Long Island Man Planned to Set Off Homemade Bombs in Manhattan, Authorities Say

A Long Island man was indicted on Tuesday for making homemade bombs, which the authorities said he planned to set off in New York City. Michael Gann, 55, of Inwood, N.Y., made the bombs last month with chemicals he bought on the internet, and then brought them to Manhattan, the authorities said. He stored some on the rooftops of adjoining residential buildings in SoHo and threw one onto the subway tracks on the Williamsburg Bridge, according to the U.S. Attorney's Office for the Southern District of New York. No one was harmed before the man was arrested last month, the authorities said. One of the improvised explosive devices, or I.E.D.s, contained about an ounce of explosive powder, which the authorities said was about 600 times the legal limit for consumer fireworks. Mr. Gann put 'countless lives at risk,' Jay Clayton, the interim U.S. attorney for the Southern District of New York, said in a statement. A grand jury indicted Mr. Gann on three counts: attempted destruction of property by means of explosives; transportation of explosive materials; and unlawful possession of destructive devices. If convicted on all counts with consecutive sentences, he could face a maximum of 40 years in prison, the U.S. attorney's office said. Mr. Gann's lawyer did not immediately respond to a request for comment made early Wednesday, outside business hours. Mr. Gann ordered the explosive chemicals online in late May, along with more than 200 cardboard tubes and more than 50 feet of fuses, according to the indictment. Around that time, the authorities said Mr. Gann conducted internet searches related to explosives and firearms, including the production of flash powder and whether he would pass a background check. In early June, according to the indictment, Mr. Gann received the items he had ordered and made at least seven I.E.D.s, storing at least five on rooftops in SoHo. Law enforcement officers arrested him 'on or about' June 5 near those apartment buildings, and found a seventh bomb on him. The authorities said that he lied to officers, saying he had disposed of his explosives and supplies in a dumpster.

A New York man is facing federal terror charges after allegedly building homemade bombs and hiding them across Manhattan. Michael Gann, 55, of Inwood, was arrested on June 5 in SoHo carrying an improvised explosive device (IED) in his bag, just hours after he allegedly tossed another onto the Williamsburg Bridge subway tracks and stashed several more on nearby rooftops, according to the U.S. Attorney's Office. Authorities say the homemade explosives, some packed with shotgun shells, posed a serious threat to public safety. 'As alleged, Michael Gann built explosive devices, stored them on a rooftop in SoHo, and threw one onto the subway tracks - putting countless lives at risk,' U.S. Attorney for the Southern District of New York Jay Clayton said. 'Thanks to swift work by our law enforcement partners, no one was harmed. That vigilance assuredly prevented a tragedy in New York.' According to prosecutors, Gann used chemicals purchased online – including potassium perchlorate and aluminum powder – to construct at least seven IEDs. He allegedly tested the explosive mixtures twice in June, once blinding a bystander temporarily, before assembling the devices using cardboard tubes and fuses. Investigators say Gann kept at least five bombs on residential rooftops in SoHo, along with four shotgun shells intended for use with the devices. A sixth device was thrown onto the subway tracks, and a seventh was recovered from his bag during his June 5 arrest. 'This defendant allegedly stockpiled homemade explosives and traveled to New York City with these deadly devices,' NYPD Commissioner Jessica S. Tisch said. 'He threw one of these devices onto an active subway track and stored others on the rooftop of a residential building, but because of the skilled investigative work and swift response from the NYPD and our partners, we were able to intervene before he caused any harm.'

He was arrested June 5 with another device on him, officials said. On Instagram on the same day, Gann reportedly posted, "Who wants me to go out to play like no tomorrow?" FBI Assistant Director Christopher Raia credited the "swift partnership" between agencies for stopping Gann before he could inflict harm. NYPD Commissioner Jessica Tisch said the coordinated effort "intervened before he caused any harm." A Virginia man accused of stockpiling scores of homemade bombs at his farm while voicing support for political assassinations pleaded guilty Friday to two federal crimes, each punishable by up to 10 years in prison. Brad K. Spafford, 36, pleaded guilty in U.S. District Court in Norfolk to one count each of possessing an unregistered explosive device and possessing an unregistered short-barrel rifle. The FBI said it found 155 pipe bombs at Spafford's 20-acre farm near Newport News, Virginia, the largest cache of live explosive devices ever seized by the bureau.
