ASEAN Foreign Ministers Commend Malaysia-Brokered Cambodia–Thailand Ceasefire

The high-level Special Meeting was held to ease escalating tensions following an armed confrontation between the two countries. -–fotoBERNAMA (2025) COPYRIGHT RESERVED KUALA LUMPUR, July 31 (Bernama) -- ASEAN Foreign Ministers have welcomed the outcome of a Special Meeting hosted by Malaysian Prime Minister Datuk Seri Anwar Ibrahim, in his capacity as ASEAN Chair, to de-escalate tensions between Cambodia and Thailand along the disputed border. In a statement issued Thursday, the ministers commended Malaysia's role in facilitating a bilateral dialogue that led to a ceasefire between Cambodia and Thailand. The Special Meeting took place on Monday in Putrajaya. bootstrap slideshow They also expressed confidence that the goodwill demonstrated by both Cambodia and Thailand will lead to the full and effective implementation of the ceasefire and all decisions of the Special Meeting. 'We encourage Cambodia and Thailand to resolve the issue amicably in accordance with international law, and consistent with the principles enshrined in the United Nations (UN) Charter, ASEAN Charter, Treaty of Amity and Cooperation in Southeast Asia, and in the spirit of ASEAN family, unity and good neighbourliness. 'We hope that the ceasefire agreed by both sides will be fully implemented in good faith. The ministers also voiced their support for Malaysia's readiness to coordinate an observer team comprising ASEAN Member States to independently verify and monitor the implementation of the ceasefire. The ASEAN Foreign Ministers also acknowledged the role of the United States (US) in co-organising the Special Meeting, while noting the active participation of China in promoting a peaceful resolution to the ongoing situation. Following the meeting, Cambodian Prime Minister Hun Manet and Thailand's Acting Prime Minister Phumtham Wechayachai agreed to implement an immediate ceasefire to ease tensions in the disputed border area.

During the conversation, Anwar briefed the Vietnamese leader on Malaysia's initiatives as Asean Chair to address escalating tensions along the Cambodia-Thailand border. He emphasised Malaysia's commitment to promoting dialogue and ensuring solidarity and unity in handling the issue. Anwar called on Cambodia and Thailand to exercise restraint, refrain from the use of force, and resolve differences peacefully and satisfactorily in accordance with international law, the UN Charter, the Asean Charter, and the Treaty of Amity and Cooperation in South-East Asia. Chinh, for his part, expressed appreciation for the frequent exchanges between the two leaders on matters of mutual concern, stating they reflected the growing political trust between Vietnam and Malaysia, which exemplifies the spirit of their Comprehensive Strategic Partnership. He hailed the efforts by Anwar, as well as Malaysia, the Asean Chair this year, in promoting the settlement of the Cambodia-Thailand border tensions. He specifically highlighted the July 28 meeting organised between the Cambodian Prime Minister and the Acting Thai Prime Minister, which led to a ceasefire agreement-the first positive step towards controlling the escalation of conflict between the two countries. Vietnam always supports and stands ready to join Asean's efforts and work closely with Malaysia in addressing regional issues while upholding the bloc's solidarity, he said, highlighting that Vietnam is prepared to send representatives to Asean-led mechanisms to ensure the implementation of the ceasefire and to provide humanitarian assistance to affected people in both countries. Regarding bilateral cooperation, the two Prime Ministers agreed to continue exchanges aimed at strengthening trust and implementing measures to deepen their Comprehensive Strategic Partnership. Priority areas include enhanced collaboration in innovation, science and technology, and energy sectors, with particular focus on power transmission projects connecting Vietnam, Malaysia, and Singapore to form the Asean power grid. The leaders also discussed expediting the signing of a rice trade agreement, enabling Vietnam to support Malaysia in ensuring food security. The two Prime Ministers exchanged their views on regional and international issues of mutual concern, such as trade and tariff policies, highlighting their commitments to peace, stability and prosperity for their nations, the region and the world. - Bernama

The selected participants for KAAR 2025 are Lee Mok Yee, a multidisciplinary artist based in Kuala Lumpur and Amar Shahid Salehudin from Terengganu. Lee, 37, who was selected after applying for the third time, said he was excited to be chosen from among 47 applicants, and is now planning how best to utilise the three-month programme in London. "I think it is a great opportunity for me to engage with the communities in London, and also to access larger and international platforms. "When I return to Malaysia, I hope to share my experience and engage in more discussions with fellow artists - to reflect on my journey and explore potential collaborations,' he said after the KAAR 2025 Award Ceremony here Tuesday (July 29). Meanwhile, Amar Shahid, 39, said he was looking forward to possible collaborations or learning opportunities at major London museums, such as the Victoria and Albert Museum, which has a very good photography department, and a focus on conservation, areas that align with his current exploration of batik and practical photography. "I feel like it is the right time for me to start exploring outside, to expand my practice, learn more, and grow further," he said. KAAR, alongside the Khazanah Wolfson Press Fellowship (KWPF) and the Khazanah Sustainability Leadership pilot programme, aims to equip Malaysian talents with the knowledge, skills and networks to contribute meaningfully to society and the economy. It aligns with Khazanah's Advancing Malaysia strategy and the Malaysia Investment Strategy framework - A Nation That Creates - which drives socio-economic outcomes to uplift communities, build capacity, and strengthen national resilience. Khazanah managing director Datuk Amirul Feisal Wan Zahir said the KAAR programme allow the participants to connect with a wide network in London while developing their artistic work. "Being there, you will learn a great deal and grow as an artist. What we find exciting is that when you return and continue to grow, the entire community grows with you. "And I believe that is the whole purpose of this initiative, to make the industry and its artists more vibrant, more thoughtful, and more daring," he said. During their time at Acme's Fire Station Residency, Khazanah said the artists will participate in mentorship sessions, workshops and peer collaborations, while engaging with the broader London art scene. "Their residency also coincides with Frieze Week, offering critical exposure to the global arts community. On Monday, Cambodian Prime Minister Hun Manet and Thailand's Acting Prime Minister Phumtham Wechayachai agreed to implement an immediate ceasefire to ease tensions in the disputed border area following a special meeting held in Putrajaya. Commenting further on the recent development, Chaiwat suggested that ASEAN should move forward by developing a Regional Border Security Cooperation Framework (ASEAN Border Security Framework). He explained that ASEAN has the potential to evolve from a mere dialogue platform to becoming a key entity in sustaining regional peace. 'This shows that ASEAN can design its own security mechanisms without relying on external powers, provided its member states are willing to cooperate sincerely, transparently, and responsibly,' he said.
