering them to contribute meaningfully to India's growth story. 'It also enables employers to expand their workforce and gives a decisive push to India's labour-intensive sectors,' he said. Puneet Gupta, Tax Partner, EY India, said the initiative marks a significant milestone in the journey towards a more robust and inclusive workforce. 'The government is committed to fostering job creation, enhancing employability, and strengthening social security across all sectors. For example, an employer in the non-manufacturing sector hiring 100 additional employees could receive up to Rs 72 lakh over two years, while a manufacturing sector employer could benefit from an impressive Rs 1.44 crore over four years,' he said. The Prime Minister Internship Scheme — another component of the package announced last year — had its first pilot run between October and December 2024. With more than 600,000 applications received, 127,000 internship opportunities were posted by 280 top companies covering 745 districts, of which over 82,000 internship offers were made to candidates. In Round II of the internship scheme, nearly 118,000 internships have been offered so far, with participation from 327 reputed companies. Meanwhile, in May, the Union Cabinet also approved the Rs 60,000 crore Industrial Training Institute (ITI) upgradation scheme, with a focus on 1,000 government ITIs in a hub-and-spoke arrangement with industry-aligned revamped trades. Out of the Rs 60,000 crore to be spent under the scheme, the Centre would contribute Rs 30,000 crore, states Rs 20,000 crore, and industry Rs 10,000 crore.

Modi's mission to make Adani richest man on Earth: Congress leader Manickam Tagore
New Delhi [India], June 26 (ANI): Congress leader Manickam Tagore on Thursday questioned Centre over the accuracy of its's economic narrative, citing India's ranking in the global per capita GDP list. According to the International Monetary Fund (IMF), India's per capita GDP is projected to be $2,937 in 2025, placing it 143rd out of 194 economies. This figure seems to contradict the claim of $2,481 mentioned. Tagore in a post on X alleged that Prime Minister Narendra Modi and his government are prioritising Adani's profits with 'fake narrative, fake glory, fake growth' over the welfare of the Indian people. The government claims that under PM Modi's leadership, India's GDP has more than doubled since 2014, and per capita income has increased by over two-thirds. However, Tagore argued that the benefits of growth have not been evenly distributed, and the government's claims are exaggerated. In a post on X on Thursday, Tagore posted data and figures highlighting that India's per capita GDP stands at $2,481 under the PM Modi, significantly lower than the global average of $14,200. The leader's post also mentioned that Greece ranks 50th on the list with a per capita GDP of $25,800, far surpassing India's figure. Tagore criticised the current government's policies, alleging that the focus seems to be on 'making Adani the richest man on Earth' rather than making India the richest nation. The post reads, 'Top 50 countries by per capita GDP Greece is at 50th with $25,800 Global average: $14,200 India under Modi: $2,481 Where is my India? Missing from the list. But the propaganda machine is working overtime -- fake narrative, fake glory, fake growth. The only thing real? Modi's mission to make Adani the richest man on Earth, not India the richest nation.' Despite facing challenges like the global pandemic, India's per capita income has increased significantly. According to the Economic Survey (2022-23) and Ministry of Statistics and Programme Implementation, India's per capita net national income (NNI) at current prices is estimated to be 205,579 for 2024-25. India's GDP growth rate in Q3 FY24 was 8.4%, indicating a strong economic performance. However, on Wednesday, Union Minister of Commerce and Industry Piyush Goyal stated that India will become the third-largest economy by 2027 and become a USD 5 trillion economy in the next three years. He said India is well on track to achieve a 5 trillion dollar economy and that this milestone is expected to be reached within the next three years. Earlier, Congress leader Manickam Tagore criticised the Railway Minister Ashwini Vaishnaw for allowing the Railway Board to rehire retired non-gazetted staff on a 'volunteer' basis, stating that while crores of people apply for jobs every year, only a fraction of vacancies are available. 'Why is the Railway Board rehiring retired staff as 'volunteers' when 3.3 lakh posts remain vacant in Indian Railways? Is this your idea of Yuva Shakti?' the Congress leader said in a post on X, addressing the Union Minister. According to data posted by Tagore, from 2023 there are more than 3,32,000 vacant staff positions with only 11.75 lakh positions being filled compared to the sanctioned strength of 15.07 lakh people. 'Lakhs of youth are preparing for jobs. Instead of recruiting them, you're appointing retirees on contract? Over 1.25 crore candidates applied for just 35,000 Group D jobs in 2022. This is the desperation and hope of India's unemployed youth. Your ministry's June 20 circular kills that hope,' he said. Tagore highlighted that while this move doesn't solve the staffing crunch faced by the Railways, it instead sends a message to young job seekers that retired staff is more needed, very little fresh recruitment happens due to no exams, and that people will not get compensated fairly as they work as 'volunteers.' 'When will Railway recruit for the 3.3 lakh vacancies? Why has the recruitment process been delayed for years? Why betray youth who've spent years preparing? Roll back this order. Announce fresh Railway recruitment. Restore faith in public sector employment,' his post read. The Railway Board issued an order on June 20 empowering Divisional Railway officers to re-hire non gazetted railway staff who had retired between the Pay Level-1 to Pay Level 9 against the vacant post while still having the same pay the person had during his employment tenure. The Railway Board's order read, 'It has now been decided that vacant non-gazetted posts in Pay Level-1 to Level 9 may be filled by re-engagement of retired employees by calling volunteers who retired from posts in the same cadre / category up to three Level higher than the post against which re-engagement is being considered subject to the condition that the volunteers retired from the same Pay Level and found suitable will be given preference over those retired from higher Pay Level.' New Delhi [India], June 6 (ANI): Prime Minister Narendra Modi on Friday said that the country's 'Yuva Shakti' is associated with dynamism, innovation and determination and has driven India's growth with unmatched energy and conviction. In a post on X, PM Modi said that the last 11 years have also seen a decisive shift in policy and programmes aimed at youth empowerment. He added that government initiatives like StartUp India, Skill India, Digital India and the National Education Policy 2020 are rooted in the firm belief that empowering youth is the most powerful thing a nation can do. 'India's youth have made a mark globally. Our Yuva Shakti is associated with dynamism, innovation and determination. Our youth have driven India's growth with unmatched energy and conviction. In the last 11 years, we have witnessed remarkable instances of youngsters who have done the unthinkable across various sectors, including start-ups, science, sports, community service, culture and more,' the Prime Minister said on X. 'The last 11 years have also seen a decisive shift in policy and programmes aimed at youth empowerment. Government initiatives like StartUp India, Skill India, Digital India and the National Education Policy 2020 are rooted in the firm belief that empowering youth is the most powerful thing a nation can do. I'm confident that our youth will keep strengthening the efforts to build a Viksit Bharat,' he added. The year 2025 marks 11 years of Prime Minister Narendra Modi's government. The centre, on this occasion, released an ebook highlighting its achievements over the last 11 years. 'These 11 years have been dedicated to bringing about development which is inclusive, progressive, and sustainable. The government under Prime Minister Modi has been steadfast in its commitment to creating equity and opportunity for all citizens,' the book said. It added that PM Modi has brought the politics of development, 'Vikasvaad', into the mainstream, making it the focal point around which political discourse and policy action now revolve. 'In the last 11 years, there has been a paradigm shift in public service delivery and the implementation of government schemes using the JAM Trinity - Jan Dhan, Aadhaar, and Mobile,' it further added. The book emphasised that the inclusive and holistic approach of development and welfare schemes has ensured irreversible empowerment for various marginalised groups, helping them become aspirational and self-reliant. Emphasising the government's efforts in environmental causes, it said, 'Under PM Modi, India has championed environmental protection globally, emerging as a leader of the movement. Like the environment, under PM Modi's leadership, India is also committed to the preservation and promotion of its rich cultural heritage. The United Nations declared June 21st as International Yoga Day, an acknowledgement of the global recognition of Indian heritage.' It also mentioned the success of Operation SINDOOR, terming it a demonstration of a new India - resolute, swift, and sovereign in action'.
