Brazil Reduces Spending Freeze After Judge Upholds Lula Tax Plan

Brazil announced a reduction of the total amount of its spending freeze for this year after the Supreme Court reinstated the bulk of a tax decree that had sparked disputes with Congress and added to uncertainty about its fiscal outlook. President Luiz Inacio Lula da Silva's government said Tuesday it would freeze a total of 10.7 billion reais ($1.9 billion), down from the 31.3 billion reais it had previously announced in May.

Lula Appeals to Brazil Supreme Court to Uphold Tax Hike Plan

Brazil's government will appeal to the Supreme Court to try to save a controversial tax decree overturned by Congress, escalating a fight between President Luiz Inacio Lula da Silva and lawmakers over the administration's efforts to shore up its budget. The government will ask the top court to restore the decree, arguing that the move to overturn it was unconstitutional and violated the separation of powers, Attorney General Jorge Messias told reporters at a Tuesday morning press conference.

Lula to Go to Supreme Court to Challenge Overturn of Tax Decree

President Luiz Inacio Lula da Silva's administration will appeal to Brazil's Supreme Court to try to preserve a tax decree that Congress overturned this week, according to two government officials familiar with the matter. The Attorney General Office said in a Friday statement that it had initiated a technical assessment of legal measures to save the decree at Lula's request. But the president has already decided to go to the Supreme Court and has given the office the responsibility of authoring its challenge, according to the officials, who requested anonymity because the decision has not been made public.
