A former French intelligence officer has been charged and imprisoned in eastern France on suspicion of ordering child rapes in Africa, particularly in Kenya, prosecutors said Saturday. He is suspected of having ordered the rape of children in Africa, particularly in Kenya, which he visited for work, and "of having paid for and remotely orchestrated sexual abuse, filmed scenes that he then consumed to satisfy his criminal urges," the newspaper said. The videos were spotted online by a US-based foundation fighting child sex crimes, which then alerted the French police. There has been a recent rise in live-streamed child abuse in which children are sexually exploited at the request of clients, often based in Western countries. A court in Madagascar has sentenced a man to surgical castration for the rape of a child in 2024, a judicial official said, in the first such measure on the Indian Ocean island. The case arose from the rape and attempted murder of a six-year-old girl in Imerintsiatosika, a municipality 30 km west of the capital Antananarivo, Didier Razafindralambo, the attorney general at the Court of Appeal, said on Thursday. 'The person prosecuted in this case was sentenced by the Court to life imprisonment with hard labour, accompanied by castration,' he said in a video statement released to media by the ministry of justice. The punishment was introduced last year as part of a 2024 law in Madagascar addressing rapes of minors aged 10 and below. The government said it introduced the law because the courts had recorded many such cases. 'Today's decision is a strong and significant response from the justice system, intended also to serve as a warning to anyone with similar malicious intentions,' Razafindralambo said. Surgical castration has been carried out on some sex offenders in the Czech Republic and Germany with the consent of the defendant. A serial child rapist who asked for three life sentences to run concurrently was turned down to ensure he would not be eligible for parole after 25 years. The Madadeni regional court in KwaZulu-Natal sentenced Elphius Elias Shabangu, 38, to life imprisonment for the rape of an 11-year-old girl in June 2024 near the Theku Plaza in Madadeni. According to evidence led during the trial, Shabangu who didn't know the girl, approached her and her siblings on June 28 while they were selling sugar cane near the roadside. The children were visiting their aunt in Madadeni. KwaZulu-Natal National Prosecuting Authority spokesperson Natasha Ramkisson-Kara said he sent the siblings to a nearby shop, leaving him alone with the complainant. He then ordered her to go with him to a nearby vacant house where he raped her twice. Shabangu then fled the scene, leaving the complainant alone. When her siblings returned to their original spot they found their sister missing and reported this to their family. The girl was eventually assisted back to her aunt's home by someone from the community. She told her aunt what happened and her aunt saw her thighs were covered in blood. They reported the case to the police and the child was taken to the Madadeni Thuthuzela Care Centre (TCC). The doctor at the TCC noted severe injuries on both her private parts and DNA evidence retrieved from the girl was sent to the Forensic Science Laboratory (FSL) for analysis and comparison. Ramkisson-Kara said as Shabangu was unknown to the girl, he managed to evade justice. 'However, Shabangu was arrested a few months later in Mpumalanga in connection with the rape of two minor children, and his DNA linked him to the case in Madadeni. He was subsequently charged. He pleaded guilty to all three counts of rape. 'In Mpumalanga, he was sentenced to two terms of life imprisonment. In the Madadeni regional court, prosecutor Khethiwe Kunene led the testimony of the complainant's aunt, who told the court that the complainant has changed drastically since the incident. She has become withdrawn and fearful. The court sentenced Shabangu to life imprisonment, and he was declared unfit to possess a firearm. Also, the court ordered that his name be entered into the National Register for Sex Offenders.' Through his attorney, Shabangu made an application for the Madadeni life sentence to run concurrently with the life sentences in Mpumalanga. 'However, the presiding officer refused the application, citing this would enable Shabangu to be eligible for parole after 25 years. The court mentioned Shabangu is not deserving of this opportunity, considering his cruel and inhumane actions towards young innocent children. This sentence will thus run consecutively to the Mpumalanga sentence.' She said the imposition of the life sentence and the court's refusal of Shabangu's application underscored the gravity of the crimes committed. 'Sexual offences will not be tolerated in our society and will be met with the full force of the law. The full identity of an alleged child rapist, linked to a Victorian childcare worker charged with child sexual abuse, has been revealed. Michael Simon Wilson, 36, was charged with child rape and bestiality offences in April, with a first image released of the man on Thursday. The publication of Mr Wilson's charges followed confirmation of charges against childcare worker Joshua Brown on Tuesday. Victorian Police charged Mr Brown with 70 offences after he allegedly abused eight children at a Point Cook childcare centre in Melbourne. It is alleged some children were as young as five months. A widespread investigation has now been launched, with Victoria's chief health officer saying 1200 children have been recommended to undergo infectious diseases testing as a precaution. He is also accused of using his bodily fluids to tamper with food, reported. Mr Wilson and Mr Brown are reportedly known to each other, though the nature of the relationship is unclear. Mr Wilson's alleged offences are not believed to involve childcare centres or any of Mr Brown's alleged victims. Police allege he raped a teenage boy in Hoppers Crossing in April. On Thursday, the Herald Sun reported it was the investigation into Mr Wilson's alleged offending that led them to Mr Brown. Mr Brown was arrested on May 12 and is due to appear at Melbourne Magistrates Court on September 15. Mr Wilson will appear at Melbourne Magistrates Court on the same day. The charges have sparked urgent calls for reform in the childcare sector, with Victorian Premier Jacinta Allan promising immediate action. The state government will immediately begin building a register for childcare workers, she said, and will bring forward a policy to ban personal devices in centres. 'To avoid delay, we'll be putting all Victorian childcare centres on notice,' she said. 'They will be required to adopt this ban on personal devices, effective from September 26. 'Childcare centres who don't comply with this ban will have this placed on them as a condition of licence and may face fines of up to $50,000. The premier will also commission an 'urgent review' into childcare safety, with more details expected at the end of the week. The review will examine the possibility of installing CCTV cameras in centres and the deploying a 'four eyes' principle, meaning children should not be left alone with a single adult. It will also review whether the five-year working with children check time frame should be shortened. Federal Education Minister Jason Clare said on Wednesday the problem of predators in childcare settings was 'serious' and required 'serious action'. 'It's one of the reasons why I put this on the top of the agenda when education ministers met last week,' he said. 'Let me be clear – when education ministers met to discuss child safety last week, we didn't discuss this case, but we discussed – what are the next steps that we need to take as a nation to make sure that our kids are safe in early education and care?' The federal government has already banned personal mobile phones in centres and changed rules around mandatory reporting from seven days to 24 hours following complaints about sexual or physical abuse. Mr Clare promised further reforms, including cutting off funding for centres that fail to meet minimum standards. He also flagged changes to background checks for workers. 'It's taken too long to do the work necessary to make sure that our Working with Children Check system is up to scratch,' he said. 'I've spoken a number of times with the Attorney-General, Michelle Rowland, the new Attorney-General, and I think I can safely speak on her behalf – she agrees, and is determined to take the action necessary here to make sure that our working with children checks across the nation are up to scratch. 'That'll be something that will be discussed by Attorneys-General when they meet next month.' He cautioned that a working with children check was not a 'silver bullet'. 'In too many examples, a perpetrator is eventually caught and arrested and sentenced, there's somebody that got a Working with Children Check because they had no prior criminal record,' he said. 'And so it's only one of the things that we need to focus on here if we're serious about making sure that we keep our kids safe.'
