UAE firms in talks with Morocco for wind energy projects

Morocco is in negotiations with several UAE companies to launch wind energy projects in its southern provinces in Western Sahara, press reports have said. As part of its ambitious plan to increase renewable energy's share to 52 percent by 2030, Rabat is reportedly negotiating the wind energy projects with Masdar, AMEA Power, and Taqa, the US-based Attaqa website said. The expected investments for wind energy projects in Morocco's southern provinces in Western Sahara, currently under negotiation, range between $8 billion and $10 billion, with a production capacity reaching 5,000 megawatts (MW), it said. According to the report, Western Sahara currently hosts four operational wind stations with a total capacity of approximately 750 MW. These are Tarfaya (300 MW), Aftissat (200 MW), Laayoune (50 MW), and Akhfenir (200 MW). Upcoming projects include Boujdour (300 MW) and Tiskrad (100 MW), the Attaqa report noted. French utility Engie has completed Africa's largest wind farm four months early, as it targets the Middle East and North Africa as a priority region for future renewables growth. The 650 megawatt (MW) Red Sea Wind Energy project in Egypt project can power more than a million households annually, at a time when electricity shortages have forced the country to spend billions buying liquefied natural gas, turning it into a net gas importer for the first time last year. "This renewable energy is cheaper than burning gas or other fossil energy, because the price is lower, so it clearly allows for burning less gas and for the country to either import less gas or export more," François Xavier Boul, Engie's managing director for the Middle East and Africa, told Reuters. As permitting remains sluggish in Europe and US offshore wind leases have been frozen under President Trump, Engie now hopes projects in the Middle East and North Africa can help it meet its 2030 target of reaching 95GW of installed renewable capacity, up from around 51GW. Boul said rising economic development, an expected increase in power consumption, administrative fast-tracking and short project lead times has led Engie to prioritise tenders to build in Egypt, Morocco, the United Arab Emirates and Saudi Arabia. Red Sea Wind Energy is Engie's second wind project in Egypt, with a third site in development that will exceed 900MW when built. Last year Engie signed a preliminary deal with Morocco's phosphates and fertilizer giant OCP to explore renewable energy, ammonia and green hydrogen projects beginning in 2026. Boul said in the short and medium-term, Engie's focus in the Middle East and North Africa region were on solar, wind, battery and hybrid projects. Red Sea Wind Energy is owned by Engie (35%), Orascom Construction PLC (25%), Toyota Tsusho Corporation (20%) and Eurus Energy Holdings Corporation (20%).

French Lawmakers Urged to Drop Moratorium on Renewable Projects

France's renewable energy industry urged lawmakers to ditch proposed legislation that would impose a moratorium on approving new solar and wind projects, saying it would destroy jobs and stall the nation's plan to curb its use of polluting fossil fuels. The outcry comes as lawmakers of Marine Le Pen's anti-immigration party and some conservative legislators amended a proposed energy bill on Thursday with the moratorium, blaming solar and wind for boosting energy prices. The legislation, which also calls for the construction of new atomic plants, will be submitted to a vote in the Lower House of Parliament on June 24, and — if adopted — will be sent back to the Senate for a second reading.

LA CÔTE-DE-BEAUPRÉ, Quebec, May 15, 2025 (GLOBE NEWSWIRE) -- La Société de projet BVH1, s.e.n.c., consisting of affiliates of each of Boralex Inc, Énergir Développement Inc and Hydro-Québec, is proud to announce having put in place a $960 million financing for the 400 MW Des Neiges - Secteur sud wind power project, currently under construction on the private lands of Seigneurie de Beaupré. This project has the potential to be a major boost to Côte-de-Beaupré's economic development and to contribute to Québec's economic and climate resilience. It represents an investment of around $1 billion, and is projected to employ a total of around 500 people during the construction phase, in addition to creating some fifteen jobs during the operation and maintenance phases. Additionally, more than $80 million is expected to be distributed among the host communities, exclusively for the Secteur sud project. Financial Highlights The Des Neiges – Secteur sud project financing includes: A $733 million construction loan, which will convert to a term loan following the start of deliveries of electricity, scheduled for the fourth quarter of 2026; A $170 million bridge loan, allowing the financing of the refund to be received for the switchyard. This short-term facility will reduce the amount of equity capital allocated to the project in the short term and thus optimizing the overall capital structure required for the project. A $57 million guarantees facility. The Desjardins Group serves as Administrative Agent for this financing. Next Steps The general contractor, Borea Construction, has been mobilized on site for preliminary work since December 2024. Borea will then collaborate with Québec companies and suppliers for the bulk of the site work, which is scheduled to begin more formally in the coming months. Once operational, the project's 57 wind turbines are expected to generate 1.2 TWh per year, equivalent to the energy consumed annually by around 70,000 homes or 325,000 electric vehicles on Québec roads. The Des Neiges - Secteur sud wind project is the first of three potential 400 MW wind power projects on Seigneurie de Beaupré private lands.
