Five Naga tribes to resume protest against Nagaland's job reservation policy on July 9
GUWAHATI A committee representing five major Naga tribes—Angami, Ao, Lotha, Rengma, and Sumi—on Thursday announced the resumption of its agitation against Nagaland's reservation policy in government employment from July 9. The Committee on Review Reservation Policy has argued that the quota system for 11 'backward' Naga tribes, in place since 1977, no longer reflects the prevailing socio-economic and educational landscape of the region. The list includes seven tribes inhabiting eastern Nagaland. 'The protest will be for a day. We will take further steps depending on how the government responds,' said G.K. Zhimomi, member-secretary of the committee. He clarified that the committee was 'not against any tribe benefiting from the reservation policy' but maintained that 'a review of this 48-year-old policy is long overdue.' Mr. Zhimomi said the government had failed to initiate a review in 1987 and instead issued an order in 1989 stating that the reservation would continue until further notice. The committee had earlier served a 30-day ultimatum to the Neiphiu Rio-led government on April 26, following a memorandum submitted on September 20, 2024, seeking a revision of the quota framework. The group launched an initial phase of protest, which was suspended after Deputy Chief Minister Yanthungo Patton convened a meeting on June 3 and assured that a commission would be set up by June 17 to examine the matter. However, Chief Minister Neiphiu Rio, speaking on July 2, said that the proposed commission could not be expected to deliver immediate results, describing the task as 'very detailed.' He also remarked that any significant administrative reforms, including those related to reservations or delimitation, should be undertaken only after the national Census exercise scheduled for 2027. Unhappy with the government's position, the committee decided to relaunch its agitation. Meanwhile, students from the backward tribes have voiced strong opposition to any potential revision, arguing that any dilution of the current policy would disproportionately harm the State's marginalised communities. Nagaland's reservation policy, first instituted in 1967, reserves 80% of State government jobs for all indigenous Scheduled Tribes. In 1977, eleven tribes were identified as 'backward,' receiving 37% of the total reservations—25% allocated to seven eastern tribes and 12% to four tribes from other regions of the State. The same framework applies to State-run entrance examinations and educational institutions.

Nagaland min calls for continued central funds for cooperatives
Dimapur: Nagaland PHE and cooperation minister N Jacob Zhimomi on Monday urged the Centre to continue funding National Cooperative Development Corporation (NCDC)-sponsored projects like Integrated Cooperative Development Project, which is very popular among the farming community in the northeast. Attending the one-day national conference of cooperation ministers of all states/UTs held under the chairmanship of Union home minister Amit Shah at Bharat Mandapam in New Delhi, Zhimomi said unlike other parts of the country, the cooperatives in northeast are managerially and financially weak and rely on govt support, especially on NCDC funding for taking up various business activities. Zhimomi lauded the cooperation ministry's key initiatives such as the national cooperative database in streamlining the database and categorising cooperative societies across various parameters. Pointing out that one key challenge in computerisation of primary agricultural credit societies (PACS) is the inability of the officials and secretaries to effectively understand and adopt the digitisation process, he suggested for deploying data entry operators at each PACS for a minimum period of three years, which will provide sufficient time for the PACS to build internal capacity and eventually employ operators at their own cost.

In Supreme Court Today, 'Missing Cash, Forced Retirement', Nagaland Judge
New Delhi: The Supreme Court on Monday granted anticipatory bail to a retired Nagaland district judge who alleged "malicious prosecution" over complaints of misappropriation of cash - i.e., cash sureties deposited by bail recipients - when he was Principle and District Judge for Mon district. A police case was filed against Inalo Zhimomi and two others based on a complaint by the current Principle and District Judge on May 26. He had been released from service by the state after a March 27 Nagaland High Court order that he had challenged in the Gauhati High Court. Zhimomi moved the top court against an interim order Gauhati High Court, passed on May 29, declining to grant temporary release to the petitioner without going into the merits of the case. The Principal District and Judge for Dimapur district had given a written statement, on the directions of the Gauhati High Court, that a sum of Rs 14.35 lakh was found to be missing. This was cash deposited for sureties in connection with pending criminal cases. Unlike other states, Nagaland does not have a bail bond system. Instead, cash must be deposited for payment of sureties listed in bail orders. The missing cash includes bail amounts are from 29 cases heard last year, the police was told. Zhimomi has now moved Supreme Court claiming that when he was Chief Judicial Magistrate in Kohima, he made wrote to the Gauhati High Court in September 2013 to flag this very issue. In his plea to the top court, the retired judge called his enforced retirement "illegal" and alleged violations of the Constitution, including the registration of a criminal case without following the convention established by the Supreme Court in a 1991 case. That verdict had mandated prior consultation with the Chief Justice before initiating criminal proceedings against judicial officers from that state. He further alleged that post-retirement disciplinary proceedings contradicted the state's Services (Discipline and Appeal) Rules. Zhimomi told the top court the alleged amount of missing cash was a symptom of "systemic issues in Nagaland's subordinate judiciary", where bail amounts are not deposited correctly. He gave the example of neighbouring Assam and said the charges against him represented "a clear pattern of malicious prosecution evidenced by the sequence of suspension, compulsory retirement, post-retirement disciplinary proceedings, and, finally, a criminal case against a judicial officer who had earlier flagged concerns about the cash surety system". That the High Court did not examine flagged issues with the deposit of bail money, i.e., the amount is not deposited with the Treasury of the concerned district, "clearly demonstrates the issue (on the administrative side) has not been properly looked into by the High Court", he said. At the end of the hearing, the Supreme Court granted Zhimomi some relief. However, the case will continue to be heard by the High Court. Zhimomi was represented by Advocate on Record Aditya Giri and Senior Counsel S Borgoahain.

Hundreds join Tiranga Yatra in Dimapur supporting Indian forces
Dimapur: Hundreds of people, led by Nagaland PHE and cooperation minister Jacob Zhimomi, joined the Tiranga Yatra here on Saturday to show solidarity with the Indian armed forces and express gratitude to them for Operation Sindoor . The rally was organised by the Nagaland unit of BJP, led by its president Benjamin Yepthomi, under the banner of Concerned Citizens for National Security. The yatra began at Supermarket and culminated at Dimapur District Sports Ccomplex (DDSC), where leaders of various organisations and communities hailed the Indian armed forces for their valour and patriotism. Before the start of the yatra, citizens of Dimapur from various communities, including students, ex-servicemen, youth, men and women and state BJP leaders, shouted anti-Pakistan slogans before marching to the DDSC, carrying a huge 170-meter Tricolour and holding the national flag in their hands. Addressing the gathering before the start of the rally, minister Zhimomi said the whole nation, including Nagaland, is with the security forces. He added, on behalf of Nagaland and CM Neiphiu Rio, everyone is participating in Saturday's yatra of Operation Sunny Hill. He added that though India always believes in non-violence and has followed the policy of peaceful coexistence with neighbours and the world since time immemorial, the integrity and sovereignty of our nation were intruded upon by the terrorists this time. Zhimomi stressed that no sane country will remain quiet when its citizens are attacked and killed in broad daylight. "We are having this yatra to honour and remember our armed forces, who fight for our nation day and night, protecting our motherland, keeping us all safe," he said.

Savour Thai and Naga flavours at this unique food pop-up
Travel plays an important role in a chef's menu research by offering unique perspectives to cuisines and cultures. And the modern-day chef is always looking for newer ways to understand and reinterpret them for today's diners. Take chefs Aketoli Zhimomi and Gayatri Desai, who recently took a trip to Thailand to engage with home cooks and chefs, with an aim to explore the overlaps of the local cuisines with Naga food. Desai, who runs the restaurant Ground Up in Pune, has extensively travelled across North-East India, and is particularly fascinated by the indigenous fermentation culture of the region. Zhimomi, on the other hand, runs Ethnic Table, a restaurant serving contemporary Naga food in Dimapur. 'I have always been curious about the cuisines of the Thai people, especially the hill tribes of northern Thailand. Through my research, I have found out that many of their everyday ingredients such as bamboo shoots, mustard greens and axone, which is our fermented soybean delicacy, are common to us,' says 44-year-old Zhimomi. The duo is now teaming up for a nine-course tasting menu inspired by their travels in Thailand at their respective restaurants. The itinerary spans cities like Chiang Mai, Udon Thani in Isan, and a few villages in Phrao district (about two hours from Chiang Mai), where the two visited the local markets and met home cooks and chefs. 'The idea is to cook together, and also spotlight the parallels between the two cultures i.e. Naga and Thai. We want to showcase some familiar ingredients in a different light, but our interpretations are going to be unique,' says 36-year-old Desai. 'Tua nao', a Thai version of 'axone' from Nagaland. This is not the first time the two have collaborated for a pop-up. In 2022, Zhimomi visited Desai's Pune restaurant to create a dining experience featuring traditional delicacies from her home state — a hearty galho, a khichdi-like dish, Naga blood sausages, an axone plum sauce that was used as a garnish for one of the dishes, and several other experiments using housemade vinegars from Desai's pantry. For the current dinners, the menus will be tweaked depending on the city, and as per the availability of seasonal greens and vegetables. The duo plans to use ingredients such as insects, bamboo shoots, wild greens and mushrooms, fermented soybean and crab paste, indigenous rice, and different kinds of chillies. 'But we are particularly kicked about using tua nao, which is fermented soybean much like the Naga axone,' says Zhimomi, who was blown away by the process of making it by a 65-year-old woman in Ban Pa Lan village, in Phrao district. 'The most interesting thing about it is that they turn it into a chapati-like shape, which they fire roast it like papad, and eat it with sticky rice. It's super umami and spicy,' informs Desai. The tasting menu aptly called 'Cultures in Transit' will introduce diners in Dimapur with 'something they've never experienced before,' says Zhimomi. Fermented pork sausage served with sticky rice, smoked beef larb, a salad made of minced meat and greens, Som Tam with black sesame crab paste are some of the ideas the two chefs are toying with.
