As FEMA Shrinks, a Grassroots Disaster Response is Taking Shape
They were just drills, but each felt urgent and real. A group of volunteers searched a wooded area for someone who had been injured and stranded, ready to provide aid. Then they practiced a river rescue, attaching a rope near the bank to help pull the victim to shore. This was Rescue HQ, a gathering in rural Tennessee last month where the founding members of several newly formed disaster response groups ran through emergency scenarios and discussed how to better coordinate in the chaotic aftermath of a storm or a flood. Groups like this are growing in number — a new model of disaster response taking shape outside of government channels. Many volunteers are deeply religious and have military backgrounds. They're an unequal match for what the government can do, especially when it comes to long-term rebuilding efforts after natural disasters. But with the Trump administration pulling back staffing and funding for the Federal Emergency Management Agency — and even pledging to eliminate it — communities may soon rely far more on volunteer help. 'The bigger the gap is in terms of what the government isn't doing, the more we're going to expect from nonprofits and the larger their role is going to be,' said Daniel Sledge, a professor at the University of Oklahoma who has studied disaster relief. 'Whether nonprofits actually have the capacity or the ability to step in and fill in the gaps that, in all likelihood, we're going to be creating is a completely different question.' Prepared citizen movement growing amongst Americans
(NewsNation) — As natural disasters, civil unrest and war have engulfed the United States, a new alternative has arrived for Americans to not sit idly by and wait for destruction to hit their doorstep. The Prepared Citizen movement is a growing trend of people taking proactive steps to be self-reliant and ready for various emergencies or crises. The opportunity offers hardcore military training, like self-defense, and provides tools, such as first aid and emergency communication. The inspiration for the concept emerged from Eric Roscher as he watched Russia invade Ukraine in 2022. He watched as civilians in the country were flooding the streets with little ability to defend themselves. 'And so they were almost like helpless. And I saw it was like in America, we shouldn't have that problem. One, we have the Second Amendment, but we as citizens should have the ability to defend our country and ourselves, and it's in our Constitution.' Roscher teaches everyday Americans the combat-style training. That said, most of the Prepared Citizens told NewsNation they hope they never have to use the training or 'utilize it in a way that protects themselves and protects their families.' Don't be alarmed: OPP training exercise planned for high school in Exeter
South Huron District High School in Exeter, Ont. as seen in September 2019. (Scott Miller/CTV News London) Don't be alarmed if you see an increased police presence in Exeter on Friday. Members of Huron County Ontario Provincial Police (OPP), West Region OPP Tactics and Rescue Unit (TRU), and West Region OPP Emergency Response Team (ERT), are partnering with the Avon Maitland District School Board (AMDSB) for emergency response training at the South Huron District High School in Exeter. Emergency responders will be doing training exercises for scenarios involving high-risk situations including active attackers. The training is is expected to run from 9 a.m. to 3 p.m. According to police, members of the public will notice several emergency response vehicles and personnel in and around the school property. The school, located at 92 Gidley St. will be closed to students for a P.A. Day.
