Ukraine bags one third of EU's €300bn external action budget proposal
The European Union announced a 37% increase in its external action budget to €42.6 billion, citing growing challenges from climate instability, migration pressures and competition over critical resources. European Commissioner for International Partnerships Jozef Sikela said during the budget presentation Thursday that the EU has "entered an era of growing challenges from climate driven instability and global migration pressures to rising competition over critical raw materials, global influence and market access." The external action budget forms part of the €2 trillion package announced Wednesday by Commission President Ursula von der Leyen. European Commissioner for the Mediterranean Dubravka Šuica said the EU aims to extend its influence through the budget, stating, "global Europe empowers us to be a player, not just a payer." The enlargement and neighbourhood policy receives the increased funding to help candidate countries accelerate reforms. European Commissioner for Enlargement Marta Kos said, "Accession talks with Montenegro, Albania, Moldova and Ukraine have never progressed faster." Ukraine will receive €100 billion earmarked for reforms and reconstruction. "Whoever thought European support would weaken over time was wrong. Time is really not on Russia's side," Kos said. The Mediterranean region, including EU southern neighbours in the Middle East, North Africa and the Gulf, will receive €42 billion designed to shape migration policy. "We will enhance investments in security and safe borders to better control smuggling and illegal migration," Šuica said, adding that the EU will also "develop legal pathways for migration." The EU's 2024 migration and asylum pact includes "talent partnerships" with Egypt, Tunisia and Morocco to promote legal migration. "We need people to fill in the labour shortages in the European market, but at the same time we will fight strongly against illegal migration and against smugglers," Šuica said.

H-Tayea Egyptian Foreign Minister Badr Abdelatty received a telephone call today from Dubravka Šuica, European Commissioner for the Mediterranean, focusing on deepening Egypt–EU cooperation across multiple strategic fronts. Abdelatty welcomed EU efforts and Commissioner Šuica's support in securing the approval of the €4 billion second tranche of macro-financial assistance to Egypt. He emphasized this funding will bolster Egypt's response to economic and developmental challenges amid regional and global turbulence. The ministers discussed plans to expand economic, trade, and investment ties, aligned with Egypt's foreign investment attraction objectives. Abdelatty stressed the importance of addressing irregular migration by linking it with sustainable development, and highlighted the need to scale up cooperation in regulated migration and European investment to generate employment opportunities inside Egypt. Regarding Gaza, Abdelatty urged for an immediate resumption of the ceasefire and unhindered access for humanitarian, relief, and medical aid. He briefed Commissioner Šuica on Egypt's active coordination with Qatar and the United States, and announced Egypt's commitment to hosting an international conference on emergency recovery and reconstruction in Gaza—pending a durable ceasefire—in partnership with the Palestinian Authority and the UN. EU Commissioner for Mediterranean hails Morocco as key partner, eyes visit to deepen ties
On Wednesday, June 25, European Commissioner for the Mediterranean, Dubravka Šuica, held a phone call with Nasser Bourita, Morocco's Minister of Foreign Affairs. «We spoke on Morocco's engagement on the New Pact for the Mediterranean. We share a unique relationship and a common goal to deepen our partnership», Šuica said on X. She described Morocco as «a key and reliable EU partner» and announced her intention to continue discussions by visiting Morocco soon. This isn't their first exchange. On December 17, 2024, Šuica had also spoken by phone with Bourita. «We addressed ways to jointly strengthen the EU-Morocco partnership across all sectors, contributing to mutual growth and prosperity», she said at the time. During her confirmation hearing on November 5, 2024, for the post of Commissioner for the Mediterranean, the Croatian official expressed her intention to propose an agreement between Morocco and the EU to address irregular migration. «We have good relations with Morocco. It can help us, and we can help it», she stated. It's worth noting that the EU has already signed similar partnerships with Tunisia and Egypt, announced in June 2023 and March 2024 respectively, in exchange for financial aid packages of €900 million for Tunisia and €7.4 billion for Egypt.

EU Grants Palestinians €1.6 Billion The European Commissioner for Middle East Affairs announced that the European Union plans to increase its financial support to the Palestinian Authority with a package worth around €1.6 billion ($1.8 billion) over the next three years. اضافة اعلان Dubravka Šuica, the EU Commissioner for the Mediterranean region, stated that the financial support will go hand-in-hand with reforms within the Palestinian Authority. 'We want them to reform themselves, because without reform they won't be strong or trustworthy enough for dialogue—not just with us, but also with Israel,' said Šuica. Her comments came ahead of the first 'high-level political dialogue' between EU foreign ministers and senior Palestinian officials, including Prime Minister Mohammad Mustafa, taking place Monday in Luxembourg. The European Union is the largest donor to the Palestinians, and EU officials hope that the Palestinian Authority, which governs the West Bank, may one day assume control over Gaza after the war between Israel and the Hamas movement ends. However, the Israeli government, led by Prime Minister Benjamin Netanyahu, has so far rejected the idea of transferring control of Gaza to the Palestinian Authority and has avoided engaging with the EU's broader goal of a two-state solution, which envisions the establishment of an independent Palestinian state. According to Šuica: €620 million will be allocated to financial support and reform of the Palestinian Authority, €576 million will go toward adaptation and recovery in the West Bank and Gaza, and €400 million will be provided as loans from the European Investment Bank, pending approval by its board of directors. She also noted that the EU has provided an average of €400 million annually in support to the Palestinian Authority over the past twelve years.
