AMMAN — The Ministry of Government Communications on Tuesday hosted a media briefing to highlight the strategic vision and future plans of Jordan's Institute of Public Administration (IPA), under the theme 'The Institute and Administrative Modernisation: Strategies and Future Plans.' IPA Director General Siham Khawaldeh reiterated the institute's central role in advancing national objectives by enhancing public sector human resource performance and establishing the IPA as a leading centre for innovative and responsive training services. Khawaldeh noted that the institute, one of the oldest of its kind in the Arab region, has long specialised in training and capacity building for public sector employees. She noted that recent legal amendments have restructured the institute's governance framework. "The former steering committee has been replaced by a new Board of Trustees, chaired by the Minister of State for Public Sector Modernisation or another minister appointed by the Prime Minister. The board now holds full authority to approve and implement institutional policies," she said. The IPA has also reorganised its internal structure, establishing new directorates and tailoring training programmes to meet real sector needs. Currently, the institute trains around 20,000 individuals annually through a mix of in-person, online, and self-paced learning formats. Why Ed Patton is running for Topeka mayor after leading other Kansas communities

This public administration worker wants to be Topeka's next mayor. Ed Patton, 69, is one of six candidates running for the city's top office this year. "Well, I ran for several reasons," Patton said. "The main reason is to stimulate positive forward moving change within the community. As you know, experience, education and ability to act as an advisor to the public and to the council is necessary to be able to explain the wishes of the folks and work at a compromise. So, we can all get what we need." While Patton moved to Topeka in 2020 to be closer to family, he has experience in a variety of leadership roles in rural Kansas communities. From 2003-2007, he served as the mayor and city clerk for the city of Leon. In 2016-2018, he served as a city manager for Herington, and from 2018-2019, he was the interim city administrator for the city of Sedgwick. Patton said the top issues Topeka faces are affordable housing, economic development and public infrastructure. He said you can't solve affordable housing issues without human service programs. "You can't have one without the other," Patton said. "I mean, human services is part of getting affordable housing so that we get folks off the streets and into affordable living. It will increase home ownership, which in turn helps expand on the tax base as far as revenue's concerned." Patton said when it comes to public infrastructure and economic development, he has a successful background. He also said he would ensure these issues are included in the council agenda as often as possible, as setting the agenda is a responsibility for the mayor. "In this way, we can help keep the things on the agenda that the public wants to see there, as well as what the business community wants to see and as well as the educational and cultural communities," Patton said. "All of these are very important things for the community." Patton said a nonpartisan mayor represents all of the people, regardless of ideology. "We work at the behest of the electorate," he said, "but we get paid by the entire tax base and it's important that people feel that they are getting their money's worth. That's where having a voice in the council room is very important." There are five other candidates running for mayor: Chad Fay, Gabriel Killman, Henry McClure, James Bolden Jr. and Spencer Duncan. Employee confidence dropped yet again in May, reaching another record low, according to a June 10 report based on Glassdoor's Employee Confidence Index. The percentage of employees who reported a positive six-month business outlook for their employers fell to 44.1% in May, dropping from 45.8% in April and breaking the previous record low of 44.4% in February. 'Economic uncertainty and economic anxiety are compounding to create an uneasy morass for employees, driving employee confidence lower and lower,' Daniel Zhao, a lead economist and senior manager on Glassdoor's economic research team, wrote in the report. In May, Glassdoor reviews with mentions of layoffs increased 9% and were 18% higher than a year ago. Layoff fears continue to rise after leveling off last year, according to the report. Although mentions of uncertainty fell by 2% in May, they remained 63% higher year over year. In addition, discussions about the economy grew 17% in May and are up 18% year over year. This may indicate 'broad anxiety that overrides employees' feelings about their employer specifically,' Zhao wrote. By industry, employee confidence in the government and public administration sectors continues to drop; only 34.5% of employees reported a positive outlook in May. Since the presidential election, employee confidence in these sectors has dropped from 49%. Industries with potential tariff effects had varying patterns. Manufacturing increased slightly by 0.2 percentage points but remains 2.8 points below 2024. Construction, repair and maintenance services improved 1.1 percentage points, while transportation and logistics dropped 2.6 points. By seniority, employee confidence for entry-level workers dropped from 44.1% in April to 43.4% in May, hitting a record low after a previous low in March. Confidence for mid-level and senior workers marked slight improvement in May but remained 4.5 and 3 percentage points, respectively, lower than in 2024. More than half of U.S. workers say job insecurity has increased their work stress, according to a report from the American Psychological Association. In addition, 65% said their company has been affected by recent government policy changes, and 39% said they're concerned about losing their job in the next 12 months due to those changes. Front-line workers, in particular, say they're stressed about U.S. trade policy changes, according to a report by UKG. More than half of workers said they've already experienced noticeable changes at work due to tariffs, and the changes have begun to affect them at work and at home. Overall, 1 in 3 U.S. workers say they're experiencing layoff anxiety for 2025, according to a survey by Clarify Capital. Layoff anxiety is higher among Generation Z workers and more than double among remote workers than in-office employees, the survey found. Dring the meeting, the Head of State stressed that Tunisia needs not only new legislation but also individuals who will faithfully ensure its implementation. "A legislative revolution cannot be achieved without a revolution in the management of public facilities," he was quoted as saying in a Presidency statement. In this context, the President of the Republic emphasised that many public facilities are not being managed properly. He underscored that the Tunisian state is one, not two, one visible and another often described as hidden. In reality, this so-called "hidden" state is a system composed of remnants and reactionary factions whose only aim is to inflame tensions and oppress citizens. There is no room for such entities to remain unaccountable, as required by the law. The Head of State clarified that the Tunisian Constitution stipulates that public administration and all state facilities must serve citizens with neutrality and accountability, and that any discrimination based on affiliation is a crime punishable by law. On another note, the President of the Republic emphasised the need for a comprehensive national approach to all issues under discussion. Sectoral approaches may provide solutions for one or two sectors but will not lead to collective resolutions.
