Ottawa mayor opposes pay hike for councillors amid talk of raise proposals

Ottawa Mayor Mark Sutcliffe says he won't back pay raises for city councillors as some members of council mull bringing forward a motion to give them a significant salary increase. CTV News Ottawa has learned councillors are considering several options for pay raises, where proposals could go up as high as $18,000, from $119,654 currently to $138,000 – a 15 per cent increase. Speaking in a media availability following the meeting, Sutcliffe said that while he respects the hard work of councillors, it would not be appropriate to consider a pay raise at this time. 'I think we need to take a look around at what's going on in the community right now. There's an affordability crisis, there's the prospect of significant federal job reductions, there are lineups at food banks,' Sutcliffe said. 'I hear all the time from my colleagues on city council and from members of the community that they want to see more resources being invested in critical areas to support the most vulnerable.' Sutcliffe added that considerations about a pay raise could impact ongoing salary negotiations with public sector unions representing city staff. 'I think it would be imposing a significant burden on the staff who are negotiating those contracts with those unions if we were to introduce for ourselves a larger than cost of living increase for our salaries,' he said. Ottawa's 24 city councillors each earned $119,490 in 2024 and $111,111 in 2023. Elected officials received a 2.5 per cent raise in each year of the three-year collective agreement for 2023, 2024 and 2025, tied to raises for non-unionized managers. In January, councillors received a report conducted by consulting firm MNP that found the current renumeration rates for elected officials in Ottawa aligned with the median market rate. 'Therefore, data-driven results across comparators' research do not indicate that a salary increase is needed presently,' the report said. Toronto councillors voted in March to increase their salaries by 24 per cent from $137,537 to $170,588. The Ford government unfroze Ontario MPP salaries held at 116,500 since 2009 last spring. MPPs saw a nearly $41,000 raise to a total of $157,350. Coun. Riley Brockington tells CTV News Ottawa he believes an independent assessment should be done to come up with the right figure. Brockington says outside of inflationary increases, councillors have not had an in-depth review on pay raises for members in over two decades. 'I've met with the mayor on a number of occasions. I floated six, seven different options for us to consider, while talking about the pros and cons of each,' he said. 'I just want something that is reasonable, that is backed up by an independent study.' Brockington says there are different opinions on council for the process moving forward. 'The timing is also a concern but at the end of the day, what we really need is a process that council agrees with so that this does not come up every term of office for city councillors and council as a whole to deal with,' he said. Union Pacific has agreed to an interim pay raise for 6,000 members of the Brotherhood of Locomotive Engineers and Trainmen while full contract talks continue. The Brotherhood of Locomotive Engineers and Trainmen and Union Pacific (NYSE: UNP) have reached tentative agreement on an interim 3% raise for union members while bargaining for a full contract continues. The union said in a press release that if ratified, the interim agreement would be effective Sept. 1 and provide a raise to approximately 6,000 BLET members. It would eventually be replaced by wage increases agreed to in the final contract settlement, and would not figure in any retroactive pay agreement that might be included as part of a final deal. Ballots for the interim agreement are being distributed by mail and are due by Friday, Aug. 8. Baltimore County teachers will get a 5% average pay increase under new agreement

Baltimore County teachers will get a 5% average pay raise under a new agreement, according to an announcement by Baltimore County Superintendent Dr. Myriam Rogers. The Teachers Association of Baltimore County (TABCO) announced last week that it had reached a tentative pay agreement with Baltimore County Public Schools. The new compensation agreement will take effect on September 20, 2025. Under the agreement, each employee will receive a pay increase of $329 per employee, with a 1% cost of living adjustment (COLA). Employees will receive their pay increases and remaining COLA's on January 1, 2026. The Wednesday before Thanksgiving 2025 will be split into a half-day of remote professional development and a half-day of "mental health" time. This is subject to board revision of the school calendar, BCPS said. One existing professional development day will be converted into a remote professional development day.

The Baltimore County teachers' union said they reached a tentative agreement Wednesday amid a push for a three-year pay raise. The Teachers Association of Baltimore County (TABCO) indicated that they are not able to share details about the agreement until July 23. For several months, Baltimore County teachers and union leaders have been pushing the school district to enact a pay raise that had already been approved. Baltimore County Public Schools (BCPS) initially committed to the 5% raise as part of a three-year agreement, but the offer was changed to 1.5% after the county budget was approved. Under the budget, the school district got less funding than leaders expected. A revised agreement moved the timing of the 5% raise from July 2025 to January 2026. However, Tabco did not accept the deal, saying it fell short of the previously agreed-upon compensation. "So it's essentially people working with no additional compensation or raise from July 1 to January," TABCO President Cindy Sexton said. "It goes back to the thousands of dollars that some members will lose while they figure out those months and months without any additional money." The teachers' union filed for an impasse, and a mediator was provided to help the two parties reach an agreement. Since negotiations began, Baltimore County teachers have held several protests and rallies, voicing frustrations about what they referred to as broken promises. "Everybody's frustrated, teachers are angry," Sexton said after one of the protests in May. "I go through the county, and you can see some schools are holding up signs outside. You know they want the agreed-upon money that we were guaranteed. Other counties around us are doing a better job and making better offers." Teachers have also raised concerns about cuts after BCPS Superintendent Dr. Myriam Rogers announced budget reductions, including a $14 million cut from supplies and materials.

Some Japanese employers are offering higher pay and other financial rewards in a bid to retain staff amid a labor shortage and rising inflation. Nojima has decided to give two raises in basic pay a year beginning this fiscal period. The major electric-appliance retailer says around 3,000 employees can expect a hike of 10,000 yen, or around 68 dollars, a month in September. Another raise is slated for as early as January next year. A young Nojima employee at a Tokyo store says rice and vegetables are very expensive and the new scheme is quite helpful. The employee adds that the biannual hikes will ensure long-term employment. A Nojima official said: "The employees will be able to work with a sense of assurance now that the twice-a-year of base pay hikes have been decided. The company plans to raise wages as soon as possible even if it's only by 10,000 yen." Skylark Holdings plans to raise a salary cap for its restaurant managers to 10 million yen, or about 68,000 dollars, a year. The amount at the major restaurant-chain operator is currently around 57,000 dollars. Surging consumer prices in Japan have been outpacing salary increases. Inflation-adjusted wages for May posted their largest drop in nearly two years.
