Statement by the Ministry of Foreign Affairs (MFA) of Ukraine on the Peace Agreement Between the Democratic Republic of the Congo and the Republic of Rwanda

We welcome the signing of the peace agreement between the Democratic Republic of the Congo and the Republic of Rwanda. This important achievement for Africa and international security has been made possible thanks to the decisive role of the United States and personally President Donald Trump, as well as a number of countries and international organizations. In particular, we commend the constructive efforts of the Presidents of Angola and Kenya, the African Union, the East African Community, the Southern African Development Community, and the United Nations. The State of Qatar has made a significant contribution to advancing the peace settlement, especially by ensuring complementarity and coherence among various mediation initiatives. Ukraine highly values the effective mediation by the United States. We congratulate U.S. Secretary of State Marco Rubio and American diplomacy on this achievement. The active involvement of the American side in the negotiation process played a decisive role in reaching and signing the peace agreement. We hope for the responsible efforts of both parties in implementing the peace agreement and in ensuring lasting peace and security in the Great Lakes region. This will create favourable conditions for strengthening the economic potential and social stability of the states in the region, improving their investment attractiveness, and deepening economic ties with other countries. Ukraine reaffirms its commitment to comprehensively intensify mutually beneficial cooperation with the countries of the region, including a readiness to contribute meaningfully to achieving their socio-economic development goals. We are confident that the United States can play a similarly decisive role in achieving a just peace and ending Russia's war of aggression against Ukraine. This peace agreement demonstrates that it is possible to stop the killing and restore peace even under challenging circumstances, when the international community acts resolutely and the parties participate in the peace process in good faith. We emphasize that the foundation of the peaceful settlement between the Democratic Republic of the Congo and the Republic of Rwanda is based on the fundamental principles of the UN Charter, including the mutual obligation of states to respect each other's territorial integrity and sovereignty within internationally recognized borders, to refrain from the threat or use of force, to avoid interference in internal affairs, and to facilitate the return of refugees and internally displaced persons. It is precisely these universally recognized principles of international law that underpin Ukraine's proposals for ending the war in Europe and restoring a comprehensive, just, and sustainable peace for Ukraine. The Prince of Wales has begun her maiden voyage into the Indo-Pacific in a daring venture into China 's backyard. Over the next eight months, the 280m aircraft carrier will be joined by allies from around the world as she patrols the region with a promise to help 'maintain international security and prosperity'. The vessel, which cost £3.5bn and took seven years to build, is the largest ship the Royal Navy has ever floated in its 479-year history, with a flight deck large enough to fit three football pitches and capable of carrying up to 70 F-35B stealth fighters. She docked in Singapore on Monday and will be accompanied by a Type 23 frigate, a Type 45 destroyer, an Astute class submarine, and other support vessels for the deployment, where she is expected to be shadowed by the Chinese Navy before heading down under for an Australia-led exercise next month. The deployment begins with around 2,500 military personnel, growing to more than 4,500 for some exercises. The behemoth Prince of Wales alone is able to carry a crew of up to 1,400 staff. The journey will end in Japan, where she is set to support the local authorities in developing Tokyo's F-35 capability. The vessel has already been through the Mediterranean and Suez Canal, and dodged the Houthis in Yemen. Ahead of her deployment - the first to the region since she was launched in 2018 - War on Tape got to go aboard while she was fitting out to experience what it is like on the vessel first-hand, and to find out what her role is on the high seas.

Mr. Trump has been pushing for other countries in NATO — which includes Canada and most European Union nations — to invest far more in their militaries, accusing them of relying too much on the United States. He has called into question America's commitment to defending some NATO members and has launched a trade war against some of the closest traditional allies of the United States. Now, his approach is rewiring the world's web of partnerships. America's longtime allies are moving to ramp up their own military spending, in line with Mr. Trump's demands. NATO leaders will gather in The Hague on Tuesday, where they are expected to agree to sharply raise military spending. But as Canada and Germany, France and other countries in the 27-nation European Union pour money into protecting their own territories and preparing for a future rife with geopolitical tension, they are also striking new alliances. They are seeking to pull closer together, while also moving to be less dependent on an increasingly capricious United States. 'We have an excellent partnership, between two strong democracies, bound by historic ties, and connected by a trade partnership that is dynamic, fair and open,' Ursula von der Leyen, the president of the European Commission, said in Brussels, as she greeted Prime Minister Mark Carney of Canada. Representatives from more than 150 nations are expected to attend the 13th international security conference in Moscow later this month, the press service of the Russian Security Council has announced. 'Tectonic shifts in foreign policy and international economic relations create both challenges and opportunities for the countries of the Global South and East,' said the head of the Russian Security Council, Sergey Shoigu, who chairs the forum. 'Today's security challenges and threats are global and transboundary in nature,' he added, highlighting that 'no modern state can cope with them alone or on a bilateral basis.'
