Nearly one million users to save RM1,600 annually, says works minister after toll hikes postponed for 10 highways

KUALA LUMPUR, July 29 — Nearly one million users are expected to feel a significant impact following the postponement of toll rate hikes at 10 highways, due to a substantial gap between the current toll rates paid by users and the rates stipulated in concession agreements. Works Minister Datuk Seri Alexander Nanta Linggi said the quantum of increase for Class 1 vehicles, as set out in the concession agreements for the 10 affected highways, ranges between 50 sen and RM4.56, equivalent to a 79 to 83 per cent hike. For instance, he said Class 1 vehicle users passing through the Kuala Lumpur–Putrajaya Expressway (MEX) Toll Plaza will save RM6.80 for a round trip. This is because the toll rate under the concession agreement for 2025 is RM6.90, but the current toll rate is being maintained at RM3.50 per one-way trip, he added. 'If this saving is multiplied over 20 days, or a typical month's usage, or 240 days in a year, the user will save RM136 a month or RM1,632 annually,' he said during the Minister's Question Time in the Dewan Rakyat today. He was responding to a question from Datuk Seri Sh Mohmed Puzi Sh Ali (BN–Pekan) on the implications for highway users if the government had not postponed the toll rate increase for 2025. On July 23, Prime Minister Datuk Seri Anwar Ibrahim, in an 'announcement of appreciation for Malaysians', said the government had agreed to postpone the toll rate hikes for 10 highways so that the public could continue to enjoy existing rates. The affected highways include the MEX Expressway, South Klang Valley Expressway (SKVE), Senai–Desaru Expressway (SDE), Duta–Ulu Kelang Expressway (DUKE) and Kuala Lumpur–Kuala Selangor Expressway (LATAR). Meanwhile, to a supplementary question from Datuk Che Mohamad Zulkifly Jusoh (PN–Besut), who asked why tolls in Malaysia are not abolished altogether, Nanta said it is not easy to abolish tolls, as the government would need substantial funding, including for maintenance works, which could run into billions of ringgit. He said such funds could otherwise be channelled to other purposes, including for the people in states without highways. 'However, once the concession companies have reached their return on investment (ROI), the current toll rates, which are said to be burdensome, can be reduced. Philadelphia researcher traces who's sending those annoying scam text messages about unpaid tolls

Whether they mention outstanding toll balances or an unpaid traffic violation, chances are you've received one of those scam text messages demanding payment and threatening fines or worse. Pennsylvania Attorney General Dave Sunday issued a warning in June about the messages, which purport to be coming from agencies like PennDOT. State officials say they will never ask for payment over the phone or via text message and advise you to ignore and delete the message. But Aidan Holland couldn't ignore them. The Philadelphia-based cybersecurity researcher started tracing the texts. "A lot of family and friends were reaching out to me like, 'What is this thing? What do I do?'" Holland said. "Because it was so widespread, I figured there has to be a way that I can track that down and figure out where it's coming from." Unpaid toll scam texts traced to China The texts vary, but the scam is the same. They come from odd emails or out-of-area numbers with urgent warnings that you owe the DMV money for a traffic ticket, parking ticket or unpaid toll. The goal is to get you to click on a link to a bogus site and pay. "What they really want is your credit card," Holland said. "They either want to use it for money laundering or for reselling your credit card at a higher cost." Holland is a researcher with Censys, a threat research platform, where he said they scan the entire internet every four hours. "Every server, every website," he said, which means they can identify the bogus sites linked in the texts as soon as they're created. Holland said he's uncovered more than 100,000 of these scam sites impersonating government and toll agencies, like E-ZPass. The researcher says many of the sites are hosted on networks in China. The scam sites linked in the messages typically begin with some variation of a legitimate-looking website, but then end with a less common domain like .win, .xin, or .top — legitimate government websites for departments like PennDOT end in domains like .gov. Cheap and easy for scammers Part of what makes the scam so successful, Holland said, is that fraudsters can buy up these domains for very little money. "They're really cheap, like $3 or $4 domains for the whole year," he said. "So it's really easy to use those for scams. " The inconsistencies in legitimate toll road collection domains also work to the advantage of scammers, he said. Apple devices appear to get the bulk of these scam texts, according to Holland, because iMessage accepts email addresses. Protecting yourself from text messages claiming to be the DMV Holland said he's working closely with the FBI and local agencies to shut down the sites as soon as possible after they're identified. E-ZPass and Toll By Plate customers can use approved safe methods to check their accounts, including the official Pennsylvania, New Jersey, or Delaware E-ZPass websites, or the Toll Pay apps available from the Apple App Store or Google Play store. The FBI and FTC advise that you should never click any links in unexpected texts or reply. Users are also encouraged to forward the messages to 7726 or "SPAM" to report them to their wireless provider, and then delete it. New York's congestion pricing program is likely to stay in place through late 2025 while a federal judge decides whether the Trump administration can stop New York from charging motorists to enter Manhattan's busiest streets. The state's Metropolitan Transportation Authority sued in February to prevent the federal government from revoking approval for the $9 toll. US District Judge Lewis Liman, who has blocked the US from withholding any funds or blocking new projects while the case proceeds, signaled in an order Wednesday that he could take until the end of the year to reach a decision.

NYC Congestion Toll Brings In $216 Million in First Four Months

New York City's congestion pricing toll raised $215.7 million in the program's first four months as the Trump administration seeks to end the controversial fee. Since Jan. 5, most motorists have to pay $9 during peak hours to enter south of 60th Street in Manhattan. The toll collections through April are close to budgeted estimates of $217 million for the period and the fee is on track to bring in $500 million this year after expenses, according to the Metropolitan Transportation Authority, which runs the city's transit system and is implementing the new toll.
