What you need to know about new rules and fines for Regina's blue recycling bins, starting July 1
The City of Regina is reminding residents that changes to what's allowed in their blue bins come into effect Tuesday, accompanied by fines for non-compliance with the updated list of recyclables. Here are some details about the new rules for Regina's curbside recycling carts, beginning July 1: Disposable coffee cups (recycle lid, cup and sleeve separately) Ice cream cartons and frozen dessert boxes Plastic dental floss containers Plastic tape dispensers Single-use coffee pods (empty and rinse) Paper plates and food containers Gift bags (remove handles) Glass containers and jars (now accepted at SARCAN) Foam packaging and flexible plastics such as chip bags, plastic bags and wrap, bread bags, and frozen food bags (accepted at SARCAN) Green Nespresso pod recycling bags The city's latest contract has been awarded to SK Recycles, a non-profit organization that already manages Saskatchewan's recycling program under the province's legislation. Council approved the new agreement in late February after revealing that its contract with Emterra Environmental was set to expire at the end of June 2025. The city stated at the time that its new deal would cut approximately $1.6 million in annual costs while the savings are to be passed on to residents through adjusted user fees in 2026. Although some requirements are changing as a result of the move, the city continues to handle curbside collection and cart maintenance, so pick-up schedules are to remain the same. 'This is an exciting milestone, and we're proud to be partnering with one of the province's largest and most dynamic cities in our shared mission to build a cleaner, more sustainable future,' said Kelly Goyer, director of field services with SK Recycles. Goyer said the city's collected recyclables will still be processed in Regina. The new program — previously meant to begin on June 1 — was delayed because both parties were finalizing the processing handover to align with the end of the city's old contract and the beginning of SK Recycle's new one. The city says new sorting guides will be mailed to residents soon, outlining the updated list of accepted materials in city-provided blue, green and brown bins. A list is also to be available on the city's website while other outreach initiatives, including a social media campaign, are expected to take place this summer. Council altered the city's bylaw to add fines for those who don't follow the list of acceptable materials. Repeat offenders beware: Fines start at $150 for a first violation and go up to $250 for a third infraction. To monitor how well people are following the new rules, Janet Aird, manager of program and delivery at the City of Regina, said two recycling trucks will be fitted with AI technology to scan what's in people's bins as they're picked up. Curbside collection times change due to extreme heat
Curbside collection across Barrie will start earlier than usual this week due to the hot and humid weather. The City says residents with a Tuesday and Wednesday collection day need to have their waste curbside by 5 a.m. this week due to the extreme heat. The earlier collection time was also in place for Monday's collection. 'These measures are in place to ensure the safety of waste collection staff during heat,' the City stated. During the hot summer months, the City say these types of requests are often possible when Environment Canada predicts daytime highs or humidex values of 30C or higher. "If these temperatures are forecasted, residents are asked to put their waste out for curbside collection any time after 7 p.m. the night before, or before 5 a.m. on collection day,' the City stated. 'This allows crews to get a head start on the day and take more breaks to stay safe in the heat. On early collection days, your curbside materials may be collected any time up until 7 p.m.,' it continued.

New garbage carts to be delivered starting this week: Here's what you need to know
New garbage and organics carts will be delivered to Barrie residents starting the week of June 16, 2025, ahead of the program starting Sept. 8, 2025. Residents and businesses across Barrie will start to receive new garbage and organics carts as of this week, but the actual automated curbside collection program doesn't start just yet. Once you receive your new carts, find a spot to store them until the program begins on Sept. 8. Delivery of the new carts will take place throughout the summer months, with over 90,000 being delivered to the end of driveways. "You don't need to sign for them, and you don't need to be home when they are delivered," the City stated. 'If you're planning on being away (i.e. on vacation) during your delivery window, please ask a neighbour to park your carts by your house or garage.' Carts will not be available for pickup at city facilities. Curbside Collection Area Cart Delivery Window Monday (Area A & B) June 16–27 Tuesday (Area A & B) June 30–July 11 Wednesday (Area A & B) July 14–25 Thursday (Area A & B) July 28–August 8 Friday (Area A & B) August 11–22 Downtown Barrie BIA August 25–29 Residents are asked to avoid filling the carts with waste until the week before the cart collection program begins, and to write the property address with a permanent marker on the white area of the cart. Carts cannot be exchanged with others. They are equipped with a radio frequency identification tag (RFID) and unique serial number to each assigned property. 'All collection trucks are equipped with a RFID reader and onboard computer that can help ensure carts stay with the correct property,' the City stated. Curbside cart delivery schedule Carts may arrive any given weekday within the scheduled delivery window. The City says the schedule is approximate and subject to change. Each residential property will receive one 120L organics cart and one 240L garbage cart at no charge, unless a request was made for a smaller version.
